The college adopts the decision lists.

2. Action Plan on Subversive Crime 2022 / Hans Gaillard

The 2022 Action Plan on Subversion describes the action points that must be implemented in 2022 to reinforce the approach to subversive crime in the municipality of Son en Breugel. The themes of this action plan are: awareness and organizational development, information position, policy and enforcement, an ethical and safe working environment, and communication. 
It is proposed that the action plan be adopted in order to properly implement the municipal and regional approach to undermining.

College Decision:

  1. to approve and adopt the 2022 Action Plan on Subversion;
  2. inform the council by agreeing to the text of the RIB.

3. Agenda for council meetings on March 29 and 30, 2022 / Hans Gaillard

The council discusses the documents that are on the agenda for the council meetings on March 29 and 30.

4. Adoption of zoning plan Revision of residual green areas 2021 / Jan Boersma

In 2016, we started selling residual strips of land. One of the steps in this project is to bring the designated use into line with the actual use after sale. The 2021 Revision of the Zoning Plan for Residual Strips of Green Space provides for this legal translation. No opinions have been received, and we are now asking the council to adopt the zoning plan.

The council decides to propose to the council that the zoning plan "Revision of Green Residual Areas 2021," with plan ID IDN NL.IMRO.0848.BP155RESTSTROKEN-VA01, be amended and adopted.


5. Contribution from Youth Protection Brabant / Paul van Liempd

This recommendation concerns a decision on an incidental contribution to Youth Protection Brabant.

College Decision:

  • 1.    to approve the processing, by means of an administrative change, of the reimbursement of costs resulting from a temporary crisis organization 2021-2022 for the sake of continuity of youth protection in Brabant, amounting to €1,728, to be charged to budget 6682000 Compulsory Framework;
  • 2. To approve the provision of a one-time payment of €8,064 to Jeugdbescherming Brabant (JBB) with the aim of achieving sustainable transformation of service quality, staffing and occupancy, and finances under the Requirements in 2.3. and to allocate this to fcl 682000 Compulsory Framework:
    • a. take note of Eindhoven's proposed decision to agree to advance the total amount of €1,009,475 on behalf of the Southeast Brabant region;
    • b. to agree to the designation of JBB as a 'service of general economic interest' by the municipality of Tilburg on behalf of the municipalities of the cooperating regions. To agree to the proposed attached budget amendment (Appendix 2 bgw 2022 Transformation JBB);
  • 3. to impose confidentiality on the memorandum and the appendices and decisions accompanying the memorandum on the basis of Article 55(1) of the Municipalities Act due to the importance referred to in Article 10(1)(c) of the Government Information (Public Access) Act.

6. Living allowance scheme for Ukrainians / Paul van Liempd

The government has announced a living allowance scheme for Ukrainians. The municipalities are implementing the living allowance scheme. In anticipation of the national scheme, the municipality is granting living allowance support to Ukrainian refugees under the special assistance scheme. We are applying the national amounts for this. The municipality has mandated the director of Dienst Dommelvallei to implement the special assistance scheme and the government's final living allowance scheme.

College Decision:

  • in anticipation of the national living allowance scheme, to provide special assistance to Ukrainians who have fled their country;
  • to use the national living allowance scheme as the standard for the provision of special assistance;
  • to use the municipal budget for special assistance from the municipality for this purpose
  • to grant the director of Dienst Dommelvallei a mandate for the implementation and decision-making in the context of the Ukrainian Living Allowance Scheme and, in anticipation of this, from the special assistance scheme, in accordance with the attached Mandate Decision Ukrainian Living Allowance Scheme 2022.

7. Press release annual report on subversion 2021 draft / Hans Gaillard

The annual report accounts for the implementation of and results achieved within the Dommelstroom Undermining Program 2021-2022, in which the Public Prosecution Service, the police, and the tax authorities work together to prevent and combat undermining crime. The pillars of 2021 are administrative resilience, social resilience, and action-orientedness. We will inform the municipal executive and the council of the results achieved at the regional level, which will be communicated.

The council decides to take note of the 2021 Annual Report on Subversion in Dommelstroom .


8. Council memo in response to the report by the Inspectorate on Youth Protection Brabant / Paul van Liempd
