1. Non-public decision list and public decision list b&w meeting dated April 21, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts.
2. Opinion Council proposal adoption MRE "Target image for our rural area" / John Frenken
Since 2019, Transition Rural Area has been a new theme within the MRE, given the many developments and tasks in the rural area. As an elaboration on the MRE 2019-2020 Cooperation Agreement, the 2019-2020 work program includes arriving at a joint target document for the rural area of the 21 municipalities.
On October 23, 2019, the college approved the draft of this document.
The final target image should be adopted by the municipal councils.
College Decision:
- Agree to the final "Target image for our rural area for the Eindhoven Metropolitan Area";
- propose to the council to adopt the Target Image for our rural area as a joint action perspective and direction document of the 21 municipalities in the Eindhoven Metropolitan Region and as a building block for the Son and Breugel environmental vision, in accordance with the draft council proposal and draft council decision.
3. Draft budget ODZOB 2021 and multi-year estimate 2022-2024 / John Frenken
The Omgevingsdienst Zuidoost-Brabant (ODZOB) has sent the draft budget 2021 and the multi-year estimate 2022-2024 to the participating municipalities. The municipal councils are requested to submit any views no later than May 20, 2020. Later submitted views cannot be processed by ODZOB.
The draft budget has already been sent to the council for information on February 20, 2020. All budgets of the joint arrangements are discussed in the Cie. General Affairs of May 13 and in the council of June 11.
The college decides to propose to the General Affairs Committee and the council to:
- To take note of the draft budget ODZOB 2021 and multi-year estimate 2022 - 2024 and not to submit an opinion;
- include the cost to the municipality in its own budget for 2021.
4. Renewal of glass collection contract / Paul van Liempd
The municipality of Son en Breugel has an agreement with Renewi for the collection, transport and processing of household packaging glass. The agreement ends on
August 1, 2020, but can be extended by one year pursuant to art. 2, paragraph 2. This proposal to the college provides for this.
The college decides to extend the agreement with Renewi for the collection, transportation and processing of household packaging glass by one year for the period from
August 1, 2020 to August 1, 2021.
5. Council questions Village Interest on various topics / Hans Gaillard
On behalf of the Village Interest Group, Ms. Brocken asked questions on several topics on April 1. Attached is the draft response.
The college decides to adopt the answers to the council questions.
6. Presentation Monitor Social Domain / Paul van Liempd
Twice a year, the Civil Affairs Committee is informed about ongoing issues in the social domain. This is done by means of a presentation. The themes highlighted this time are prevention, youth policy, youth care and Wmo.
College Decision:
- To take note of the presentation "Social Domain Monitor" for the May 26 Civil Affairs Committee;
- To take note of the mid-term evaluation of the Youth Implementation Program.
7. Financial continuity youth aid and wmo providers due to corona crisis / Paul van Liempd
On March 30, the college decided to continue funding during the corona crisis for health care providers of youth and social support services, during the period March 1 to June 1, 2020. Because of the measures against the corona virus, part of the indicated Health can be delivered, or in a modified form. Another part cannot be delivered. It is proposed that healthcare providers be offered a turnover guarantee. This is important to avoid acute liquidity problems. In determining the turnover guarantee, the national guideline will be followed.
College Decision:
- to continue financing the turnover of providers of Wmo and youth aid to the level before the corona crisis, for the period from March 1 last to June 1, 2020. This turnover guarantee will be shaped in accordance with the national elaboration published by the VNG on April 16, 2020;
- provide space for this around contractual accountability requirements in the period from
March 1 to June 1, 2020; - exclude the following forms of care nationally purchased Health (LTA), youth protection and juvenile probation, youth care plus, diagnosis and treatment of severe single dyslexia (EED) and transportation from the revenue guarantee;
- exclude contracted healthcare providers who have no current indications on March 13, 2020, from the revenue guarantee.
