1. Non-public decision list and public decision list b&w meeting dated May 19, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts .
2. Committee on Territory Affairs dated May 18, 2020 / Hans Gaillard
On May 18, 2020, the Territory Affairs Committee met. This opinion includes the main issues and commitments.
The College takes note of the main opinions and commitments in the Land Area Committee dated May 18, 2020.
3. Council proposal to appoint deputy council clerk and appoint (deputy) committee clerks / Hans Gaillard
Since April 1, 2020, the Municipal Clerk’s Office s Office has been expanded for 32 hours per week to include Council Advisor Moniek Weerts. Associated with this expansion is the transfer of the work previously performed by the civil service organization for the Municipal Clerk’s Office s Office to the Municipal Clerk’s Office itself. This includes the positions of clerk of the council committees on General Affairs, Civil Affairs and Territory Affairs and deputy council clerk. The appointments proposed in this proposal are related to these.
The college takes note of the council proposal "Appointment deputy council clerk and appointments (deputy) committee clerks" and agrees.
4. Answering questions VVD Group (Village Hall) / Jan Boersma
The VVD Group has asked questions on several subjects concerning the Village Hall. Presented is the letter with the questions and corresponding answers.
The college decides:
- To take note of the letter answering the questions;
- To agree to answer the questions.
5. Decision on objection to environmental permit felling / Jan Boersma
On January 30, 2020, the college decides to grant an environmental permit for the felling of 4 oak trees in the backyard of a plot at Hendrik Veenemanstraat 49 in Son en Breugel. On March 25, 2020, the college receives a notice of objection from the objector against the above decision. The Objections Committee recommends that the objection be declared inadmissible and that the contested decision be upheld.
The college decides:
- declare the objection inadmissible;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
6. Council questions tree felling Son Mountains / Paul van Liempd
Group Dorpsbelang has submitted written questions to the college about tree clearing in the Son Mountains. The municipality itself ordered the clearing of dead trees next to paths. After it became clear that work was not being done in accordance with a code of conduct (Nature Protection Act), the Alderman had the work halted immediately. The submitted letter contains the questions and answers.
The college agrees with the answers to the questions of group Village Interest.
7. Request for enforcement / Hans Gaillard
A request for enforcement has been received with regard to a number of structures and other matters on the parcels De Kuilen 3 and De Kuilen ongen numbered. It is recommended that the request for enforcement not be considered because the applicant is not an interested party.
The College decides:
- deny the request for enforcement;
- Send the applicant the attached communication;
- reject the notice of default.
8. Answering questions development Zonhove site and "Kaders als Koers" location Ruysdaelstraat 2 (former De Vijverberg) / John Frenken
On April 27, 2020, a number of questions were asked by the Village Interest Group regarding the development of the Zonhove site. On May 6, 2020, a question was asked by the same group regarding the progress of the development sites, with specific attention to the Ruysdaelstraat 2 site (former De Vijverberg).
The college decides to approve the response to the questions of the Village Interest Group regarding the development of the Zonhove site and the memorandum "Frameworks as Heading" specifically the Ruysdaelstraat 2 site.
9. Report on investigation of ODZOB by audit committees / John Frenken
In response to questions from council members in the various municipalities, nine committees of auditors in the region, including that of Son and Breugel, have investigated the goals, tasks, costs and efficiency and effectiveness of ODZOB as an implementing agency. The report "Turning the Knob of ODZOB" (Research Omgevingsdienst Zuidoost-Brabant) was sent to the council for information on March 17. ODZOB has indicated that it agrees with the study and wants to work on the conclusions and recommendations. Both the participants (municipalities and province) and ODZOB note that the report contains good starting points to improve the mutual cooperation and thus the efficiency and effectiveness.
The report was discussed in the General Affairs Committee on May 20, where Ms. Van Breugel, member of the Audit Committee, gave a further explanation of the report. The committee recommends adding two decision points to the council proposal.
The college decides to propose that the council instruct the college to:
- Implement recommendations 1, 3, 4 and 5 addressed to the college;
- within 3 months to draw up a plan of approach with ODZOB to improve the interaction with ODZOB, focusing on the social tasks, the added value of ODZOB to the intended social effects, with agreements on associated management, benchmarks, monitoring and evaluation;
- Inform the council about this on a semi-annual basis;
- Map the relationship with the ODZOB and thereby arrive at:
- a structure with clear lines;
- one point of contact within one's own organization who monitors integrality;
- make the best use of the existing possibilities to be informed by ODZOB in order to be able to influence the functioning of ODZOB at the appropriate times.
