1. Non-public decision list and public decision list b&w meeting dated May 12, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts.
2. Opinions committee General Affairs May 13, 2020 / Hans Gaillard
On May 13, 2020, the General Affairs Committee met. The college is informed of the opinions given by this committee.
The College takes note of the opinions and commitments in the General Affairs Committee of May 13, 2020.
3. Child care annual report 2019 / Jos de Bruin
The municipality is responsible for monitoring and enforcing the quality of childcare and host parent care. Every year, the municipality accounts for this to the Inspectorate of Education. The 2019 annual report shows that the municipality has complied with the legal requirements in the past year. The city council will receive a summary of the accountability through the council information letter.
College Decision:
- To take note of the 2019 Annual Report on Child and Host Parent Care;
- Inform the City Council through a summary of accountability in the next Council Information Letter.
4. Corona measures grant partners and sports / Jos de Bruin
The Covid-19 crisis affects the entire society, also in Son en Breugel citizens and organizations are affected by the virus and the measures taken. From the parties to which we give an annual subsidy come requests for support. Also, not all agreements underlying the subsidy can be fulfilled. This proposal addresses the measures we are taking for subsidy recipients and the tenants and operators of our municipal accommodations. This proposal also anticipates possible questions that may come.
College Decision:
- To approve seven measures to support civil society organizations in Son and Breugel in times of corona crisis;
- to consider the costs associated with the aforementioned measures as one-time costs, which fall under the crisis management risk from the risk section, and therefore decides to use the resilience as cover for this. Also, all costs will be booked on a separate fcl/ecl, to try to claim them later from the state. The expenses will be processed in the 2nd berap.
5. MRE: extra poho Economy dated May 20, 2020, annual financial result and view on budget 2021 / Hans Gaillard
On May 13, 2020, budget 2021 of the Eindhoven Metropolitan Region was discussed in the General Affairs Committee. Here, 4 of the 6 parties indicated that they wanted to submit an opinion. Also, the Executive Board has asked, contrary to the proposed budget 2021, to use the positive financial year result for the recovery and restart of the region after the corona crisis. A proposal to this end will be discussed in the additional portfolio holder consultation Economy on May 20, 2020.
College Decision:
- To take note of the starting memorandum Recovery Approach Broad Economic Establishment Climate;
- Agree with the written response to this;
- Send a copy of this response to the City Council.
6. Council questions speedometer savings pot / Jan Boersma
The Village Interest Group has submitted a number of written questions about the speedometer savings pot. The answers to these questions will be sent to the council in a letter.
The college decides to agree to the responses.
7. Process of adopting draft Regional Energy Strategy / paul van Liempd
The college takes note of the draft RES and agrees on how the Council will be consulted and residents informed about the draft RES. In addition, the College takes note of the follow-up process towards the adoption of the draft RES by the College by September 1, 2020 and the final RES to be adopted by the Council by July 1, 2021.
College Decision:
- Take note of the draft RES, the follow-up procedure and the draft response to the draft RES;
- To agree to the method of consultation with the City Council and thereby release the draft RES for consultation with the City Council on May 26, 2020.
8. Purchasing collaboration 'A10forthejeugd' / Paul van Liempd
From the end of 2018, the municipality of Helmond, the five Peel municipalities and the Dommelvallei+ municipalities will form a new purchasing region within the youth care region of Southeast Brabant. There has already been cooperation on content since then. The possibilities for formalizing the cooperation have been investigated. This has led to the proposal for a network cooperation. The cooperation agreement and budget for the year 2020 are submitted for adoption.
College Decision:
- Agree to the cooperation agreement "A 10 for Youth";
- To approve the 2020 budget;
- Approve the financial contribution for 2020 of €11,366.00 and cover the cost from budget FCL 6672050 Procurement;
- Inform the City Council of the new cooperation through the next council information letter.
Mayor decides to authorize Alderman Paul van Liempd to sign the Cooperation Agreement "A 10 for Youth.
9. Annual report and financial statements 2019 School Board PlatOO / Jos de Bruin
School Board PlatOO, in accordance with its bylaws, submits the 2019 financial statements (including annual report) to the municipality for consultation. The financial statements are healthy and do not give rise to any questions at this time.
College Decision:
- To take note of the 2019 annual report and financial statements of school board PlatOO;
- Inform the City Council of this through the next Council Information Letter.
10. Council information letter Breugel Bruist! / Jos de Bruin
The College and the Steering Committee Breugel Bruist! would like to inform the City Council about the state of affairs within the different components of the project Breugel Bruist!
The Farm, The Bongerd, the Area Vision, Finance and the relationship with other projects/programs within Son and Breugel.
The college agrees with the council information letter.
