1. Non-public decision list and public decision list b&w meeting dated April 7, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts.
2. Decision on objection rejection of application for urgency decision / John Frenken
On October 28, 2019, the college decides to reject the application for an urgency decision. On December 12, 2019, the college receives an objection to the above decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.
The college decides:
- Declare the objection, contrary to the opinion of the Objections Committee, well-founded;
- Revoke the contested decision by granting urgency to the objector.
3. Principle request for redevelopment Ekkersrijt 4088-4090 / John Frenken
A request in principle has been submitted for site 4088-4090 for the replacement and expansion of the current buildings for peripheral and large-scale retail establishments. Cooperation is possible through a new zoning plan.
The college decides:
- In principle, to cooperate in a redevelopment at location Ekkersrijt 4088-4090 for the realization of approximately 9,155 m2 of peripheral and large-scale retail establishment in the Home & Living branch, subject to further established principles and preconditions;
- to inform the initiator of this decision in principle and the preconditions and principles set forth therein, and to request him to work out a modified plan.
4. Not to designate as municipal monument Maria chapel, De Kuilen Breugel / Jan Boersma
For the Maria chapel at De Kuilen in Breugel an explanatory description has been drawn up by the monument committee. This shows that this small building no longer has any special cultural-historical and architectural value. The proposal is therefore not to designate the Lady Chapel as a municipal monument.
The college decides not to designate the Lady Chapel as a municipal monument.
5. SGE: poho Economy dated April 17, 2020 / Jan Boersma
A month ago, the previous portfolio holders' meeting (poho) Economy of the Urban Area Eindhoven (SGE) took place. Due to the reprogramming of business park locations, it was decided early this year to schedule additional meetings.
The college decides to take note of the agenda and underlying documents of the portfolio holder consultation Economy of the Urban Area Eindhoven dated April 17, 2020.
6. Joint procurement of PMD and diaper bags / Paul van Liempd
On August 1, 2020, the framework agreement with Sphere for the supply of PMD and diaper bags will end. 12 Municipalities in the region, including Son en Breugel, which have previously gone through a joint tender, have again expressed the desire to come to a joint tender, with guidance from the BIZOB.
The college decides:
- To participate in the regional procurement of PMD and diaper bags;
- Authorize the senior member of the Safe Environment Team to sign the award decision on behalf of the municipality during the European procurement procedure.
7. Adoption of six traffic circles / Jan Boersma
The company RotondeSpecialist will maintain six traffic circles for free for the next 10 years.
This is a win-win situation. They get free advertising and the municipality gets free maintenance. A cooperation agreement was made for this purpose for the next ten years.
The college decides to agree to the cooperation agreement.
8. Proposal grant funding repair municipal monument Freezer House / Jan Boersma
WBM machinebouw b.v. in Son has applied on behalf of the neighborhood association Kanaalstraat for a subsidy to repair the carousel in the freezer house on the Driehoek. Now that since last February the freezer house is a municipal monument a subsidy can be applied for. The request meets the requirements and can be granted.
The college decides to grant to neighborhood association Canal Street in the amount of € 2,174.70 for the repair of the carousel in the freezer house, Triangle.
9. CMD research report / Paul van Liempd
In response to the expected deficits on Youth Aid and Wmo identified in August 2019, the college decided to conduct an external study. In addition to the deficits, other business, process and content issues at the CMD were also identified. These were also included in the investigation. The research contract was awarded to K2 agency on November 19, 2019. On March 10 last year, the college was informed in the interim about the initial findings. Now the entire report is before us.
College Decision:
- To take note of the report and presentation given on 7april 2020 by K2.
- forward the report in full to the council, for presentation by K2 on April 14, 2020 to the Citizens' Affairs Committee;
- To request a substantive consideration and draft council proposal for the May 19, 2020 Citizens' Affairs Committee.
10. Request for financial support Swimming Pool Son / Jos de Bruin
Due to the measure around the Corona virus, the operation of Swimming Pool Son has run into problems. A request has been made for the provision of additional subsidy and bringing forward the 2020 2nd subsidy deadline. It is proposed to adjust the subsidy advance but not to provide an additional subsidy, however. The operator is expected to appeal to the (temporary) government schemes.
College Decision:
- Advance the 2nd grant term for the grant to Son Swimming Pool in
three installments; - not to provide additional financial support to Son Swimming Pool at this time;
- To send the draft letter to the Son Swimming Pool.
