Verification of credentials, admission and swearing-in of new council member Gert Jan van Steenhoven
The council decided, after hearing the report of the credentials committee, to admit Mr. Gert Jan van Steenhoven to the council. Following this, the mayor swore in the new council member.
In connection with the resignation of council member Henk Hulsen, the chairman of the central electoral committee declared Gert Jan van Steenhoven appointed.
Appointment of members sounding board group on local social mediation
The council appointed council members Jos de Bruin, Don Pasanea and Monique van Zwieten as members of the Local Social Mediation Committee.
In June 2022, the council adopted the "Son en Breugel 2022 local social mediation committee ordinance. On April 20, 2023, Ms. Van den Tillaart was appointed as a committee member of the local social mediation committee. The sounding board group local social mediation conducts annual interviews with the committee member local social mediation on behalf of the council.
1st administrative report and 2nd budget amendment 2023 Dommelvallei Service
The council takes note of the 1st administrative report 2023 Dienst Dommelvallei (DD) and the 2nd budget amendment 2023 DD. The council decides not to submit an opinion on the 2nd budget amendment 2023 DD and agrees to process the financial consequences for the municipality of Son and Breugel in the 2nd administrative report 2023 and the multi-year budget 2024-2027.
The main developments from the 1st administrative report 2023 DD are the new collective bargaining agreements (indexation of salaries and leave savings), the costs for handling the explosively increased number of objections WOZ and the replacement of the long-term sick.
Ordinance Advisory Committee on Environmental Quality Son and Breugel 2023
The council adopts the Ordinance Advisory Committee on Environmental Quality Son en Breugel 2023 as amended. Adjustments following amendment:
- Article 4, paragraph 1 in the "Ordinance Advisory Committee on Environmental Quality of the Municipality of Son and Breugel 2023" shall be amended: "1. The committee shall consist of a minimum of three and a maximum of five members, including the chairman."
- A new paragraph 5 shall be added to article 4 in the "Ordinance Advisory Committee on Environmental Quality Municipality of Son and Breugel 2023": "5. One of the members of the committee shall be a representative of the Heritage Association of Son and Breugel or its legal successor. If there is no successor, this paragraph shall not apply.";
- Paragraphs 5 and 6 are renumbered as paragraphs 6 and 7.
The new Omgevingswet revisits spatial rules. The law combines legislation and rules for space, housing, infrastructure, environment, nature and water. In the new Omgevingswet , which is expected to take effect on January 1, 2024, the municipality is required to appoint an environmental quality advisory committee. The ordinance provides the legal framework for this advisory committee.
Waste collection cost savings 2024
The council decides to adjust the service level of waste collection and incorporate cost reductions in the 2024 waste collection fee.
These are the following measures:
1. Adjust PMD collection to 12 months 1x every 2 weeks;
2. To adjust the collection of GFT to 12 months 1x per 2 weeks;
3. To abolish Happy Hour at the environmental street.
Decisions on objection Municipal Preferential Rights Act
The council decides:
- Declare unfounded the objections to the decision dated April 20, 2023 to establish a preferential right to a part of the Breeakker district in Son en Breugel;
- uphold the contested decision;
- If reimbursement of litigation expenses is requested, deny the request.
- Refer to the opinion of the Objections Committee for the reasons for the decisions.
On April 20, 2023, the municipal council decided to establish a preferential right on part of the Breeakker neighborhood in Son en Breugel. The municipal council received ten letters of objection against this decision.
