Provision of loan to the HTC Artificial Turf Foundation for the construction of a water-based field

The council decides to approve the granting of an interest-bearing loan of €320,000 with a term of 10 years to the HTC Artificial Turf Foundation. The municipal executive will inform the HTC Artificial Turf Foundation and the HTC Son hockey club in writing that no new loans may be taken out without the municipality's permission.

The HTC Artificial Turf Foundation operates the hockey facilities at the HTC sports park. The Foundation has made the three artificial turf pitches available for use by the hockey club (HTC Son). This arrangement, which is not unusual, was chosen for VAT reasons.

Motion on careful construction

The council requests the college to indicate changes between building concepts and between building concepts and council proposals in the usual manner (by shading) in images and text.

Programming of SGE work locations and financial arrangement for 2021-2024

The council agrees to:

  • the setup programming of SGE work locations;
  • the proposed programming for Son en Breugel;
  • the withdrawal of the 2016 financial arrangement;
  • the structure of the financial arrangement.

The financial consequences for Son en Breugel arising from the financial arrangement will, if possible, be charged to the new Ekkersrijt land development project, which is yet to be determined for these plots of land.

In the Eindhoven Metropolitan Area (SGE), the nine municipalities work together on topics such as the economy. In the 2018-2025 Cooperation Agenda, the municipalities agreed, among other things, to take the next step in the programming of work locations. The aim of this is to serve the business community as optimally as possible in their demand for good accommodation.

Assessment of council faction expenditures in 2020

The council determines

  • that the expenses for 2020 per political group were funded from the annual contribution in accordance with the rules set out in the Regulation on official assistance and political group support 2020;
  • The reserve to be repaid per fraction;
  • The remaining reserve per fraction as of January 1, 2021.

Partial restoration of the zoning plan 'Rural area; revision 2017' (administrative loop) following the ruling of the Council of State on May 19, 2021

The council decides

  • pursuant to Article 6.12 of the Spatial Planning Act, to decide not to adopt an exploitation plan for the zoning plan 'Rural area; 2017 revision';
  • the zoning plan ‘Rural area; revision 2017’ with plan identificationNL.IMRO.0848.BP820BUITENGEBIEDVA03' in relation to the zoning plan 'Outlying area; revision 2017' with plan identificationNL.IMRO.0848.BP820BUITENGEBIED-VA01' partially amended, to be re-adopted and made available digitally.

The following changes have been incorporated:

  • adjustment of the location of a building plot on Brouwerskampweg approx. (opposite 8 and 12);
  • correcting the unintended omission in the provisions of Articles 3.3.6, 4.3.8, and 5.3.6 of the plan rules and bringing them into line with Article 25.1, first paragraph, of the Spatial Planning Regulation.
