List of Public Resolutions from the City Council Meeting on July 9, 2026

The council resolves to adopt and submit its opinion on the amendment to the Blink General Plan, Phase 2

The municipalities of Asten, Deurne, Gemert-Bakel, Heeze-Leende, Helmond, Laarbeek, Nuenen and surrounding areas, Someren, and Son en Breugel together form the Blink Joint Arrangement. 
Phase 1 focused on continuing the Joint Arrangement without PreZero’s participation. Phase 2 involves amending the Joint Arrangement based on the policy outcomes of a strategic process.
By submitting a statement of opinion, the council can influence policy.

The council has decided not to submit an opinion on the GR Blink 2027 budget and to take the financial implications of that budget into account in the 2027 budget.

The cost increase for the municipality of Son en Breugel is modest, amounting to €70,000, or 3.6%. 

Update to the Regulation on the Citizens' Initiative 

The council resolves to adopt the 2026 Son en Breugel Municipal Citizens’ Initiative Ordinance. 

The council adopted the ordinance in 2008 and amended one provision in 2018. This ordinance describes the procedure for submitting and discussing a citizens’ initiative proposal. This procedure does not fit within the current structure of Political Evenings. The ordinance must therefore be updated (in terms of process).

Accounting for Political Party Contributions, 2025 

The council decides:

  1. to determine the expenditures for each political group;
  2. to establish the 2025 reserve by political party;
  3. to determine the refund amounts for each political group;
  4. to set the political group allowance for the 2026–2030 council term at:
    a. €1,500 per political group per year;
    b. €0 per council seat. 
  5. to set the refund amount for the Zij aan Zet political group for the 2026 fiscal year at €0.

The 2023 Regulation on Administrative Assistance and Political Group Support stipulates that political groups receive an annual financial contribution to help cover the costs of their operations, consisting of a fixed amount per group. Each political group must provide a written account of how the contribution was spent. 

Appointments of Representatives for the Eindhoven Metropolitan Region (MRE) and WSD 

The council decides:

  1. To appoint Bas Heinrichs and Wilbert Maximus as members of the Raadstafel21 of the Eindhoven Metropolitan Region, and to appoint Jan-Frans Brouwers as an alternate member.
  2. To appoint Ingeborg Höld and Jose Goossens as a member and an alternate member, respectively, of the General Board of the WSD joint arrangement. 
  3. to appoint the council members and citizen representatives as rapporteurs for the joint arrangement specified by name.

Update to the Financial Regulation, the Audit Regulation, and the Regulation on Efficiency and Effectiveness

The council resolves to adopt the following ordinances:

  1. the 2026 Financial Regulation of the Municipality of Son en Breugel;
  2. the Son en Breugel Municipality Audit Regulation of 2026;
  3. the Son en Breugel Municipality Efficiency and Effectiveness Ordinance 2026, with an amended text for Article 2, paragraph 2: “2. The municipal executive shall periodically, but at least once per administrative term, assess the effectiveness of (parts of) programs and sections.” (amendment).

The regulations have been updated and standardized.
