Annual report and financial statements 2020
City Council decides:
- To adopt the 2020 annual report and financial statements;
- Adopt the program account and balance sheet as follows:

- To agree to establish the earmarked reserve for state compensation Corona crisis;
- Agree to the proposed appropriation of results in accordance with the table in the section on appropriation of results in the 2020 Annual Report on page 8 in the amount of €1,639,469;
- Agree to the shifts in withdrawals from reserves in accordance with the table in the section on advancing withdrawals from reserves in the 2020 Annual Report on page 10;
- To note that a number of budget overruns have occurred at the program level and within the covering resources, noting that these are appropriate within the policy set out by the council. In accordance with the audit protocol, these are not considered to be budget irregularities;
- To take note of the justifications included in the content reporting section:
- Annual Report on Objections and Legal Affairs 2020;
- Annual Report on Administrative and Official Integrity 2020;
- Socially responsible purchasing.
- 8. Adopt the list of investments and projects and agree to make available the budgets of unimplemented works 2020 charged to reserves or provisions for implementation in 2021;
- 9. To note the audit report and the college's response to that report;
- 10. Adopt the 8th budget amendment 2021.
First administrative report 2021
The administrative report is an interim financial account from the college to the council. The city council decides:
- To adopt the first administrative report 2021;
- To charge part of the unfavorable balance of €90,058 to the result. To charge the final portion of the unfavorable balance of €325,939 to the free-spending reserve;
- To include the structural impact of the first administrative report in the consideration of the 2021 Framework Memorandum;
- To approve the various deposits and withdrawals to reserves and provisions, as proposed in this first administrative report 2021;
- Agree to the overview of investments and projects;
- To adopt the 9th budget amendment 2021.
Framework note 2021
The council adopts the 2021 framework memo taking into account the following 2 amendments.
Amendment Council and Municipal Clerk’s Office in position for the future
To the program 1, "Internal and External Services, mentioned in the Framework Memorandum, in 2022 €10,000 will be added to item 11 for "conferences and study days" from the council's own budget, for the purpose of additional training for the council and Municipal Clerk’s Office, focused on the changing role of government and specifically the role of the City Council and the Municipal Clerk’s Office therein. The cost for this will be covered from the Free Spending Reserve.
Amendment Poverty director structurally included in budget
To the program 2, "Social Living Environment," mentioned in the Framework Memorandum for the years 2023 through 2025, an amount of €30,000 per year is added to item 17 for the use of a poverty director. The costs will be covered from the positive budget balance.
If, based on the advice of the Social Domain Advisory Council, it appears that the filling in can be done in a different way at different costs, the council will consider whether this should be adjusted in the budget 2022 to 2025 or the related P&C documents.
The framework memorandum is a regular benchmark moment within the planning and control loop and intended to provide direction for the budget.
The following motions were adopted:
The council requests that the Board of Mayor and Aldermen and the Municipal Clerk’s Offices Office:
- Establish a registry of all motions filed as of Jan. 1, 2021, including this one;
- Provide each motion with attributes that are easily searchable, including the status of implementation;
- To place the register periodically on the agenda of the Presidium;
- Make the registry accessible to all entitled persons;
- To investigate whether the registry can also be made accessible to our residents;
- To entrust the management of this register to the Municipal Clerk’s Office.
Motion Participation study by Court of Auditors committee
The council requests that the audit committee:
- Initiate a study of the quality of and consistency between
- Citizen participation in policymaking;
- Citizen participation in imaging during the council process;
- Post-decision communication;
- Citizen participation in implementation;
- Council communication with residents and business owners in general.
- To commission this study at an appropriate time, no later than 2022, after consultation with the New Governance Style Working Group, the Municipal Clerk’s Office and the Audit Commission.
