Multi-year budget 2021-2024
The City Council adopts the multi-year budget 2021-2024, including its annexes, taking into account 1 amendment (see below) and approves the investment program of this budget, with the investments by new policies submitted separately to the council for approval. The council also adopts the first budget amendment 2021.
Amendment: In the Budget, under Program 4, "Economic and Spatial Development" on page 43, paragraph 4 "Son en Breugel Housing Program 2016/2020-2030 the following shall be added: Investigate what spatial possibilities there are for the development of housing in which specifically the concept of "prefab houses" is included. The approach to this will be put on the agenda for the Territory Affairs Committee.
12 Motions passed
The council passed 12 motions during the budget session:
1. Motion to roughen natural stone sidewalk edges downtown Son en Breugel
The council asks the College of Mayor and Aldermen:
- To investigate how the current natural stone curbs in our downtown area can be "roughened" so that they no longer lead to dangerous situations in wet weather;
- To submit a proposal around the treatment method to the territory committee.
2. Motion Temporary shelters.
The council asks the college to join hands with the business association and the local hospitality industry to:
- Following the example of other municipalities, to cooperate in the installation of temporary shelters at stores, restaurants and takeaway points subject to the measures in force;
- Initiate and facilitate this initiative together with business owners.
3. Motion attention inclusiveness
The council asks the College of Mayor and Aldermen:
- Raise the rainbow flag every year on Oct. 11, comingout day, calling attention to the diversity and acceptance of the LGBT community;
- Investigate the possibility of placing a boulder with the colors of the rainbow on it at one traffic circle to be determined, preferably toward the entrance to downtown;
- To ask the Civic Affairs Committee to contribute thoughts on our inclusivity policy and its status.
4. Motion connect to the Vennekespad (the Brabant Venne Trail).
The council asks the college to:
- To investigate what possibilities there are to connect Son and Breugel to the Brabants Vennenpad, especially regarding the connection to the Dommel River. So that Son and Breugel will become not only green but also blue;
- Expose the Dommel River more to the eye and offer the opportunity to enjoy it more recreationally in the form of hiking trails;
- Also investigate the possibility of a walking path along Vroonhoven-Veerstraat-Planetenlaan-along the Dommel/Sonse Bergen and back again.
- Inform the council about this in the near future.
5. Motion to keep Ekkersrijt/ Sciencepark vital.
The council asks the college:
- Actively search within the possibilities of the Growth Fund and other subsidies to make Ekkersrijt/Sciencepark not only shine as No. 1 Dutch Economic top location but also as the most sustainable one;
- Use the Growth Fund and/or other grants to strengthen both;
- To inform the council in the foreseeable future about the actions to be taken towards the Growth Fund and/or other subsidies and thus towards Ekkersrijt/Sciencepark.
6. Motion Everyone can participate
The council asks the college:
- Prioritize the construction, maintenance, accessibility and expansion of wide bike lanes and wheelchair lanes;
- Initiate initiatives to connect with accommodations and businesses in outlying areas to set up facilities such as disabled toilets, as well as charging stations for wheelchairs, mobility scooters and electric bicycles so that these outlying areas become more accessible to all walks of life;
- To develop these activities in consultation with the Advisory Council Social Domain Son and Breugel and the Chronically Sick and Disabled Platform Son and Breugel;
- Present a plan of action to the council by April 2021, including a proposal for coverage of costs.
7. Motion various street names.
The council asks the college:
- Establish a process in which board and residents jointly arrive at street names that do justice to inclusiveness;
- To this end, develop criteria;
- Declare this procedure applicable to all construction sites in "Frameworks as Heading".
8. Motion information to residents on joint arrangements
The council asks the College of Mayor and Aldermen:
- Expand the information page in the MooiSonenBreugel-Krant to include information on developments in the joint arrangements to which our municipality belongs.
- Support our residents in this through referrals to current sources of information.
9. Motion visibility schemes serving poverty policy.
The council asks the college:
- Not to wait for the outcome of the poverty survey, but to begin immediately to raise awareness of financial (minima) schemes and debt relief services;
- Inform all residents on a regular basis via weekly newspapers and social media about the relevant schemes and facilities;
- Simplify immediately all applicable websites where information about relevant schemes and facilities can be found. Both for entrepreneurs and for all other residents.
- Request residents who self-report for free mouth caps to be allowed to get in touch with them to discuss what resources are available to them.
10. Motion to widen waiver scheme.
The council asks the college:
- To promote that the current waiver scheme in terms of municipal fees and taxes is applied as widely as possible and proactively and clearly communicated to residents;
- To offer to the council options for further financial relief for minima with a net disposable income up to 120% of the social assistance standard, for example by establishing a claims fund for specific expenses of residents in this target group.
11. Motion debt assistance accessible to business owners
The council asks the college to
- In accordance with laws and regulations, give independent entrepreneurs access to municipal debt assistance and communicate well with independent entrepreneurs about this;
- Incorporate these principles into relevant policy documents as soon as possible;
- To make the regulation regarding these opportunities retroactive, preferably from the start of Corona.
12. Motion to prevent penalty stacking.
The council asks the college:
- Not impose cost-increasing late payment penalties on residents with problematic debts, provided they accept debt assistance and comply with its rules;
- Also, do not impose fines or claim-increasing charges for late payments, if maximum garnishment of wages or benefits is already in place;
- Introduce as soon as possible an attachment-free rate of 95% of the social assistance standard;
- Urge large creditors, such as the CJIB, tax authorities, health insurers, energy suppliers or housing cooperatives to avoid penalty stacks by sending interim reminders in simple Dutch and/or making early personal contact and offering payment arrangements;
- To incorporate these principles as soon as possible and make them applicable retroactively to the extent possible, preferably from the start of Corona.
Motion withdrawn together we stand strong during Corona
NOTE This motion was withdrawn following a commitment to put this issue on the agenda of the Citizens' Affairs Committee.
The council asks the college:
- Facilitate groups of residents with a voucher worth 20 euros per household. These include residents with limited income, who need Health or are single, local business owners going through a difficult period and residents who are on the frontline of combating COVID19;
- To stipulate that applications to the municipality should be made through the organizations/institutions where the persons in the above categories are employed and to have those organizations/institutions also handle the distribution of these vouchers;
- To also stipulate that the vouchers must be spent with an entrepreneur in Son en Breugel, in the months of December 2020 or January 2021 and to offer the entrepreneurs the opportunity to exchange these vouchers with the municipality during the month of February 2021.
- Cover the resulting costs from the Free Spending Reserve.
Adoption of tax ordinances 2021
The council adopts the following tax ordinances 2021:
1. Market Fee Ordinance 2021;
2. Ordinance sewer tax 2021;
3. Ordinance refuse levy 2021;
4. Ordinance cleaning fees 2021;
5. Ordinance real estate taxes 2021;
6. Ordinance on precariance fees 2021.
Second board report 2020
The council adopts the 2020 Second Administrative Report, subject to the amendment "From each other, with each other, for each other" which stipulates the following:
- The neighborhood budgets included in the 2020 budget and budgets to support other neighborhood initiatives, events, etc., which have not been fully spent this year, be opened up to other initiatives aimed at continuing to look out for each other and making social cohesion in our village felt. This is in line with the original intent of these budgets in our 2020 budget.
- Residents, neighborhood and district associations, clubs and other organizations are invited to submit proposals, to develop, in their own neighborhood, district or Son en Breugel, initiatives that serve to strengthen the felt social cohesion, which fit within the corona measures in place.
- The Board of Mayor and Aldermen is requested to extend this invitation broadly in our community and to receive these proposals and, based on prioritization on distribution, outreach and requested budget, to allocate these funds to as many initiatives as possible.
- Spending in two tranches. The first with submission dates up to and including December 15, 2020, the second with submission dates between December 16, 2020 and February 1, 2021. The award will be made as soon as possible after these dates, duly within two weeks at the latest.
- Carry any remaining budgets from 2020 into the 2021 budget with this appropriation.
- The council will be informed about the progress and awarded projects at the second meeting of the civil affairs committee in 2021, or as soon as possible.
