Note budgets Joint Arrangements
The municipality is affiliated with Joint Arrangements (GR). Each GR has its own budget and prior to its adoption, the municipal council is given the opportunity to submit an opinion. With an opinion we have the opportunity to influence the (financial) policy of the Joint Arrangements.
Draft budget 2026 with multi-year estimate 2027 - 2029 GR Omgevingsdienst Zuidoost-Brabant
The council decides:
- Not to submit a view on the draft 2026 budget of the GR Omgevingsdienst Zuidoost-Brabant (ODZOB);
- incorporate the financial implications into our municipality's 2026-2029 Framework Memorandum.
We have assigned statutory tasks for licensing, supervision and enforcement in the physical environment to the Environment Service.
Annual documents 2024 and outlook budget 2026 et seq. GR WSD
The council decides:
- To submit a view on the draft 2026 GR WSD budget;
- incorporate the financial implications into our municipality's 2026-2029 Framework Memorandum.
Among other things, the WSD carries out the Social Employment Act (Wsw) and offers employment to residents with a distance to the labor market who cannot (yet) find work independently.
Draft 2026 GR GGD Brabant-Zuidoost program budget
The council decides:
- Not to submit an opinion against the draft 2026 program budget of the GR GGD Brabant-Zuidoost;
- incorporate the financial implications into our municipality's 2026-2029 Framework Memorandum.
The GGD performs a number of tasks in the field of public health. Affiliated municipalities pay an amount per inhabitant to the GGD.
Draft GR Blink 2026 budget
The council decides:
- To submit a view on the draft 2026 budget of the GR Blink;
- incorporate the financial implications into our municipality's 2026-2029 Framework Memorandum.
Blink operates on behalf of the participating municipalities in the areas of waste collection, raw materials management, cleaning and maintenance of public spaces and management of the environmental service centers.
Draft budget 2026 GR VRBZO
The council decides:
- To submit a view on the draft 2026 budget of the GR Veiligheidsregio Brabant-Zuidoost;
- incorporate the financial implications into our municipality's 2026-2029 Framework Memorandum.
In organization of the VRBZO, fire department and GHOR (medical assistance in the region) work together to prevent, limit and respond to incidents and disasters.
1st Budget Amendment 2025 and Multiyear Budget 2026-2029 GR Dienst Dommelvallei
The council decides:
- To take note of the Annual Report 2024 Dienst Dommelvallei, the draft 1st budget amendment 2025 GR Dienst Dommelvallei and the draft multi-year budget 2026-2029 Dienst Dommelvallei;
- To submit a view (amended) on the 1st budget amendment 2025 and multi-year budget 2026-2029;
- incorporate the financial implications in the 1st Administrative Report 2025 and in the 2026-2029 Framework Memorandum of our municipality.
Dienst Dommelvallei is the cooperation partner of, for and by the municipalities of Nuenen, Geldrop-Mierlo and Son en Breugel.
Draft GR MRE program budget 2026
The council decides:
To submit a view on the draft program budget of the GR Metropoolregio Eindhoven 2026, with the following modifications (amendment):
- In the viewpoint letter, under the heading "Realization requires choices and priorities" after the phrase ending with "suitable possibility to start making those choices." the following new passage is added: "We want to emphasize that the level of facilities and cooperation within the MRE in the social domain and Health must be given a higher priority. The scarcity in the housing market really needs to be addressed now. There is a need to build. The aforementioned points are essential to create long-term support among residents for the jump in scale. If residents see concrete results in the short term, there will also be an understanding of longer-term developments. Broad prosperity must really be felt by residents."
- In the letter of views, under the heading 'cautious financial policy' in the second paragraph, after the first mention of "the four GRs" add "(ODZOB, GGD, VRBZO and MRE)"."- incorporate the financial implications into our municipality's 2026-2029 Framework Memorandum.
The 21 municipalities in Southeast Brabant within the Eindhoven Metropolitan Area work together and want to contribute in this way to a stronger, more beautiful and healthier region, where broad prosperity is an important starting point.
Son and Breugel center vision
The council decides;
- To adopt the center vision Son en Breugel 'Dorpshart aan de Dommel' dd December 2024 including the following decision points (5x amended).
Amendment: On page 13, in the section entitled Issues and Ambitions, replace the texts at the following ambitions with the following texts:
- Green center > A green center is more attractive to stay in, is more resistant to climate change and has the basic premise that it enhances biodiversity in the area.
- Lively center > A lively and economically healthy center, with space for terraces, events and (relocatable) facilities that enhance social encounters.
- A seventh ambition is added tothe ambitions: 'More housing in the center'.- Amendment: Replace the first paragraph on page 44, directly under the heading "Church Square: Vibrant and Dynamic" in its entirety with the following text: "Church Square is the square for vibrancy and events. Church Square will have a greener look, if desired with movable greenery and a play of grass, semi-paving and other open pavements. Events of at least the same size as in 2024-2025 will continue to be possible. Whereby future expansion of events is not excluded a priori. This should include consideration of logistical supply and return routes to allow for these events."
- Amendment: On page 44, paragraph "Church Square: vibrant and dynamic" after the paragraph ending "orientation to the sun" add a new paragraph. This paragraph reads as follows: "If a decision is made to relocate the kiosk in the future, this will only take place under the condition that the monumental values identified in the designation decision of December 5, 2017 - in particular the situational and ensemble value in relation to the surrounding buildings of importance for community life - are preserved. The original justification for designation as a municipal monument must not be affected by any relocation."
- Amendment: After the fourth paragraph on page 59, under the heading "Submission," add a fifth paragraph. This paragraph reads as follows: "The proposed variants at the development locations 'Location next to Dommelhuis', 'Location former Vestzaktheater' and 'Location Torenstraat' are for imaging purposes only."
- Amendment: On page 59, "Development Locations" section, after the paragraph ending with "to be resolved," add a new paragraph. This paragraph shall read as follows: "The aforementioned development sites within the downtown area shall be considered one joint development site for the purpose of residential development. For these development locations, the rules and objectives from the Son en Breugel Public Housing Program apply in full, particularly with regard to the proportion of affordable housing."
Motions Center Vision Son and Breugel
The following 4 motions were adopted on the subject of Centrumvisie Son en Breugel:
Motion South Side Raadhuisplein
The council asks the college:
- explicitly include the south side of Council House Square in the development of Raadhuisplein;
- Give due consideration to the creation of sufficient new parking spaces at the edge of the center, so that the parking spaces on the south side of Raadhuisplein can effectively be eliminated;
- In the elaboration to carry out a study of the possibility of eliminating the road on the south side of the Raadhuisplein for - at least - car traffic. And in which the impact on the experience of the square is included as well as the impact on the economic support and its integration in the overall center vision.
Motion Perspective for residents Antoon van de Venstraat.
The council asks the college to offer the residents of the Antoon van de Venstraat the perspective that, also in the framework of the center vision, work is being done on sustainable solutions for the Antoon van de Venstraat in the field of creeping traffic and water nuisance and that attention continues to be paid to this, in connection with the surrounding streets, with the aim of solving the problems of creeping traffic and water nuisance.
Motion Infill housing development locations Center Vision Son and Breugel
The council decides to pronounce that:
- contrary to the general process under Omgevingswet and/or Environment Vision, in the case of housing development on development sites as included in the Center Vision, the council wishes to have an advisory role at the front of the process;
- This applies to all housing locations as named in the adopted Son en Breugel center vision 'Dorpshart aan de Dommel'.
The council asks the college:
- actively involve the council in the initiatives and planning of the housing sites mentioned in the Center Vision, before elaborating concrete planning or urban development frameworks;
- Establish a working process or approach for this purpose that elaborates the method of council participation;
- present this process proposal to the council for consideration no later than the end of 4th quarter 2025.
Motion Center Vision Son and Breugel 2025 - parking section
The council asks the college:
- to be explicitly included in the further development of the parking policy as an elaboration of the Center Vision:
- That near the Dommel House and/or Church Square space be reserved for a low-threshold (parking) facility aimed at people who have difficulty walking;
- The impact of moving parking spaces downtown on the business climate;
- That the use of existing underground (private) parking facilities be explored, including shared-use arrangements, such as for long-stay parking by business owners;
- That alternative forms of parking, including a parking deck, and alternative parking locations, such as behind City Hall, Taylor Street and at the Protestant Church, be investigated as a priority;
- explore the possibility of adjusted parking standards in the context of new housing development in the center, as well as expansion of the blue zone;
- concrete proposals to integrate the solutions under 1 through 5 within the spatial, traffic and economic vision for downtown.
- actively involve the council and provide an advisory role in the creation of this further development of the parking policy.
