List of Public Resolutions from the City Council Meeting on June 4, 2026

Appointments to committees, council working groups, and rapporteurs for joint arrangements

The council decides:

  1. To appoint Don Pasanea, Bas Henrichs, and Simone Roos as members of the Employers’ Committee; 
  2. Appoint Willie Horden (chair), Bas Henrichs, and Kaj den Daaste as members of the Audit Committee; 
  3. To appoint Remco Heeren, Don Pasanea, Jan Boersma, Collinda Verhoeve, and Albert-Jan Pomper as members of the Confidentiality Committee; 
  4. to establish a council working group on the swimming pool, tasked with evaluating the business case and the grant application and advising the council on these matters; 
  5. To appoint Remco Heeren, Don Pasanea, Ton Nagtzaam, Flip Verhagen, and Albert-Jan Pomper as members of the Swimming Pool Council Working Group; 
  6. Council members Jan Frans Brouwers (VRBZO), Ingeborg Höld (ODZOB, 10vdJ), Marco Pulles (ODZOB), José Goossens (GGD), Simone Roos (GGD), Willie Horden (Blink, DDV), Jos de Bruin (10vdJ), Albert-Jan Pomper (BSOB), and the citizen members Nennien Boudewijns (VRBZO, GGD), Bert Corbijn (VRBZO), Kaj den Daas (Blink), Cyrille Gradus (Blink), Flip Verhagen (10vdJ, DDV), and Riny van Eerd (DDV) as rapporteurs for the aforementioned joint arrangement;
  7. To appoint Councilors Steven Grevink and Mireille Bonnier as a member and alternate member, respectively, of the General Board of the WSD Joint Arrangement; 
  8. To appoint Councilors Mireille Bonnier and Jelle de Jong as a member and alternate member, respectively, of the General Board of the Eindhoven Metropolitan Region Joint Arrangement;

With the conclusion of the previous council term, all appointments of council members and citizen members to committees and council working groups have expired. Therefore, it is necessary to appoint new members.

Youth Assistance Regulation 2026

The council adopts the Youth Assistance Regulation 2026.

Agreements have been reached between the national government and the municipalities, among others, to make the youth care system sustainable. In response to this, the Association of Netherlands Municipalities (VNG) has drafted a new model ordinance. This ordinance primarily tightens certain requirements, particularly regarding the eligibility criteria for youth care and other preconditions. No systemic changes have been included. Based on this, we have drafted a new Youth Assistance Regulation.

Joining the BSOB Joint Arrangement (GR BSOB) effective January 1, 2028

The council has decided not to submit a statement of opinion on the draft of the third amendment to the 2024 Joint Tax Cooperation Agreement for East Brabant. 

The council authorizes the executive board to join the GR BSOB effective January 1, 2028.

Until January 1, 2024, Dienst Dommelvallei performed all tax and collection duties for the municipalities of Geldrop-Mierlo, Nuenen and surrounding areas, and Son en Breugel. Due to increased pressure on the performance of tax-related tasks, as of January 1, 2024, Dienst Dommelvallei entered into a service agreement with BSOB, whereby the performance of WOZ and tax-related tasks was transferred to BSOB. The municipality will join the GR BSOB as of January 1, 2028.

Draft Program Budget for 2027, GGD Brabant-Zuidoost

The council has decided not to submit a statement on the draft 2027 Program Budget of the GGD Brabant-Zuidoost;

The GGD performs a number of tasks in the field of public health. Affiliated municipalities pay an amount per inhabitant to the GGD.

First Budget Amendment for 2026: GGD Brabant Zuidoost

The council has decided not to submit a statement regarding the first amendment to the 2026 program budget of the GGD Brabant-Zuidoost; 

GGD Brabant-Zuidoost Long-Term Policy Vision 2026–2030

The council has decided to adopt and submit a statement of views on the GGD Brabant-Zuidoost’s Long-Term Policy Vision 2026–2030 

In the coming years, the GGD will face significant social and administrative challenges in the field of public health. With the current policy period coming to an end, it is necessary to establish a new multi-year policy vision for 2026–2030. By submitting a statement of views, the council can provide guidance on how the GGD should carry out its duties.

Sixth amendment to the Municipal Health Service of Brabant-Southeast 

The council resolves to adopt and submit a statement of opinion on the draft regulations for the Joint Municipal Health Service (GGD) of Southeast Brabant.

GR WSD Draft Annual Report for 2025 and Draft Budget for 2027 

The council has decided not to submit an opinion on the 2025 draft financial statements and the 2027 draft budget of the WSD Joint Arrangement; 

The WSD Joint Regulation (GR WSD) carries out the Social Employment Act (Wsw) and offers employment to residents with a distance to the labor market who cannot (yet) find work independently. Also tasks arising from the Participation Act (Pw), such as working with wage subsidy (LKS jobs) and tasks from the Integration Act (Wi), are part of the services provided by WSD.

First Budget Amendment for 2026 and the 2027 Budget for the “A 10 for Youth” Youth Region

The council decides 

  1. to adopt and submit a statement of views regarding the first amendment to the 2026 budget and the 2027 budget of the “A 10 for Youth” Youth Region. 
  2. to request our representative on the General Board not to approve the first budget amendment for 2026 and the draft budget for 2027 of the “Een 10 voor de Jeugd” Youth Region, unless Requirements additional Requirements set forth in the opinion Requirements met.

2025 Annual Report, 1st and 2nd Budget Amendments for 2026, and the 2027–2030 Budget for the Dommel Valley Department 

The council has decided to adopt and submit a statement of views on the first budget amendment for 2026 and the multi-year budget for 2027–2030. The statement of views initially proposed by the executive board has been amended.

Dienst Dommelvallei is a collaborative partner of, for, and by the municipalities of Nuenen and surrounding areas, Geldrop-Mierlo, and Son en Breugel. 

2027 Draft Budget for the Eindhoven Metropolitan Region 

The council has decided to adopt and submit a statement of views on the draft budget for the Eindhoven Metropolitan Region for 2027. 

Through the strategic cooperation between the 21 municipalities in Southeast Brabant within the MRE, we want to contribute to a stronger, more beautiful and healthier region, where broad prosperity is an important starting point.

Draft Budget for 2027: Brabant-Southeast Safety Region (VRBZO)

The council has decided not to submit a statement of opinion on the 2027 draft budget of the Brabant-Zuidoost Safety Region; 

Within the VRBZO organization, the fire department and GHOR (regional medical emergency services) work together to prevent, mitigate, and respond to incidents and disasters. 

Draft Budget for the Southeast Brabant Environmental Agency (ODZOB) for 2027 and Multi-Year Forecast for 2028–2030 

The council resolves to adopt and submit a statement of views on the ODZOB 2027 draft budget; 

We have assigned the statutory responsibilities for permitting, oversight, and enforcement in the physical environment to this Environmental Agency.
