Reorganizing nature reserves for nature development

The council decides to establish the "Nature and Landscape" earmarked reserve and to deposit €217,500 into the "Nature and Landscape" earmarked reserve
At the same time, the council decides to abolish the "Nature Compensation" (€150,000) and "Recreation and Nature Area West" (€84,000) earmarked reserves and to deposit the remaining amounts into the new "Nature and Landscape" earmarked reserve.
In addition, the council decides, for the benefit of

  1. to make a loan of €349,500 available for the realization of the Ekkersrijt Ecological Connection Zone;
  2. to make a credit of €3,010,000 available for the Dommeldal uit de Verf 2.0 project.

The council authorizes the college to charge the expenses for the book loss to the Nature and Landscape reserve and to account for them to the council afterwards.
Finally, the council decides to include a structural amount of €4,390 for the management and maintenance of nature.

Son and Breugel Debt Assistance Regulation 2021

The Council decides to adopt the Son en Breugel Debt Assistance Regulation 2021. The Municipal Debt Assistance Act (WGS) stipulates that residents with problematic debts can turn to municipalities for advice, debt mediation, or a restructuring loan, among other things. The basic principle is that debt assistance should be widely accessible, with residents being clearly informed of the timeframe within which a decision will be made after the initial consultation on the request for assistance as to whether they are eligible for a debt settlement.

Adjustments to the Regional Development Fund for Work Locations (ROW)

The council decides

  1. to repeal the subsidy regulation Investments Regional Development Fund Work Locations SGE, as adopted by council decision of December 21, 2017;
  2. the subsidy regulation Investments Regional Development Fund Work Locations SGE 2021, to be adopted;
  3. delegate the authority to make a decision on an application for a subsidy to the ROW foundation;
  4. take note of a changed structure of the governance of the ROW.

Scenario selection for De Bongerd sports hall - Breugel

The council opts for the construction of a new sports hall, which will increase the space available for sports from two to three hall sections (scenario 2). The council decides that alternatives will also be considered for the accommodation of Vluchtelingenwerk and IVN and that consultations will be held with Korein about the provision of childcare facilities in the new building. The council agrees to the proposed schedule.

Application for supplementary benefit under the IJssellaan Bombing Compensation Scheme

The council decides to set the actual costs for the explosives investigation for the IJssellaan project (2020) at €29,942.04 excluding VAT and to submit an application to the Ministry of the Interior and Kingdom Relations for a supplementary payment from the Municipal Fund of €20,959.43. (70% of €29,942.04 excluding VAT).

Eindhoven Metropolitan Region Annual Program 2021

The council decides to take note of the 2021 Annual Program of the Eindhoven Metropolitan Region and to submit an opinion on the 2021 Annual Program of the Eindhoven Metropolitan Region.

Appointment of members to the chairpersons' pool for testing the new council meeting structure

On the recommendation of the presidium, the council appoints council members Theo Groenemans, Marianne van der Putte-Verhoeven, and Peer Spooren, as well as (deputy) citizen members of council committees Martien Merks, Giel van Beers, Maarten van Beek, Jan Frans Brouwers, and José Goossens-Junier as members of the chairpersons' pool for Political Evenings Son en Breugel.

The council sets the remuneration for the work performed by chairpersons who are not council members at the amount determined by the Minister of the Interior and Kingdom Relations for attending a committee meeting.

Regulation on the confidential committee for the reappointment of the mayor in 2021 and the appointment of the (deputy) chair and members

The council adopts the Regulation on the Confidential Committee for the Reappointment of the Mayor in 2021 and appoints the following party leaders as members of the Confidential Committee: Elly Brocken, Joris van Dam, Helga Helders, Jelle de Jong, Camille Limpens, Kees Vortman, and Monique van Zwieten. The council appoints Jelle de Jong as chair and Elly Brocken as deputy chair from among the members of the confidential committee.

Motion for a play/climbing forest or adventure trail

The council urges the college to:

  • Investigate the possibility of creating a play/climbing forest or adventure trail;
  • To explicitly involve the target group of young people in the further elaboration of this;
  • The realization of a play/climbing forest or adventure trail and the resulting costs to be covered by the budget for the already planned playgrounds and/or the reserve discretionary spending space;
  • To put the outcome of the investigation on the agenda for the Land Affairs Committee for information purposes, also stating the method of coverage.

Motion for local social mediator

The council requests the college:

  • Establish and appoint a local social mediator who focuses on resolving complaints and objections relating to the implementation and enforcement of regulations in the social domain through mediation, taking the following points as a starting point:
  1. This local social mediator is independent, but familiar with our municipality and region, and is locally and personally accessible to residents and the municipality for requests for mediation.
  2. This mediation is explicitly aimed at achieving a compassionate solution for all parties;
  3. This mediation can be invoked by both residents and the municipal council.
  • Keep residents informed about this and refer them if necessary.
  • Submit a detailed plan, including a proposal to cover the costs, to the council by April 2021 at the latest.

Motion of condemnation and appreciation

The council decides to pronounce:

  • His disgust, bewilderment, and overall disapproval of the recent violence;
  • To be proud of and have deep respect for the residents and entrepreneurs who, despite the long duration of the crisis, continue to work together to suppress the coronavirus;
  • We would like to express our sincere gratitude to the police and other law enforcement officers for their highly appreciated tireless efforts, often under difficult circumstances, in the interest of a safe environment for all.
  • Where possible and reasonable, to contribute, for example in a supportive capacity, to local initiatives aimed at alleviating the negative consequences of the coronavirus crisis and the coronavirus measures.
