Multi-year budget 2023-2026
The City Council adopts the 2023-2026 multi-year budget taking into account 2 amendments (see below). The council also adopts the first budget amendment 2023.
Amendment 1: Pumptrack
- An appropriation is included for the realization of a pumptrack;
- The amount for this credit is initially set at €80,000 and the resulting capital costs will be covered from the budget balance.
Amendment 2: Road safety
- Added to the Multi-year Budget
- on page 32 at the end of heading 11: "In anticipation of this Mobility Plan, we are addressing urgent unsafe traffic situations."
- to program 3, "Physical and Safe Living Environment," for 2023, to item 2.1 an amount of €250,000 to address urgent unsafe traffic situations."
- The cost will be covered from the free-spending reserve;
- The council asks the board of mayor and aldermen to investigate the urgent unsafe traffic situations within three months and report back to the council.
Motions
The council passed 5 motions during the budget session:
Motion 1: Flow-through senior housing.
- The council expresses that solving the existing housing shortage is the highest administrative priority.
- The council asks the College of Mayor and Aldermen :
- Together with the housing corporations, take measures that maximize the flow of seniors within the social rental segment in Son and Breugel, for example by:
- paying a one-time moving allowance to tenants who move from single-family to senior housing, with the allowance for welfare recipients not being considered income or gift;
- minimize the increase in rent and service charges of transferees by taking into account the additional revenue generated by being able to set a new rent for the existing home;
- Prioritize flow-through existing residents of Son and Breugel when allocating senior housing;
- Actively inform residents of transit opportunities
- Inform the council within 6 months of the measures and associated costs.
- Together with the housing corporations, take measures that maximize the flow of seniors within the social rental segment in Son and Breugel, for example by:
Motion 2: Different approach to technical question time prior to the budget
The council asks the College of Mayor and Aldermen to make future technical question hours on the budget either public and/or make written reports and/or an audio recording of this so that it will be possible for each group to share answers to questions with more knowledgeable constituents.
Motion 3: Accelerate affordable (social) housing construction in Son and Breugel
The council asks the College of Mayor and Aldermen:
- Conduct a study of the possibility of using alternative forms of construction for social housing as housing;
- apply the region deal regarding options for financing the purchase and making these temporary alternative housing units suitable for occupancy;
- To inform the City Council as soon as possible of the outcome of this study and, if necessary, to propose coverage.
Motion 4: Adjust grant policy in favor of cultural ambition
The council asks the College of Mayor and Aldermen:
- Conduct a study on the possibility of:
- Adjust the subsidy policy in such a way that it is also possible to put culture high on the agenda again in Son and Breugel.
- get initiators to come up with new proposals to revitalize culture in Son and Breugel.
- To be able to subsidize events in a clear manner
- Informing the City Council in the near future of the outcome of this study and, if necessary, proposing coverage.
Motion 5: District approach to rainwater disconnection.
The council requests that the College of Mayor and Aldermen:
- set up a neighborhood approach so that each "strand" achieves reduced stormwater inputs and an increase in stormwater infiltration on private land;
- establish a plan for this purpose and present it by July 1, 2023;
- cover the funds for the design of the plan from the sewer provision.
Adoption of tax ordinances 2023
The council adopts the following tax ordinances 2023:
- Market Fee Ordinance 2023;
- Ordinance Sewer Levy 2023;
- Waste Levy Ordinance 2023;
- Ordinance cleaning fees 2023;
- Property Tax Ordinance 2023;
- 2023 Precario Tax Ordinance.
Second administrative report 2022
The council adopts the second administrative report 2022. The administrative report is an interim financial account from the college to the council, explaining only financial deviations (advantages and disadvantages) and the reallocation of resources.
