Opinion on the GR WSD 2020 annual report and the WSD 2022 budget
The council notes:
- the annual report and financial statements WSD 2020
- the proposed appropriation of results WSD 2020
- the 2022 budget and the 2023-2021 multi-year financial forecast
- the resilience proposal WSD 2021
- the final report on the WSD 2021 compliance investigation
- the WSD 2020 auditor's report.
The council decides not to submit an opinion on the 2020 financial statements and 2022 budget and to inform the WSD of this decision.
Opinion on the 2022 budget for the Eindhoven metropolitan region
The council takes note of the cover letter for the draft budget for 2022 for the Eindhoven Metropolitan Region and the program budget for 2022 for the Eindhoven Metropolitan Region.
The council decides to submit an opinion and to agree to incorporate the financial consequences of the budget into its own multi-year budget for 2022–2025.
In its constructive opinion, the council draws attention to the desirability of more concrete processes, draws attention to the Broad Prosperity Monitor, and urges the MRE to reassess the new 2019–2022 cooperation agreement before the end of the year.
Draft budget ODZOB 2022 and multi-year estimate 2023-2025
The council takes note of the draft budget for 2022 and the multi-year estimate for 2023 and beyond from the Brabant-Zuidoost Environmental Service.
The council decides to include the costs in its own budget for 2022 and not to submit an opinion against the draft budget.
Dommel Valley Information Policy 2021-2025
The council decides to adopt the Dommelvallei Information Policy 2021-2025.
Policy is necessary to provide direction for digitization and information provision. Over the past five years, this has been done on the basis of the Information Policy Plan 2016-2020. New policy is needed for the coming years. Digitization is no longer just a matter of business operations, but is also increasingly affecting public values such as privacy, trust, and democracy.
Motion on poverty director
The council asks the mayor and aldermen
- Within the cmd., add the role of a poverty director who acts as a liaison to ensure that poverty is identified at an early stage and that the appropriate resources are deployed as quickly as possible.
- to develop this new role of poverty director before September 2021, including a coverage proposal, and to incorporate it into the new poverty policy.
That Poverty Director:
- is the point of contact for both the internal organization and external partners and informs them about all the arrangements and options available to residents;
- facilitates approaching external organizations (schools, associations, companies, etc.) to draw attention to the regulations and opportunities offered by the municipality and others, to promote cooperation, and to identify bottlenecks;
- is seeking to collaborate with the Lumens organization to achieve optimal communication with housing associations, energy and drinking water companies, and health insurers (VNG, 2020) so that Lumens can contact residents with payment arrears at an early stage and offer support more quickly;
- organizes communication with residents and will publicize the debt assistance services and the various income support provisions;
- takes on the organization of a structural poverty consultation, in which participants from various external partners and organizations take part;
- writes and contributes to the creation of various policy documents and developments in the field of poverty;
- has no direct contact with residents, but is in contact with the local social mediator when it comes to poverty issues.
