Viewing annual report GR WSD 2020 and budget WSD 2022

The council notes:

  • WSD 2020 annual report and financial statements
  • The proposal for profit appropriation WSD 2020 
  • the 2022 budget and the 2023-2021 multi-year financial forecast
  • the WSD 2021 resilience proposal
  • The final report on legality investigation WSD 2021 
  • WSD 2020 audit report.

The council decides not to submit a view on the 2020 financial statements and 2022 budget and inform the WSD.

Viewing budget 2022 Eindhoven Metropolitan Region

The council takes note of the offer letter draft budget 2022 Metropoolregio Eindhoven and the program budget 2022 Metropoolregio Eindhoven.
The council decides to submit an opinion and to agree with the processing of the financial consequences of the budget in its own multi-year budget 2022 - 2025.
In the constructive view, the council calls attention to the desirability of more concreteness in the processes, calls attention to the Broad Prosperity Monitor, and urges the MRE to reassess the new cooperation agreement 2019 - 2022 before the end of the year.

Draft ODZOB budget 2022 and multi-year estimate 2023 - 2025

The council takes note of the draft budget 2022 and multi-year estimate 2023 et seq. of the Omgevingsdienst Brabant-Zuidoost.
The council decides to include the costs in its own budget 2022 and not to submit an opinion against the draft budget.

Dommelvallei information policy 2021-2025

The council decides to adopt the Dommelvallei 2021-2025 Information Policy.
To give direction to digitization and information provision, policy is necessary. Over the past five years, this has been done on the basis of the Information Policy Plan 2016-2020. New policies are needed for the coming years. Digitization is not only more business operations, but increasingly touches public values such as privacy, trust and democracy.

Motion poverty director

The council asks mayor and aldermen

  1. Add within the CMD the role of a poverty director to act as a liaison to ensure that poverty is identified early and appropriate resources are deployed as soon as possible.
  2. develop this new role of poverty director by September 2021 including a funding proposal and include it in the new poverty policy.

That Poverty Director:

  • is a point of contact for both the internal organization and external partners, informing them of all the schemes and opportunities that residents can take advantage of;
  • facilitates approaching external organizations (schools, associations, businesses, etc.) to raise awareness of the arrangements and opportunities offered by the municipality and others, to foster cooperation and pick up bottlenecks;
  • seeks cooperation with the Lumens organization to achieve optimal communication with housing corporations, energy and drinking water companies and health insurers (VNG, 2020) so that Lumens can contact residents in arrears at an early stage and offer support more quickly;
  • organizes communication to residents and will publicize services around debt assistance and the various income support services;
  • assumes the organization of a structural poverty consultation, which includes participants from various external partners and organizations;
  • writes himself and contributes to the creation of various policy papers and developments on poverty;
  • has no direct contact with residents, but does liaise with the local social mediator if poverty issues are involved.
