Appointment of citizen member of Green Left/PvdA group
The council appoints Ms. Ingeborg Höld as a citizen member on behalf of the GroenLinks/PvdA group.
Code of Conduct and Process Agreements.
The council notes:
- The Code of Conduct for Integrity of Council and Citizen Members 2025;
- The Code of Integrity for Mayor and Aldermen 2025;
- the process arrangements for maintaining the integrity of municipal government.
At a time when transparency, integrity and cooperation are increasingly important in local government, it is vital that we have clear agreements on behavior and manners.
Conversion of Dommelvallei Service into business management organization
The council authorizes the college to enter into the Joint Arrangement for Business Service Dommelvallei (GR DDV).
The GR DDV was shaped as a public body in 2024. Now there is a need to adjust the governance around the GR DDV. The goal of the new governance is a different way of cooperation and further development of the DDV.
Joint Arrangement A 10 for Youth
Council:
- Notes the draft Joint Arrangement (GR) Youth Region A 10 for Youth.
- Makes a view on the draft GR Youth Region A 10 for Youth.
The goal of the Youth Care Availability Improvement Act is to improve the availability of youth care for the most vulnerable children. One way to achieve this is by strengthening regional cooperation between municipalities. Municipalities are required to cooperate regionally in the procurement of specialized youth care and to establish a GR.
Credit allocation realization new building Braecklant and health center
The council decides:
- To make available the investment credit of € 2,800,000 for the development and realization of the program of Braecklant included in the Multiyear Budget 2025-2028.
- To make available a credit of € 2,230,000 for the development and realization of the program of Huisartsenpraktijk Rijnlaan of approximately 509 m2 gvo and to start working out the Preliminary Design in which the coverage of the additional capital costs will be formed by rental income from Huisartsenpraktijk Rijnlaan.
- Within the total credit needed (€5,030,000), make available as a preparatory credit €530,000.
- To lift the secrecy that rests on the Memo finances Braecklant, the Rent Calculation Braecklant and the Investment Outline Braecklant on the date on which both the lease agreement is signed and the procurement of the building is completed.
- To include the financial implications of this council proposal in the 2026-2029 multi-year budget.
With this new building, we want to achieve a future-proof adequate level of facilities that focuses not only on the livability, well-being and health promotion of residents in the Gentian, but also on all other residents of the municipality.
Housing ordinance municipality of Son and Breugel 2025-2029
The council adopts the Housing Ordinance Municipality of Son and Breugel 2025-2029.
We want people who are in an acute emergency situation and at risk of becoming homeless to be able to receive assistance. In this regulation, we lay down the rules for this.
Public housing program municipality of Son and Breugel; Building communities
The council adopts the "Public Housing Program Municipality of Son and Breugel; Building Communities.
The purpose of this program is to formulate the most up-to-date housing policy possible. With the premise of building communities. Among other things, it serves as an assessment framework and steering instrument for all policies and measures on housing. The program provides, among other things, insight into developments and trends in the (local) housing market, and formulates ambitions for housing policy with an eye for connection between the social - and physical domain.
Mobility Plan Son and Breugel
Council:
- Adopts the Mobility Plan Son en Breugel (amended) on the understanding that the concrete solution directions and measures mentioned in the Mobility Plan with respect to the routes and traffic bottlenecks described in chapter 4 are not considered to be fixed. These routes and traffic bottlenecks and possible alternatives must be further investigated after which a careful assessment must be made in consultation with residents and stakeholders. The college will submit the outcome of this to the council with substantiation so that the council has a clear picture when the credit proposal is submitted to it.
- prioritizes the construction of the three high-quality regional bicycle connections, the local bicycle connection between the center of Breugel and the center of Son and the local bicycle connection between the center of Son and Houtens.
- Attaches the written technical questions from the council groups and the responses received from the college to the Mobility Plan as an appendix, so that the commitments made therein will guide the further development and implementation of the Mobility Plan.
- Requests the college to actively introduce the measures listed in section 7.2 as objectives in discussions on mobility in the MRE context, and to keep the council informed of the status of and decision-making on these measures.
We strive for a safe, livable and accessible village for everyone. On October 10, 2024, the City Council adopted mobility and traffic goals with the Mobility Vision. The Mobility Plan details how the ambitions and goals can be achieved.
Outdoor environmental planning activity "Buitengebied; Ockhuizenweg 9"
The council decides not to declare an extended procedure applicable for the off-plan environmental planning activity "Buitengebied; Ockhuizenweg 9" in deviation from council decision dated November 23, 2023.
The administrative agreement and the college program state that we want to realize a minimum of 250 housing units and that we will give room to innovative housing forms and building methods. The proposal for Ockhuizenweg 9 contributes to this.
