Adoption of zoning plan "Buitengebied; De Kuilen 5"

The council adopts the "Views memo draft zoning plan Buitengebied; De Kuilen 5" and the zoning plan "Buitengebied; De Kuilen 5". As a result of the submitted views, the zoning plan was amended.

Starters Loan Regulation Son and Breugel 2020

The council decides to proceed with the provision of starter loans for buying a house and to adopt the "Regulation Starters Loan Municipality of Son and Breugel 2020".

Adopt instruction for the Registrar of the Municipality of Son and Breugel 2020

The council adopts the instruction for the registrar of the municipality of Son and Breugel.

Final Design Village Hall and appropriations for further implementation

The council approves the final design and associated appropriations. The council approves (preparatory) appropriations for the gutting and asbestos remediation of the old building, purchase of land, the fixed and loose interior and the public area and the options for a grandstand, a2nd floor and a roof with solar panels.

The council adopts a motion requesting the college to adopt a greening plan for the center of Son en Breugel in 2020, and to include: how park Vroonhoeven can be better maintained and more visible, a play facility can be realized in the park or in the Village Hall, parking facilities can be realized at a different location on or near the square, the church square can be less petrified and can be given a more green look.

Adoption of zoning plan "Revision Provision Living 2019"

The council adopts the zoning plan "Revision Provision Living 2019".

Credit allocation renovation The Farm

The council approves the renovation of The Farm and provides an appropriation.

Omgevingswet; state of play April 1, 2020 and additional budget

The council takes note of the insight provided by the Omgevingswet Program Team on the activities performed for the implementation of the Omgevingswet and the steps still to be taken to achieve the level of ambition set.

The council asks the college to prepare a plan of action for the continuation of the Omgevingswet and to present it to the council for consideration before the end of 2020. This plan must show clearly what the ambitions are and provide concrete evidence of the consequences of the proposal for the college(amendment).

The council provides an additional budget for the Omgevingswet Implementation Program of € 152,000.

Motion of Disapproval

During the meeting, a motion of censure against the college was introduced in response to the council proposal on the Omgevingswet. The motion strongly disapproved of the college's actions. The votes were tied (8 -8). The motion will therefore be voted on again at the Sept. 24 meeting.

Draft Regional Energy Strategy MRE

The council takes note of the draft RES and the procedure and adopts a joint response towards the college.
On October 1, 2020, all climate regions must submit a draft Regional Energy Strategy (RES) to the Rijksoverheid. The RES shows how the region will contribute on 4 themes that are interrelated and have an impact on Son en Breugel. The main themes are: cooperation, saving, heat (natural gas-free) and large-scale electricity generation (wind and solar).

Adopt Regulation on official assistance and group support

The council adopts the Regulation on Official Assistance and Group Support(amendment).

Appointment of members and alternate members to council committees

The council appoints members and alternate members on behalf of the new group FOR YOU!

  • From the general affairs committee: Mr. M.J.C. (Riny) van Eerd and Ms. H.J.J.L. (Helga) Helders, respectively.
  • From the civil affairs committee: Mr. S. (Stephen) Philippi and Ms. Helders, respectively.
  • From the territorial affairs committee: Mr. H.M. (Hub) Rutijna and Ms. M.A.P.J. (Marianne) van der Putte-Verhoeven, respectively.

The council appointed to the civic affairs committee on behalf of the Village Vision group:

  • As a member: Mr. F.P.J. (Frans) Meulenbroeks, replacing Ms. Helders;
  • As an alternate member Mr. T.A.M. (Theo) Groenemans in place of Mr. Philippi.

New citizen members Van Eerd and Rutijna made the Declaration and Pledge at the meeting.

Motion securing green identity of Son and Breugel

The council requests that the college:

  • Review the green policy plan soon, critically assessing whether green character is adequately safeguarded by the current logging permit policy and if not, adjust it;
  • Include in the green policy plan, that involved parties sit around the table in a timely manner to arrive at supported and feasible solutions;
  • To ensure that this policy is actively enforced.
