Appointment credentials committee new council member
The council appoints as a member of the credentials committee:
- Sylvia Corsten
- José Goossens-Junier
- Martien Merks
Examination of credentials, admission, and swearing-in of new CDA party council member
After hearing the report from the credentials committee, the council decided to admit Ms. Aleyna Avci to the council. The mayor then swore in the new council member.
In connection with the resignation of council member Giel van Beers, the chair of the central electoral committee declared Aleyna Avci appointed.
Adjustment Joint Regulation GGD Brabant-Zuidoost
The council takes note of the draft of the Joint Regulation GGD Brabant-Zuidoost 2024 and decides not to submit an opinion.
On July 1, 2022, the Joint Arrangements Act (Wgr) was amended. The purpose of the amendment is, among other things, to strengthen the democratic legitimacy of joint arrangements. As a result of the amendment, all joint arrangements must be amended.
Adjustment of Joint Arrangement Metropolitan Region Eindhoven
The council takes note of the draft amendment to the Joint Arrangement for the Eindhoven Metropolitan Region 2024 and decides not to respond to its content.
Amendment to the Joint Regulation of the Southeast Brabant Environmental Service 2024
The council takes note of the draft Joint Regulation for the Southeast Brabant Environmental Service 2024 and decides not to submit an opinion.
Adjustment Joint Regulation Safety Region Brabant-Zuidoost
The council takes note of the draft amendment to the Joint Arrangement for the Brabant-Zuidoost Safety Region and decides not to submit an opinion.
Regional funding system MRE for Brainport accessibility challenge
The council approves the 'Regional funding system MRE' and the regional package of measures for the Brainport accessibility challenge and the requested municipal contribution for its implementation.
The council decides:
- to make a contribution available in the budget years 2024 to 2032 for a total of €888,184 for our regional contribution to the realization of the regional mobility hubs and the multimodal junction/station Eindhoven Central, and to cover this from the Growth Path for Infrastructure Works. The financial consequences have been structurally incorporated into the 2024-2027 budget.
- to deviate from the note on capitalization, valuation, and depreciation in order to charge the contribution referred to in point 2a to operations instead of capitalizing it
- to use the annual deposit of €250,000 in the infrastructure works reserve to cover the capital costs of future investments for the construction of the Oirschot–Best–Son (F58), Veghel–Son–Eindhoven, and St. Oedenrode–Ekkersrijt fast cycle routes.
Over the past two years, it has become clear that the Eindhoven Metropolitan Region (MRE) is growing much faster than expected. In order to accommodate the growth in population, housing, and jobs in Brainport Eindhoven, a mobility transition is inevitable and necessary. This requires a substantial investment.
Zoning plan "Son Midden; Hendrik Veenemanstraat 27A"
The council decides to adopt the amended zoning plan "Son Midden; Hendrik Veenemanstraat 27A" with plan identification "NL.IMRO.0848.BP305SONMIDDEN-VA01" and to make it available digitally. The council decides not to adopt an exploitation plan for this zoning plan.
Determining council faction expenditures for 2022
The council determines the expenditure per political group for 2022. The council also determines the reserve to be repaid per political group and the remaining reserve as of January 1, 2023.
The 2020 Regulation on Official Assistance and Political Group Support stipulates that political groups receive an annual financial contribution to cover the costs of running the group.
Regulation on the Confidential Committee for Sounding Board Discussions and the Reappointment of the Mayor of Son en Breugel in 2023
The council adopts the Regulation on the confidential committee for sounding board discussions and the reappointment of the mayor of Son en Breugel in 2023. The council appoints Maarten van Beek, Mireille Bonnier, Sylvia Corsten, Remco Heeren, Don Pasanea, Marianne van der Putte-Verhoeven, and Monique van Zwieten as members of the confidential committee.
The cooperative relationship between the mayor and the city council is of great importance. It is therefore useful and necessary for the mayor to receive and provide good, structured feedback to and from the city council (‘sounding boards’).
Appointment of Don Pasanea as member of the Audit Committee
The council appoints Mr. Don Pasanea as a member of the Audit Committee.
On June 13, 2019, the municipal council adopted the 2019 Audit Committee Regulation for the municipality of Son en Breugel. According to the Regulation, the Audit Committee consists of three council members or one citizen member and two council members, all from different council factions.
Appointment of Stephen Philippi as member of the local social mediation sounding board group
The council appoints Stephen Philippi, a local social mediator and citizen member, as a member of the sounding board group.
In June 2022, the 'Regulation on the Son en Breugel Local Social Mediation Committee 2022' was adopted. On April 20, the council appointed Ms. Van den Tillaart as a member of this committee. On September 21, the council appointed council members Jos de Bruin, Don Pasanea, and Monique van Zwieten as members of the local social mediation sounding board group.
Regulation on official assistance and parliamentary support 2023
The council adopts the Regulation on official assistance and political party support 2023 and approves the accountability form for political party support contributions.
The council and individual council members are entitled to official assistance, and the political groups are entitled to financial support. In 2020, the council adopted the 2020 Regulation on Official Assistance and Political Group Support. In practice, it has become apparent that the rules for the expenditure and accountability of the political group contribution are interpreted differently. In addition, the political groups submitted their written accountability reports in different ways. The regulation and the form have therefore been amended.
