Center arrangement "Implementation of Geo-domain tasks in the Dommelvallei region"

The council approves the Center Arrangement "Implementation of tasks Geo-domain in the Dommel Valley Region. In the Geo-domain, municipalities are responsible for, or involved in, four basic registries: Basic Registration of Addresses and Buildings (BAG), Basic Registration of Large-scale Topography (BGT), Basic Registration of Subsoil (BRO) and Basic Registration of Valuation of Immovable Property (WOZ). Joining forces will create an organization that can take care of the registrations for all three municipalities.

Development proposal and land exploitation housing project Akkerpad

The council approves the idea of a development proposal Akkerpad with 4 ground-level row houses and 4 patio houses and adopts a land exploitation for the "Akkerpad" housing project.

Application of coordination scheme ex art. 3.30 Wro development parcel Ekkersrijt 4088-4090 (Entrance of Ekkersrijt)

The council decides to declare the coordination scheme pursuant to article 3.30 ff. of the Spatial Planning Act applicable to the preparation and publication of the zoning plan "Ekkersrijt; Entrance of Ekkersrijt" and to some decisions, which are necessary for the redevelopment of the property/plot Ekkersrijt 4088-4090:

Audit committee report on information security and privacy

The council takes note of the information security and privacy report of the audit committee. The council adopts the recommendations of the audit committee to the city council and:

  • engages with the college on how the council wants to be informed in the context of the ENSIA,1 especially the non-formal part (improvement measures, multi-year policy and data breaches);
  • directs the college to report annually to the City Council under ENSIA on the exhortations and recommendations mentioned in the report.

Assessment of spending 2019 council groups

The council notes that the expenses for 2019 for each group have been paid from the annual contribution in accordance with the provisions of the Official Assistance and Group Support Regulation 2003. The council establishes the reserve to be reimbursed per group and the remaining reserve per group as of January 1, 2020.

Adoption of zoning plan "Breugel; Stakenburgstraat ong."

The council decides, pursuant to Section 6.12 of the Spatial Planning Act, not to adopt an exploitation plan and to adopt the zoning plan "Breugel; Stakenburgstraat ong." to be adopted.

Motion of censure against the college

The motion of censure against the college tabled in the council meeting of September 3 by the VVD group, around the topic "Omgevingswet; state of play April 1, 2020 and additional budget," was again put to a vote and rejected.

The motion was voted on again because votes were tied at the Sept. 3 meeting.

Education housing applications

The council decides

  • To increase the investment credit of the new construction elementary school De Regenboog and De Krommenhoek by € 2,700,000 and include it in the budget 2021-2024.
  • Cover the additional structural capital costs arising from the new De Regenboog and De Krommen Hoek buildings from the "growth path for schools" and include the balance of €26,000 in the 2021-2024 budget.
  • Incidentally write off the book value of De Krommen Hoek in fiscal year 2021, charge it to the free-spending reserve and incorporate it into the 2021-2024 budget.
  • Transfer the book value of The Rainbow in fiscal year 2023 to the Grex Breugel Bruist and reflect this in the 2021-2024 budget.
  • To increase De Bloktempel's investment credit by €552,000 for the expansion of 600 m2 of educational housing and incorporate this into the 2021-2024 budget.
  • Cover the additional structural capital costs resulting from the Bloktempel expansion from the "Schools Growth Path".
  • To include Korein's child day care in St. Genovevastraat in the developments and move it to the center of Breugel (Breugel Bruist) and to determine the location for Kidsintown's subsidized preschool and middle school care in Breugel, in consultation between them, the municipality and the school board.
  • Simultaneously with the preparation of the building plan for the new school building, start planning for the new traffic structure, in which the following frameworks apply:
    - The traffic plans shall also involve the local residents and school (administration).
    - The municipal administration initiates the consultation.
    - The new traffic structure will be implemented simultaneously with the commissioning of the new school building.
    - During construction work, a safe route for construction traffic will be established with as little inconvenience to local residents as possible.

Motion Rainbow Flag

The council requests that the college raise the rainbow flag on October 11, 2020, comingout day, calling attention to the diversity and acceptance of the LGBT community and the inclusive society in which we live.

Motion to include refugee children from Greece

The council requests the college to notify the Prime Minister's Office that the municipality of Son and Breugel is joining the 'coalition of the willing', i.e. 164 municipalities and 5 provinces, to take in 500 vulnerable refugee children from Greece
