Center regulation "Execution of tasks in the Geo domain in the Dommel Valley region"
The council approves the Center Regulation 'Implementation of Geo-domain tasks in the Dommel Valley region. Municipalities in the Geo domain are responsible for, or involved in, four basic registrations: Basic Registration of Addresses and Buildings (BAG), Basic Registration of Large-scale Topography (BGT), Basic Registration of Subsurface (BRO), and Basic Registration of Real Estate Valuation (WOZ). By joining forces, an organization is created that can take care of the registrations for all three municipalities.
Development proposal and land exploitation for the Akkerpad housing project
The council approves the idea of a development proposal for Akkerpad with four terraced houses and four patio houses and proposes a land development plan for the Akkerpad housing project.
Application of coordination scheme pursuant to Article 3.30 of the Spatial Planning Act (Wro) for the development of plot Ekkersrijt 4088-4090 (Entrance to Ekkersrijt)
The council decides to declare the coordination scheme pursuant to Article 3.30 et seq. of the Spatial Planning Act applicable to the preparation and publication of the zoning plan "Ekkersrijt; Entrance to Ekkersrijt" and on a number of decisions necessary for the redevelopment of the property/plot Ekkersrijt 4088-4090:
Report by the Audit Committee on Information Security and Privacy
The council takes note of the report on information security and privacy from the audit committee. The council adopts the audit committee's recommendations to the municipal council and:
- will discuss with the college how the council wishes to be informed in the context of ENSIA1, particularly with regard to the informal part (improvement measures, long-term policy, and data breaches);
- instructs the college to report annually to the municipal council on the incentives and recommendations mentioned in the report within the framework of ENSIA.
Assessment of 2019 expenditures by council factions
The council notes that the expenses for 2019 per political group have been funded from the annual contribution in accordance with the provisions of the 2003 Regulation on official assistance and political group support. The council determines the reserve to be repaid per political group and the remaining reserve per political group as of January 1, 2020.
Adoption of zoning plan "Breugel; Stakenburgstraat ong."
The council decides, on the basis of Article 6.12 of the Spatial Planning Act, not to adopt an exploitation plan and to adopt the zoning plan "Breugel; Stakenburgstraat ong."
Motion of censure against the council
The motion of censure against the council submitted by the VVD party during the council meeting on September 3, concerning the subject "Omgevingswet; status as of April 1, 2020, and additional budget," was put to a vote again and rejected.
The motion was put to the vote again because the votes were tied in the meeting on September 3.
Applications for educational accommodation
The council decides
- To increase the investment credit for the new De Regenboog and De Krommenhoek primary schools by €2,700,000 and to include this in the 2021-2024 budget.
- To cover the additional structural capital costs arising from the new construction of De Regenboog and De Krommen Hoek from the "school growth path" and to incorporate the remaining €26,000 into the 2021-2024 budget.
- To write off the book value of De Krommen Hoek in the 2021 financial year on an incidental basis, to charge this to the discretionary reserve and to include it in the 2021-2024 budget.
- Transfer the book value of De Regenboog in the 2023 financial year to Grex Breugel Bruist and incorporate this in the 2021-2024 budget.
- To increase De Bloktempel's investment credit by €552,000 for the expansion of 600 m² of educational accommodation and to incorporate this into the 2021-2024 budget.
- Cover the additional structural capital costs resulting from the Bloktempel expansion from the "Schools growth path."
- To include Korein's daycare center on St. Genovevastraat in the developments and relocate it to the center of Breugel (Breugel Bruist), and to determine the location for Kidsintown's subsidized preschool and after-school care in Breugel in consultation between them, the municipality, and the school board.
- At the same time as drawing up the construction plan for the new school building, start planning the new traffic structure, applying the following frameworks:
- Local residents and the school (board) will also be involved in the traffic plans.
- The municipal council will initiate the consultation.
- The new traffic structure will be introduced at the same time as the new school building is put into use.
- During the construction work, a safe route for construction traffic will be created with as little inconvenience as possible for local residents.

Rainbow Flag Motion
The council requests that the college raise the rainbow flag on October 11, 2020, Coming Out Day, to draw attention to the diversity and acceptance of the LGBTI community and to the inclusive society in which we live.
Motion to take in refugee children from Greece
The council requests the municipal executive to inform the Prime Minister's office that the municipality of Son en Breugel is joining the 'coalition of the willing', i.e. 164 municipalities and 5 provinces, to take in 500 vulnerable refugee children from Greece.
