Appointment of member of the Court of Auditors
The council appoints Mr. S.J. (Stefan) Scheeringa as a member of the Son en Breugel Audit Committee with effect from January 1, 2024. Following his appointment, Mr. Scheeringa was sworn in.
On July 1, 2023, the Son en Breugel Audit Office Regulation 2023 came into effect. The council appointed Ms. A.M.M. (Sandra) van Breugel as a member of the Audit Office. In the fall of 2023, a second member was recruited for the Audit Office.
Regional retail vision for the Eindhoven urban area
The council adopts the "Regional Retail Vision for the Eindhoven Urban Area: From Quantity to Quality."
The previous Regional Retail Vision was adopted in 2015. Since then, much has changed in the retail sector. A thorough update of regional policy is therefore necessary.
Amendment to the Social Support Act (Wmo)
The council decides to amend Article 15 of the Son en Breugel Social Support Regulation 2020 in connection with the national indexation of the personal contribution under the Social Support Act (Wmo).
The Wmo (Social Support Act) stipulates a personal contribution for certain services. Since January 1, 2020, the personal contribution has been €19 per month. Due to indexation in line with general price increases and inflation, this personal contribution will be €20.60 per month as of January 1, 2024.
Because the amount of the personal contribution is specified in the regulation, it must be adjusted. To prevent such adjustments in the future, this amount will no longer be specified in the regulation.
Omgevingswet; decision-making 'delegation', 'binding advisory right', 'mandatory participation' and 'extended procedure'
The council decides:
- the delegation decision whereby the council delegates the amendment and/or adoption of parts of the environmental plan to the mayor and aldermen
- to establish the list of cases of environmental planning activities outside the plan, for which the council is given binding advisory rights or the opportunity to advise and designates mandatory participation, together with an extended procedure;
- that the delegation decision will be evaluated annually with the council in February starting in 2025;
- to allow the delegation decision to take effect at the same time as the Omgevingswet
The Omgevingswet into force on January 1, 2024. The Omgevingswet also Omgevingswet to make decision-making on initiatives faster and more transparent. The implementation of the Omgevingswet a different way of working together between the council, the municipal executive, and residents.
Regulation on municipal awards for the municipality of Son en Breugel 2023
The council adopts the Regulation on municipal awards for the municipality of Son en Breugel 2023.
In 1980, the council established the Medal of Honor by decree (awarded 16 times). In 1992, the council adopted the Son en Breugel Volunteer Medal Regulation (awarded 50 times). In 1996, the council also established the Sonse Hoogvlieger (awarded 5 times, most recently in 2012). In December 2019, the council adopted the 'Jeugdlintje' motion.
This motion was the reason for updating the existing regulations for the Medal of Honor and Volunteer Medal and integrating the three awards into one regulation. The Sonse Hoogvlieger will be discontinued as an award.
Location selection for pump track in Son en Breugel
The council decides
- designate the De Molenwiek playground as the location for the pump track;
- to make an additional investment of €70,000 available and to charge the associated annual capital costs of €5,927 and maintenance costs of €15,000 to the budget balance from 2025 onwards;
- to adopt the eighth budget amendment for 2023.
The construction of a pump track is included in the administrative agreement, and the political parties therefore wish to proceed with the realization of the pump track.
When choosing the location, the council informed the municipal executive that it is important for local residents to be closely involved in the process and the design of the pump track. In addition, measures must be taken to minimize nuisance as much as possible. Enforcement will be part of this.
