Appointment of member of the Court of Auditors

The council appointed Mr. S.J. (Stefan) Scheeringa as a member of the Son and Breugel Court of Auditors effective January 1, 2024. Following the appointment, Mr. Scheeringa was sworn in.

On July 1, 2023, the Son and Breugel 2023 Court Regulation came into effect. The council appointed Ms. A.M.M. (Sandra) van Breugel as a member of the Court of Auditors. The recruitment of a second member for the Court took place in the fall of 2023.

Regional retail vision Urban Area Eindhoven

The council adopts the "Regional Retail Vision Stedelijk Gebied Eindhoven; From Quantity to Quality."

The previous Regional Retail Vision was adopted in 2015. Since then, much has changed in the retail sector. A thorough update of regional policy is therefore necessary.

Social Support (Wmo) Regulation Amendment.

The council decides to amend article 15 of the Son en Breugel 2020 Social Support Regulation in connection with the national indexation of the own contribution Wmo.

The Wmo has a co-payment for certain facilities. The co-payment has been €19 per month since January 1, 2020. In connection with indexation due to general price increases and inflation, this co-payment will be €20.60 per month starting January 1, 2024.
Because the amount for the co-payment is stated in the regulation, it must be adjusted. To avoid this type of adjustment in the future, this amount will no longer be stated in the regulation.

Omgevingswet; decision-making 'delegation', 'binding advisory right', 'mandatory participation' and 'extended procedure'

The council decides:

  1. Adopt the delegation decision by which the council delegates to the college of mayor and aldermen the adaptation and/or adoption of parts of the environment plan
  2. To adopt the list of cases of out-of-plan environmental plan activities, for which the council will have binding right of advice or an advisory option and designate mandatory participation, together with an extended procedure;
  3. That the delegation decision be reviewed with the council annually in February starting in 2025;
  4. allow the delegation decree to take effect at the time the Omgevingswet comes into force.

The Omgevingswet will take effect on January 1, 2024. The Omgevingswet also aims to make decision-making on initiatives faster and clearer. The implementation of the Omgevingswet involves a different way of cooperation between council, college and resident(s).

Ordinance Municipal Distinctions Municipality of Son and Breugel 2023

The council adopts the Ordinance Municipal Distinctions Municipality of Son and Breugel 2023.

The council established the Medal of Honor by ordinance in 1980 (16x awarded). In 1992, the college established the Son en Breugel Volunteer Medal Ordinance (50x awarded). In 1996, the council also established the Son Highflyer (awarded 5 times, last time in 2012). In December 2019, the council adopted the 'Youth Ribbon' motion.
This motion was the reason to also update the existing ordinances for Medal of Honor and Volunteer Medal and integrate the 3 awards into 1 ordinance. The Son Highflyer will be dropped as an award.

Location choice pumptrack Son en Breugel

The council decides

  1. Designate the De Molenwiek playground site as the location for the pumptrack;
  2. make available an additional investment of €70,000 and charge the associated annual capital costs of €5,927 and maintenance costs of €15,000 from 2025 onwards to the budget balance;
  3. Adopt the 8th Budget Amendment 2023.  

The construction of a pumptrack is included in the administrative agreement and the groups therefore want to move forward with the realization of the pumptrack.
In selecting the location, the council conveyed to the college that it is important that the people living in the vicinity of the site be closely involved in the process and the layout of the pumptrack. In addition, measures must be taken to minimize nuisance. Enforcement will be a part of that.
