Commission Appeals Regulation

The municipal council has decided to adopt the 2022 Appeals Committee Regulation.
The 1999 Regulation on the Handling of Appeals and Objections was due for an update. The regulation has been amended in a number of substantive respects, and the language has also been adapted to make the provisions clearer, shorter, and more readable.

Control Protocol and Standards Framework 2021

1. The council adopts the 2021 audit protocol, including the standards framework. The audit protocol provides guidance to the auditor on the scope of the audit. The standards framework provides an overview of the regulations with financial consequences for the municipality.
2. The council decides not to attach any (financial) consequences to the municipal executive's failure to comply with the applicable procurement guidelines and that the auditor does not need to take this into account in forming his opinion on the legality of the accounts. Crowe Foederer BV will perform the audit for the 2021 financial year.

Fee Regulation 2022 with fee schedule

The council adopts the Fees Regulation 2022 and the Schedule of Fees accompanying the Fees Regulation 2022.

Heat Transition Vision

The council decides:

  1. to adopt the Heat Transition Vision (TVW), which sets out the heat vision and course of action until 2030, with a look ahead to 2050;
  2. set the ambition for our municipality to reduce natural gas consumption by 2030 by an amount equivalent to the consumption of 1,420 homes;
  3. to launch two pilot projects in 2022-2023 for the creation of a neighborhood implementation plan with the neighborhoods of 't Zand and 't Harde Ven. We will also be working in these neighborhoods before 2030. Before 2030, we will also start a neighborhood implementation plan for (part of) De Gentiaan;
  4. to develop a separate heating approach for Ekkersrijt, with sustainable heating as an important pillar and a prerequisite for all future developments in Ekkersrijt;
  5. To make €50,000 available from the Sustainability Reserve for implementation in 2022 and to adopt the second budget amendment for 2022 to this end. To supplement this with the implementation funds for the climate agreement from the December circular via the first management report for 2022.

The Climate Agreement stipulates that municipalities are responsible for directing the heat transition in the built environment. Together with housing associations, residents, network operators, property owners, other stakeholders, and fellow authorities, each municipality must develop a vision.

Interpellation debate on enforcement and supervision of HOP Hoberglaan

The council held an interpellation debate on enforcement and supervision at the gay meeting place (HOP) on Hoberglaan. The debate was based on a questionnaire drawn up by the D66 and PvdA/GroenLinks political parties.

Motion What is happening in and with the Son and Breugelse Woods?

The council calls on the college to:

  1. together with Bosgroep Zuid, continue to communicate in the local media (online and offline media) what they are doing and what work is still planned, using visual aids to clearly illustrate the ultimate goal;
  2. inform users at the various entrances to the forest with information signs, including a reference to the municipal website for additional information about the management plans and frequently asked questions;
  3. where administrative capacity is insufficient, make use of external support and cover the costs of this from the general reserves
