Public list of decisions made at the municipal council meeting on June 22, 2023
Future-proof recycling center
The council decides, in accordance with scenario 2, to restore the recycling center and improve its accessibility. The council is making an investment credit of €593,138 available for this purpose.
Blink took over management of the recycling center on January 1, 2022. At the time of the transfer, a number of inspection reports were missing. Antea conducted further investigations into the current state of the recycling center on behalf of Blink and the municipality, including several boreholes. No evidence of a liquid-tight floor was found in any of the boreholes, with the exception of the KCA depot. In addition, there is no oil separator leading to the municipal sewer, which means that the municipality could potentially discharge contaminated site water.
Regulation on the Son en Breugel Audit Office 2023 and appointment of the chair of the audit office
The council adopts the Son en Breugel Audit Office Regulation 2023. The council appoints Ms. A.M.M. (Sandra) van Breugel as chair of the Son en Breugel Audit Office with effect from July 1, 2023.
On June 13, 2019, the council adopted the 2019 Regulation on the Audit Committee of the Municipality of Son en Breugel. On January 1, 2023, the Act on the Strengthening of Local Audit Offices came into force. This Act has a transition period of one year. This means that all municipalities must have an independent audit office by January 1, 2024, at the latest. An audit function or audit committee is no longer possible.
Water and sewerage program 2023-2027
The Council decides:
1. to adopt the Water and Sewage Program 2023-2027;
2. to adopt the financial scenario for the development of sewage rates 2023-2027;
3. to adopt the third budget amendment relating to the cost recovery plan.
The planning period for the Municipal Sewerage Plan 2016-2022 has expired. We have reviewed our ambitions for the coming years and incorporated them into a new plan: the Water and Sewerage Program 2023-2027. It is a plan in which we continue to work towards our ambitions, but also change or refine the course on certain points in order to actually realize those ambitions. It describes the challenges that lie ahead, what we want to achieve in the short and long term, how we are going to do that, and how we are going to finance it as sustainably as possible from the sewerage charges.
