Public decision list city council meeting June 22, 2023

Future-proof environmental street

The council decides in accordance with scenario 2 to repair the environmental street and improve accessibility. The council makes available an investment credit of €593,138 for this purpose.

Blink took over management of the environmental street as of Jan. 1, 2022. A number of inspection reports were missing from the transfer. Antea conducted further investigations for Blink and the municipality into the current state of the environmental street, including multiple borings. No evidence of an impermeable floor was found in any of the borings, excluding the KCA depot. In addition, an oil separator towards the municipal sewer is missing, potentially allowing the municipality to discharge contaminated site water.

Regulation of the Son and Breugel Court of Auditors 2023 and appointment of chairman of the court of auditors

The council adopts the Son and Breugel Court of Audit Regulation 2023. The council appoints Ms. mr. drs. A.M.M. (Sandra) van Breugel as chairman of the Son and Breugel Court of Audit with effect from July 1, 2023.

On June 13, 2019, the council adopted the Regulation on the Audit Board of the Municipality of Son and Breugel 2019. On January 1, 2023, the Strengthening of Decentralized Supreme Audit Institutions Act came into effect. This law has a transition period of one year. This means that all municipalities must have an independent court of auditors by January 1, 2024 at the latest. An audit office or audit committee is no longer possible.

Water and sewerage program 2023-2027

The Council decides:
1. adopt the Water and Sewerage Program 2023-2027;
2. adopt the financial scenario for the development of sewer rates 2023-2027;
3. adopt the 3rd budget amendment related to the cost recovery plan.

The planning period of the Municipal Sewerage Plan 2016-2022 has expired. We have reviewed our ambitions for the coming years and anchored them in a new plan: the Water and Sewerage Program 2023-2027. It is a plan in which we continue to work toward our ambitions, but also change or sharpen the course at points in order to actually realize the ambitions. It describes the challenges ahead of us, what we want to achieve in the short and long term, how we will do this and how we will finance this as sustainably as possible from the sewerage levy.
