Adoption of zoning plan “Breugel; Sint Hubertuslaan ong.”

The council decides:

  1. No exploitation plan to be established for zoning plan “Breugel; Sint Hubertuslaan ong.”
  2. to adopt the zoning plan "Breugel; Sint Hubertuslaan ong." unchanged and to make the plan available digitally.

Regulation amending the General Local Regulation 2019 of the municipality of Son en Breugel for the second time

The council adopts the Regulation amending the General Local Regulation 2019 of the municipality of Son en Breugel for the second time.
The amendment makes it possible to take action against the use of nitrous oxide.

Development site "Begoniastraat"; "opinion memorandum on the draft zoning plan for Son Zuid; Begoniastraat" and the zoning plan "Son Zuid; Begoniastraat" for the construction of 13 homes.

The council decides:

  • to adopt and adopt the response to the opinions in the "Opinion Memorandum on the draft zoning plan for Son Zuid; Begoniastraat," which forms part of this decision;
  • not to adopt an exploitation plan;
  • to adopt the zoning plan "Son Zuid; Begoniastraat" and make the plan available digitally;
  • that the college draws up a supervision and enforcement plan before the start of construction and submits it to the council, so as to ensure that the plan is implemented as decided;
  • that the municipal executive shall draw up a plan no later than one month after the start of construction and submit it to the council, indicating which revitalization measures* will be implemented in the construction area between Kanaal, Jasmijnstraat, De Bontstraat, and Azaleastraat, i.e., all side streets related to the Begoniastraat construction plan. This plan shall be drawn up in close consultation with the residents of those streets.

Amendment 

*This could include improvement and replacement measures in the areas of sewerage, road surfaces, sidewalks, landscaping, street lighting, etc. The aim of these measures is to ensure that the new construction plan blends in with the existing environment.

Future strategy: Big! Facilities and Events at SGE

The council approves the joint strategy "Groots! A high-quality and accessible range of facilities in the SGE."
The council decides that the Alderman will present a vision to the council Alderman 2022 that sets out the frameworks and priorities on behalf of Son en Breugel to align with the Groots! Future Strategy.

The council expresses its preference for scenario A, in which the current service provision is maintained (PMD once a week, organic waste nine months once a week, and three months once every two weeks). This choice will be further elaborated and incorporated into the 2022 waste collection tax.

Credit vote for new construction De Bongerd

The council decides:

  • make a budget available for the new construction of De Bongerd for a total amount of €8,609,460.
  • to structure the coverage for this amount as follows: 
  1. Write off the book value of the Bongerd as of December 31, 2022, amounting to €102,482, and charge these costs to the general reserve for discretionary spending.
  2. To make available a loan for the realization of the Bongerd in the amount of €6,741,404, including VAT, and to cover the capital costs of this loan in the amount of €4,223,978, including VAT, from the provisional item "growth path center development" and in the amount of €2,517,426,including VAT from the 'Breugel center' reserve;
  3. To make available a credit facility for technical installations in the amount of €1,422,074, including VAT, and to cover the capital costs thereof from the 'Breugel center' reserve;
  4. To make available a credit facility of €60,500, including VAT, for the loose interior and to cover the capital costs thereof from the 'Breugel center' reserve;
  5. To make available a credit facility of €283,000 excluding VAT for the public area adjacent to the building and to cover these costs from the land development project 'Redevelopment of Breugel center';
  6. Add the income from the rental of the childcare facility to the provisional appropriation "growth path for center development."
  • to incorporate the financial consequences in the sixth budget amendment for 2021.

Motion for additional precondition for sheltered housing at Ruysdaelstraat location

The council urges the college to:

  1. To amend its decision of June 8, 2021, to the effect that the provision stipulating that these residential units are available to all house hunters uponsecond letting is deleted;
  2. To determine that the 20 residential units in question will be available to the target group for as long as necessary.
