Regional insulation project “Insulating the Green Zone”

The council decides to participate in the regional insulation project of Southeast Brabant, "De Groene Zone Isoleren" (Insulating the Green Zone), and to consider the activities arising from and related to the project plan to be part of the public duties of the municipality of Son en Breugel.

The Climate Agreement stipulates that 7 million homes and 1 million buildings will be disconnected from natural gas by 2050. With this project, we are supporting vulnerable households with poorly insulated homes or high energy bills.

Withdrawal of the 2022 precario tax regulation

The council decides to repeal the 2022 Precario Tax Regulation.

Entrepreneurs have been hit hard financially in recent times, partly due to the restrictive coronavirus measures. By not levying the precario tax, we are giving entrepreneurs some financial relief.

Assessment of council faction expenditures for 2021

The council notes that the expenses for 2021 per political group have been funded from the annual contribution in accordance with the rules set out in the 2020 Regulation on official assistance and political group support.
The council also determines the reserve to be repaid per political group and the remaining reserve per political group as of January 1, 2022.

The 2020 Regulation on Official Assistance and Political Group Support stipulates that political groups receive an annual financial contribution to cover the costs of running the group.

Fee Regulation 2023 including fee schedule

The council adopts the Fees Regulation 2023 and accompanying schedule of fees.

The council proposal on the 2023 tax regulations, which was discussed on November 10, 2022, did not include the fees regulation.

Land development Center Son

The council decides (taking into account an amendment):

  1. to determine the land exploitation for Centrum Son with a projected negative result of €4,188,828 (reference date January 1, 2022);
  2. To establish a loss provision equal to the projected negative result and to withdraw this amount from the general reserve for building land;
  3. The council to make the budgets available in the land development with the precondition that the final result of the land development, based on the area vision yet to be drawn up, may not be less than €4,200,000 negative (net present value);
  4. the area vision to be drawn up should provide a framework for the potential development locations (amendment);
  5. to determine that the (marketable) land falling within the plan area may only be sold and/or developed after this area vision has been established (amendment).

Following the completion of the Dommelhuis, there are still more locations in the center of Son that have the potential to be developed. These potential developments involve costs and revenues.

Motion on reuse of green spaces

The council asks the college:

  1. to inform the residents of Son en Breugel in good time by means of a public announcement of any intention to remove shrubs and plants at specific locations;
  2. to give all private residents the opportunity to replant these shrubs and plants on their private land free of charge;
  3. contact struikroven.nu to explore whether there are opportunities to make struikroven a permanent part of every demolition and renovation process.

Motion: Getting through winter together and moving toward an energy-efficient future

The council asks the college:

  1. create a safety net for social services, cultural institutions, and associations, intended to cushion the impact of energy price increases;
  2. hereby requiring the applicant to conduct a sustainability scan, with a view to becoming more energy efficient in the future;
  3. to cover the safety net from the funds that the State intends to make available through the general payment, and to implement this motion in anticipation of these funds becoming available;
  4. send the council an overview before the summer with the status of the implementation of this motion.
