Cooperation Agenda 2023 for the Eindhoven Urban Area

The council approves the 2023 Cooperation Agenda of the Eindhoven Urban Area (SGE).
We have been working together with eight municipalities within the SGE partnership for many years. We do this on the basis of a covenant and a cooperation agenda. The cooperation is aimed at maintaining and improving the living and business climate in our subregion, with a focus on broad prosperity and the quality of life of our residents.

Appointment of member of the General Board of the Eindhoven Metropolitan Region

The council appoints Suzanne Otters-Bruijnen as a member of the General Board (AB) of the Eindhoven Metropolitan Region.
The AB of the Eindhoven Metropolitan Region (MRE) consists of 24 members: one representative from each municipality and the three members of the Executive Committee. In connection with the departure of Hans Gaillard, the council appoints the new mayor as a new member of the AB.

Towing Regulation 2023

The council adopts the Son en Breugel 2023 towing ordinance. The current towing ordinance dates from 2006 and needs to be updated.

Addendum to the Integrated Management Plan for Forest and Nature Areas 2021

The council adopts the Addendum to the Integrated Management Plan for Forest and Nature Areas 2021.
On November 24, the council adopted the Development Vision for Nieuwe Heide & Oud Meer. The addendum provides insight into the changes in management compared to the adopted Integrated Management Plan for Forest and Nature Areas (2021) as a result of the Development Vision.

Appointment of committee member Local Social Mediation Committee

The council decides to appoint Ms. J.N.P.M. van den Tillaart as a member of the Local Social Mediation Committee for a term of two years.
In February 2021, the council adopted the motion on local social mediators. In June 2022, the regulations for the Local Social Mediation Committee were adopted.

Establishment of preemptive rights in the 'Breeakker' area

  1. The council agrees with the response to the opinions on the draft council decision for the establishment of the right of first refusal pursuant to Article 4 of the Municipal Right of First Refusal Act (Wvg), as described in the Memorandum of Opinions. The council agrees to send the submitted opinions the approved Memorandum of Opinions in response.
  2. Pursuant to Article 4 of the Wvg, the council designates plots of land located in the 'Breeakker' area in Son en Breugel as land to which Articles 10 to 15, 24, and 26 of the Wvg apply.
  3. The plots are indicated on the land plan drawing accompanying this decision and certified as such with number 0373.8049.GPN001 dated February 13, 2023, and on the plot list;
  4. The council designates the plots referred to in point 2 in order to ensure the realization of the intended designation 'Residential and related facilities', as (indicatively) indicated on page 38 in the Environmental Vision 'Looking forward to a bright future!', adopted by the council on May 19, 2022.
  5. The council is taking this decision to confirm the decision of February 16, 2023, by the municipal executive of Son en Breugel. This municipal executive decision will lapse by operation of law as soon as this council decision takes legal effect.
  6. The council decides that this council decision will remain in effect for a maximum of three years, unless a zoning plan (or, after the Omgevingswet comes into force, Omgevingswet environmental plan) is adopted before then that can serve as a basis for continuing the right of first refusal.
  7. The council decides to publish this decision in the municipal gazette of April 21, 2023, to announce it in accordance with the requirements of Article 7, paragraphs 1 and 2, of the Wvg, and to register it within the framework of the Public Law Restrictions Disclosure Act, so that the right of first refusal will have legal effect as of April 22, 2023.

The council adopted a motion with this decision. The council asks the college

  1. Present a comprehensive action plan, including a timeline, before the summer recess in 2023 and incorporate this into the administrative planning;
  2. Include in this timeline that a fully developed plan will be presented by the fourth quarter of 2024 at the latest, involving local residents and, if necessary, hiring external capacity;
  3. The plots that fall outside this plan should be exempted from the WVG obligation as soon as possible;
  4. Ensure in this plan that the green and unique character of the neighborhood is preserved;
  5. Inform residents and the council about progress every three months.
