Ekkersrijt Master Plan - evaluation
The council has taken note of the Ekkersrijt Master Plan – 2019 Evaluation. In November 2015, the municipal council adopted the Ekkersrijt Master Plan. It was agreed that the Master Plan would be evaluated two years later. This took a year longer than planned, partly because a number of projects were in the final stages of completion.
The council has decided to have a (new) area vision with an implementation program drawn up for Ekkersrijt and to cover the costs of drawing up the vision from the Master Plan budget.
Regulation on electronic notification, municipality of Son en Breugel 2020
The council adopts the Son en Breugel Municipality Electronic Notification Regulation 2020. This regulation makes it possible to use electronic notification exclusively. Notification in a local newspaper is then no longer necessary. Publication in the local newspaper can, of course, still be offered as an extra service. As a result, notices in the local newspaper may be more concise.
Eindhoven Metropolitan Region and other joint arrangements - joining the Employers' Association
The council decides not to raise any objections or concerns regarding membership of a Joint Arrangement with the Employers' Association of Cooperating Municipal Organizations.
Land exchange between Staatsbosbeheer (SBB) and municipality
The council approves the proposed process, with an investment credit of €305,840 for the purchase of the land and the establishment of a "Forest Management" reserve fund, into which €85,000 from the proceeds of the land sale will be deposited.
SBB and the municipality have agreed to terminate the leasehold agreement for the municipal forests and Oud Meer and, at the same time, to exchange land, whereby the municipality will sell several plots in the Dommel Valley and purchase the Sonse Bergen area.
Housing Regulation 2020–2023
The council adopts the Son en Breugel Municipality Housing Regulation 2020-2023 and, in connection with this, also makes a number of textual changes to the Schedule of Fees accompanying the Fees Regulation 2020.
Amended adoption of zoning plan "Rural area, Sonniuswijk 43-45-47"
The council adopts the response to the opinions and ex officio proposed amendments, as described and considered in the "Opinion Memorandum on the Draft Zoning Plan for the Outlying Area, Sonniuswijk 43-45-47," and also decides to adopt the amended zoning plan for the "Outlying Area, Sonniuswijk 43-45-47."
Extension of Grex Beugel Bruist's mandate!
The council agrees to extend the mandate to the college to carry out activities falling within the scope of its operations, with the lower limit of the mandate set at the forecast result of €1,235,588, with retroactive effect from January 1, 2019, until December 31, 2020, at the latest.
School locations Breugel
The council designates the location of De Krommen Hoek primary school as the preferred location for housing De Regenboog and De Krommen Hoek primary schools and to work out the details. In doing so, the council states that it is desirable for both schools to merge and for a single public school to be formed.
Social Support Regulation Son and Breugel 2020
The council adopts the Son en Breugel Social Support Regulation 2020. This regulation will enter into force on January 1, 2020. The new Implementation Decree will also enter into force on January 1, 2020. The Implementation Decree is a further elaboration of the Wmo Regulation 2020.
This regulation follows on from the 2017 Son en Breugel Social Support Regulation.
Development sites in Son en Breugel "Frameworks as a Roadmap – frameworks for housing construction programming at development sites 1 to 13 – "
The council adopts the memorandum "Development sites; Frameworks as a Course of Action - frameworks for housing construction programming at development sites 1 to 13 -". This removes the controversial nature of the "development sites" (olSB) project and resumes work on the development sites.
In mid-2018, the council indicated that it wanted to discuss the involvement of the council (committee) in the development locations. For this reason, progress on a number of development locations was 'put on hold' (declared controversial) so that an exchange of views could first take place on the question of what (process) role the council wishes to play.
Action Plan for the second connection at Ekkersrijt
The council approves the Action Plan for the second Ekkersrijt connection and to cover the costs from credits already made available for projects under the Accessibility Agreement.
The Ekkersrijt Master Plan (November 2015) sets out the desire to create a direct link between Ekkersrijt-Oost and the main road network. One of the reasons for this was to accommodate the growth in mobility by distributing it across two connections to the main road network and to create opportunities for Ekkersrijt-Oost to gain new momentum by improving the business and business location climate.
Quality VTH environmental law 2019-2022 Son en Breugel (policy plan and ordinance)
The council adopts the policy plan for quality licensing, supervision, and enforcement (VTH) of environmental law in the municipality of Son en Breugel for 2019–2022 and the Ordinance on quality licensing, supervision, and enforcement of environmental law in Son en Breugel. The council takes note of the Integrated Implementation Program for VTH 2019 and 2020 and the action plan for VTH quality criteria.
Recommendation for designation of local public media institution
The council decides not to take a decision on this matter yet, but to discuss it first in the general affairs committee.
Credit Slowlane
The council decides to make the remaining subsidy available for the construction of the Slowlane on Ekkersrijt and to release €107,551 from the Ekkersrijt infrastructure works reserve for this purpose.
2019 audit
The council adopts the 2019 audit protocol, including the 2019 standards framework. The council also decides that BDO Audit & Assurance B.V. will not attach any (financial) consequences to the council's failure to comply with the applicable procurement guidelines and that the auditor does not need to take this into account when forming his opinion on the legality of the council's actions.
Amendment to the Regulation on the Employer Committee of Municipal Clerk’s Office Son en Breugel 2019
The council decides to amend the 2019 Municipal Clerk’s Office Employer Committee Regulation for Municipal Clerk’s Office Son en Breugel to the effect that
- A new Article 1(4) is added, reading: The committee advises the council on the exercise of the powers referred to in the previous paragraph that have not been transferred to the committee;
- Renumber Article 1(4) and (5) to Article 1(5) and Article 1(6) respectively. The council determines that this decision shall enter into force immediately.
Motion on social housing
The council has decided to request the municipal executive to investigate further how to ensure that the municipal contribution to social housing benefits not only the first buyer but also subsequent buyers belonging to the target group, and to submit a proposal on this matter to the council.
Motion YOUTH RIBBON
The council has decided to call on the college to
- prepare the introduction of a youth ribbon for young people up to the age of 18, through which the municipality shows that it values the voluntary efforts of young people for the Son en Breugelse community;
- to assume an annual presentation of youth awards, intended for young people up to the age of 18 residing in Son en Breugel and for young people who have made a special contribution in Son en Breugel or for the benefit of Son en Breugel;
- to give the Youth Council members a role in presenting these awards;
- develop an assessment, with a view to achieving a positive and lasting result.
