Ekkersrijt master plan - evaluation
The council took note of the Ekkersrijt Master Plan - Review 2019. In November 2015, the City Council adopted the Ekkersrijt Master Plan. It was agreed to evaluate the Master Plan 2 years later. It took a year longer, partly because a number of projects were in the completion phase.
The council has decided to have a (new) area vision with implementation program drawn up for Ekkersrijt and to cover the costs of drawing up the vision from the Master Plan budget.
Ordinance electronic notification municipality of Son and Breugel 2020
The council adopts the Ordinance Electronic Notification Municipality of Son and Breugel 2020. This ordinance enables the exclusive use of electronic notification. Notification in a free local paper is then no longer necessary. Publication in the free local paper can then of course be offered as an extra service. As a consequence, notices in the free local paper may be more concise.
Eindhoven Metropolitan Region and other joint arrangements - join Employers Association
The council resolves not to express wishes or objections to membership in a Joint Arrangement to the Employers Association of Cooperating Municipal Organizations.
Land exchange State Forestry Commission (SBB) and municipality.
The council agrees with the proposed process, with an investment credit in the amount of €305,840 for the purchase of the land and with the establishment of a designated reserve "Forest Management" and to deposit in it an amount of €85,000 from the proceeds of the land sale.
SBB and the municipality have agreed to terminate the ground lease agreement of the municipal forests and Oud Meer and at the same time to conduct a land exchange in which the municipality sells some plots in the Dommel valley and purchases the area the Son Mountains.
Housing Ordinance 2020 - 2023
The council adopts the Housing Ordinance Municipality of Son en Breugel 2020- 2023 and in connection therewith also make some textual changes in the Fee Table, belonging to the Fee Ordinance 2020.
Amended adoption of zoning plan "Buitengebied, Sonniuswijk 43-45-47"
The council adopts the response to the views and ex officio proposed amendments, as described and considered in the "Views memo draft zoning plan Buitengebied, Sonniuswijk 43-45-47" and also decides to adopt the zoning plan "Buitengebied, Sonniuswijk 43-45-47" as amended.
Extension of mandate Grex Beugel Bruist!
The council agrees to extend the mandate to the college to carry out work within the operation, setting the lower limit of the mandate at the projected result of - €1,235,588, with retroactive effect from January 1, 2019 to no later than December 31, 2020.
School locations Breugel
The council designates the location of elementary school De Krommen Hoek as the preferred location for the housing of elementary school De Regenboog and De Krommen Hoek and elaborates on this. Hereby the council states that it is desirable that there will be a merger of both schools and that one public school will then be formed.
Social Support Regulation Son and Breugel 2020
The council adopts Regulation Social Support Son and Breugel 2020. This regulation shall enter into force on January 1, 2020. On January 1, 2020, the new Implementation Decree shall also enter into force. The Implementation Decree is a further elaboration of the Regulation Social Support Son en Breugel 2020.
This regulation succeeds the 2017 Son en Breugel Social Support Regulation.
Development Locations Son and Breugel "Kaders as Koers- frameworks for housing programming at development locations 1 through 13 - "
The council adopts the memorandum "Development Sites; Frameworks as Heading - frameworks for housing programming on development sites 1 to 13 -". This removes the controversial nature of the project "development sites" (olSB) and resumes work on the development sites
The council indicated in mid-2018 that it wanted to discuss the involvement of the council (committee) in the development locations. For this reason, the progress of a number of development locations was "halted" (declared controversial) so that discussions could first be held on the question of what (process) role the council wants.
Plan of action 2nd connection Ekkersrijt
The council approves the Plan of Approach 2nd connection Ekkersrijt and to cover the costs from credits already made available for projects of the Accessibility Agreement.
In the Ekkersrijt Master Plan (November 2015), the desire was established to construct a direct access of Ekkersrijt-East to the main road network. One of the reasons for this was to absorb the growth in mobility by dividing this over two connections to the main road network and to create opportunities for Ekkersrijt-East for a new impulse by improving the entrepreneurial and business climate.
Quality VTH environmental law 2019-2022 Son en Breugel (policy plan and regulation)
The council adopts the policy plan quality licensing, supervision and enforcement (VTH) environmental law municipality of Son en Breugel 2019 - 2022 and the Regulation quality licensing, supervision and enforcement environmental law Son en Breugel. The council takes note of the Integral Implementation Program VTH 2019 and 2020 and the plan of approach VTH quality criteria.
Opinion designation local public media institution
The council decides not to make a decision on the issue yet, but to discuss it first in the general affairs committee.
Credit Slowlane
The council decides to make the remaining subsidy available for the construction of the Slowlane at Ekkersrijt and to release € 107,551 from the Ekkersrijt infrastructure works reserve for the purpose of construction.
Audit 2019
The council adopts the 2019 audit protocol including the 2019 standards framework. The council also decides not to have BDO Audit & Assurance B.V. attach any (financial) consequences to the college's failure to comply with the applicable proprietary procurement guidelines and that the auditor need not take this into account when forming an opinion in the context of lawfulness.
Adjustment Ordinance Employer's Committee Municipal Clerk’s Office Municipality of Son and Breugel 2019
The council decides to amend the Regulation Employer's Committee Municipal Clerk’s Office municipality of Son and Breugel 2019 in the sense that
- A new article 1 paragraph 4 is added, reading: The committee shall advise the council on the exercise of the powers referred to in the preceding paragraph that are not delegated to the committee;
- Renumber Article 1 paragraph 4 and 5 as Article 1 paragraph 5 and Article 1 paragraph 6, respectively. The council determines that this decision shall take effect immediately.
Motion Social housing for sale
The council decided to request the college to further investigate how it can be achieved that the municipal contribution in a social housing purchase benefits not only the first buyer but also subsequent, belonging to the target group, buyers and to submit a proposal to the council in this regard.
Motion JUDGMENT
The council decided to call on the college to
- prepare the introduction of a youth ribbon, for youth up to 18 years of age, with which the municipality shows that it appreciates the voluntary efforts of youth for the Son and Breugel society;
- To assume an annual award of youth ribbons, intended for youth up to 18 years of age living in Son and Breugel and for youth with a special commitment in Son and Breugel or for the benefit of Son and Breugel;
- giving Youth City Council members a role in handing these out;
- work out an appreciation, thinking of a beautiful and lasting result.
