Appointment of credentials committee for new council member of GroenLinks/PvdA political party
The council decides to name the following council members as members of the credentials committee:
- Maarten van Beek
- Martien Merks
- Monique van Zwieten
As of December 18, Ms. Sylvia Corsten is no longer a council member. A new council member must be appointed. The council must first verify that the new member meets all requirements before he or she can be admitted.
Examination of credentials, admission, and swearing-in of new council member for the GroenLinks/PvdA political party
The council decides to admit Mr. R.P. (Rob) Wilcke as a new council member of the municipality of Son en Breugel.
Following a suspension of the meeting and a report from the credentials committee, Mr. Wilcke is admitted to the council.
Join the Bizob Foundation
The council decides not to express any wishes or reservations regarding the affiliation of the public body Jeugdregio Een 10 voor de Jeugd (Youth Region A 10 for Youth) with Stichting Bureau Inkoop en Aanbestedingen Zuidoost-Brabant (Bizob) as of January 1, 2026.
Joining Bizob ensures that procurement and contract management can be managed more efficiently.
Designation decision on electronic channels for public services
The council decides to adopt the Designation Decree on electronic channels for public services in the municipality of Son en Breugel 2025.
On January 1, 2026, the Electronic Administrative Traffic Modernization Act (Wmebv) will come into effect. Under this Act, everyone has the right to send official messages electronically to an administrative body. Official messages are messages that form part of a procedure concerning a decision, complaints, or other messages prescribed by law. Under the Wmebv, administrative bodies must designate the electronic channels that residents, businesses, associations, foundations, etc. must use for these official messages. These electronic channels are designated by means of a designation decision.
Audit 2025 Son en Breugel
The council decides:
- Adopt the 2025 Audit Protocol including 2025 Standards Framework;
- notwithstanding Article 8, paragraph 2 of the Financial Regulation, to set the accountability limit for legitimacy at 2% of actual total expenses excluding additions to reserves;
- reporting of surpluses and deficits in income and deficits in expenses and investments in the 2025 financial statements to be considered timely.
- Crowe Foederer BV not to attach any (financial) consequences to the college's failure to comply with the applicable proprietary procurement guidelines and to inform the auditor that he does not have to take this into account when forming his opinion.
The council has commissioned Crowe Foederer BV to perform the audit for the 2025 financial year. In preparation for and in support of the audit, the municipal council still has a number of matters to arrange.
Opinion on the structure of the Eindhoven Metropolitan Region (MRE) Fund Management
The council decides:
- Submit an opinion on:
a. Memo on the proposed BV structure for MRE funds
b. Draft deed of incorporation – Fondsbeheer B.V.
c. Draft deed of incorporation – Woonfonds B.V.
d. draft Deed of Incorporation – Bestuursstichting
In the opinion, draw attention to an exploration of the added value of placing the Regional Accessibility Fund MRE in the proposed BV management structure, the risks in relation to the MRE budget, and the appointment procedure for the directors. - inform the Executive Committee of the Eindhoven Metropolitan Region about the council decision.
Fund management involves:
- made it technically possible to make the private co-financing of the Wonen VEX scheme available to municipalities;
- a scalable and unambiguous fund management structure within the MRE collaboration.
Social real estate policy 2026-2029
The council decides:
- to adopt the Social Real Estate Policy (MVB) 2026-2029;
- take note of the draft version of the Accommodation Plan for Direct Real Estate and consider this document as the version definitively adopted by the council (Amendment).
The council requests the municipal executive (Motion) to inform the municipal council in two years' time, via an informative session, about the implementation of the Social Real Estate Policy and the associated Integrated Social Real Estate Plan.
With this policy, we contribute to the achievement of the objectives for social participation, Health support, connection and interaction, youth, culture, and sports (program 2, multi-year budget) and for the achievement of the objective for housing (program 4, multi-year budget).
Motion Visualization and spatial quick scan Bailey Bridge monument
The council asks the college:
- conduct a spatial quick scan of the immediate vicinity of the lift bridge over the Wilhelmina Canal, investigating whether it is technically and spatially feasible to place the Bailey Bridge monument at or near this historic location;
- to visually illustrate the results of this quick scan by means of sketches and/or visualizations, incorporating spatial, traffic, or safety obstacles;
- share these visualizations and explanations with the council as soon as possible and make them publicly available.
