Adoption of the Fees Regulation and accompanying schedule of fees for 2021
The council adopts the 2021 Fees Regulation and the Schedule of Fees accompanying the 2021 Fees Regulation.
Area vision Breugel Bruist! and land development redevelopment Center Breugel
The council adopts the Breugel Bruist! area vision and approves:
- the further development of "the grove" on Asteroïdenlaan;
- the further development of the public space surrounding De Boerderij;
- the completion of the Breugel Bruist land development project established in 2017.
The council also approves the new land development proposal for the redevelopment of Breugel Center, mandates the municipal executive until December 31, 2022, to carry out the tasks falling within the scope of the land development, and instructs the municipal executive to submit a progress report to the municipal council twice a year.
Test new meeting structure and decision-making process by the city council
The council decides:
- to start implementing a trial of a new meeting structure and working method for the council's deliberations on April 1, 2021, and to suspend the activities of the General Affairs, Land Affairs, and Civil Affairs council committees during the trial.
- to base the trial on the biweekly Political Evening model and to proceed with the regular handling of a council proposal in principle in the successive steps of the BOB model.
- to the possibility of participation by residents, representatives of associations, social organizations, institutions, entrepreneurs, etc. in the image-building and opinion-forming meetings during the trial.
- to mandate the Presidium, with due observance of the plan 'Implementation of trial new meeting structure and working method for Son en Breugel Municipal Council':
• to prepare for the implementation of the trial and to set up an agenda committee and a pool of chairpersons;
• to supervise and evaluate the implementation of the trial and to inform the council about the progress of the trial. - to make a one-time amount of €160,000 available for the implementation of this proposal and to charge these funds to the Internal and External Services Program, budget Support for Municipal Clerk’s Office to include the costs of final implementation in the 2022 budget.
- to release the council working group on new management style from its assignment with thanks.
- to adopt the further advice from the Council Working Group on Management Style, included in this proposal under the heading "Further advice from the Council Working Group on Management Style, December 7, 2020."
Land Policy Memorandum 2021-2024
The council adopts the Land Policy Memorandum 2021-2024. The current memorandum is valid until December 31, 2020, and needs to be updated. The policy has been slightly modified and made more flexible on a number of points.
Local health policy 2021-2024
- The council takes note of the national health policy for 2020 and of the advice of the Social Domain Advisory Council and the response to this from the mayor and aldermen.
- The council decides to adopt the Local Health Policy 2021-2024 and to implement it using existing budgets.
- The council instructs the college to conduct an interim evaluation of the policy after one year and to amend the implementation section where necessary.
The submitted motion regarding the play/climbing forest or adventure trail will be withdrawn during the meeting; the motion will first be discussed in the civil affairs committee.
Amendment to APV 2019 with carbide ban
The council adopts the Regulation amending the 2019 General Local Regulation of the municipality of Son en Breugel for the first time. This amendment means that a ban on carbide shooting will be introduced.
Audit 2020
The council adopts the 2020 audit protocol, including the standards framework, and decides:
- BDO Audit & Assurance B.V. not to attach any (financial) consequences to the board's failure to comply with the applicable procurement guidelines and that the auditor does not have to take this into account when forming his opinion on the legality;
- BDO Audit & Assurance B.V. not to attach any (financial) consequences to the absence of a valid referral from the general practitioner, medical specialist, and youth health care physician in accordance with Article 3 of the Son en Breugel Municipality Youth Assistance Regulation 2018, and that the auditor does not have to take this into account when forming an opinion on the legality.
Initiative proposal vision cmd.
The council agrees with the vision of the cmd. The council requests the college, in consultation with the core partners of the cmd., to:
- To include the content of this initiative proposal as a framework and to further elaborate on its content when updating the Social Policy Framework in 2021;
- To develop the content of this initiative proposal into a business plan and to discuss this with the council working group no later than in the second quarter of 2021;
- The council working group will meet periodically (at least four times a year) in 2021 and 2022 to discuss developments at the cmd. and the implementation of the vision for the cmd.
- Develop customer journeys that provide insight into services from the perspective of residents and enable improvements to be made.
