Adopt Fee Ordinance and associated fee table 2021

The council adopts the Fee Ordinance 2021 and the Fee Table associated with the Fee Ordinance 2021.
 

Area vision Breugel Bruist! and land exploitation redevelopment Center Breugel

The council adopts and approves the area vision of Breugel Bruist!

  • the further development of "the grove" on Asteroid Avenue;
  • detailing the public space around The Farm;
  • the closure of the 2017 adopted Breugel Bruist land exploitation.

The council also adopts the new offered ground exploitation Redevelopment Center Breugel, mandates the college until December 31, 2022 to carry out the tasks within the ground exploitation and instructs the college to submit twice yearly progress reports to the city council.

Trial new meeting structure and method of decision-making by city council

The council decides:

  • To begin implementation of a pilot for a new meeting structure and operating procedure for council deliberations as of April 1, 2021, and to suspend the work of the council's General Affairs, Grounds and Civil Affairs committees during the pilot.
  • for the trial to assume the 2-weekly Political Evening model and to assume regular consideration of a council proposal basically in the successive steps of the BOB model.
  • To the possibility of participation of residents, representatives of associations, civil society organizations, institutions and entrepreneurs, etc., in the image-forming and judgment meetings during the trial.
  • Mandate the Presidium, with due observance of the plan 'Uitwerking proef nieuwe vergaderstructuur en werkwijze gemeenteraad Son en Breugel':
    - to prepare the implementation of the trial and to set up an agenda committee and a chairperson's pool;
    - to supervise and evaluate the implementation of the trial and to inform the council on the progress of the trial.
  • To provide a one-time €160,000 for the implementation of this proposal and to charge these funds to the Internal and External Services Program, budget Support to Municipal Clerk’s Office s Office and to include coverage for the cost of a final implementation with the 2022 budget.
  • To relieve the council's New Governance Style Working Group of its assignment with thanks.
  • Adopt the further advice by the Council Working Group on Administrative Style, included in this proposal under the heading "Further Advice by Council Working Group on Administrative Style December 7, 2020"

Land Policy Memorandum 2021-2024

The council adopts the Land Policy Memorandum 2021-2024. The current memorandum was adopted until December 31, 2020 and needs to be updated. On a number of points, the policy has been slightly modified and made more flexible.

Local health policy 2021-2024

  • The council takes note of the national health policy 2020 and the opinion of the Social Domain Advisory Council and the response to it from the College of Mayor and Aldermen.
  • The council decides to adopt the Local Health Policy 2021-2024 and implement it from existing budgets.
  • The council directs the college to conduct a mid-term review of the policy after one year and to update the implementation paragraph where necessary

The submitted Motion for Play/Climb Forest/Adventure Trail was withdrawn during the meeting; the motion will be discussed first in the Civic Affairs Committee.

Amendment to APV 2019 to include carbide ban

The council adopts the Ordinance to first amend the General Local Ordinance 2019 municipality of Son and Breugel. This amendment means the prohibition of carbide shooting.

Audit 2020

The council adopts and decides on the 2020 audit protocol including standards framework:

  • BDO Audit & Assurance B.V. not to attach any (financial) consequences to the college's non-compliance with the applicable proprietary procurement guidelines and that the auditor need not take this into account when forming an opinion in the context of lawfulness;
  • BDO Audit & Assurance B.V. not to attach any (financial) consequences to the absence of the valid referral by the general practitioner, medical specialist and youth doctor according to article 3 of the Regulation Youth Care Municipality of Son en Breugel 2018 and that the auditor does not have to take this into account when forming an opinion in the context of lawfulness.

Initiative proposal vision CMD

The council agrees with the vision for the CMD. The council requests the college, in consultation with the core partners of the CMD:

  • To take the content of this initiative proposal as being framework and further elaborate on the content when updating the Social Policy Framework in 2021;
  • Operationalize the content of this initiative proposal into a business plan and discuss it with the council working group no later than the 2nd quarter of 2021;
  • Update the council working group periodically (at least 4 times a year) in 2021 and 2022 on developments at CMD and the implementation of the vision for CMD;
  •  Establish customer journeys based on which services can be visualized and improved from the resident's perspective.
