Financial regulation and control regulation update

The council adopts the updated financial regulation and the updated audit regulation and simultaneously repeals the old regulations.
The ordinances have been updated in response to the college's accountability for legality as of fiscal year 2023. The old financial regulation is dated June 22, 2017 and the old control regulation is dated September 30, 2004.

Meeting model and 'Rules of procedure of the Son en Breugel municipal council 2023'

The council decides

  1. to introduce, effective August 1, 2023, the following meeting structure and method for council deliberations:
    A 2-weekly Political Evening on Thursday evenings, with the option of discussing topics and proposals on a Political Evening in one of the following ways:
    a. Informational (no council proposal required).
    b. Advisory (no council proposal required)
    c. Opinion forming (council proposal required)
    d. Opinion forming (council proposal required)
    e. Decision-making (council proposal mandatory);
  2. Converting the existing Question Time to a Current Affairs & Questions session;
  3. To adopt the "Rules of Procedure of the Son en Breugel City Council 2023";
  4. To appoint all council and citizen members as members of the imaging and deliberative sessions;
  5. To appoint council members Giel van Beers and Maarten van Beek and citizen members Willem Buurke, Theo Groenemans, Jan Frans Brouwers, Marco Pulles and Gert Jan van Steenhoven as session chairs;
  6. To appoint Monica Bellemakers, Suzanne Glaudemans and Franc Das as alternate session clerks;
  7. Directing the college to implement the proposed quality impulse on council proposals.

On December 17, 2020, the council decided, as a pilot, to organize political-administrative decision-making in a different way from the currently usual way of working with council committees. With this trial, the council intended the following:

  • Increasing the efficiency and effectiveness of decision-making, including by taking the lead role more often as a council;
  • Connect to the PDO (Opinion, Judgment and Decision Making) model in policymaking;
  • Increasing citizen involvement.

In this model, there is emphatic room for resident input in the image-forming and judgmental deliberations.

Lift secrecy on Council Information Letter 122a

The council decides to lift the secrecy on the information provided to the city council via Council Information Letter 122a dated June 8 effective July 15, 2023, to allow communication to external parties.

Appointment credentials committee new council member Gert-Jan van Steenhoven

The council decides to appoint as members of the credentials committee:

  • Mr. Willie Horden
  • Mr. Yoram Peek
  • Ms. Monique van Zwieten

Mr. Henk Hulsen has resigned as a council member due to personal considerations. Because of this resignation, a new council member must be appointed. Before Gert Jan van Steenhoven can be admitted to the council, the Credentials Committee will examine whether he meets all the requirements for council membership.
