1. Non-public list of decisions and public list of decisions from the municipal executive meeting dated April 28, 2020 / Hans Gaillard
The council adopts the list of decisions and the public list of decisions in accordance with the drafts (
).
2. Commission agenda and list of commitments for the General Affairs Committee dated May 13, 2020 / Hans Gaillard
The council discusses the agenda and the list of commitments from the committee meetings
General Affairs on Wednesday, May 13, 2020.
3. Withdrawal of 14 public spaces/streets and making them historical in the BAG (Basic Registration of Addresses and Buildings) / Hans Gaillard
With this withdrawal decision, fourteen public spaces/streets (see list) in the BAG will be removed
. These street names have disappeared from the streetscape due to spatial developments,
were never realized, or were included in the basic registration
of buildings (BAG) of Son en Breugel due to an administrative error. The names and locations of the former streets
resulted from a clean-up operation as part of a coordinated approach to "findability of public space."
The council decides:
1. to withdraw the following public spaces/street names: Eikenlaan,
Dr. Cuypersstraat, Raamdijk, Gerard Doustraat, Heerenweg, Jan Steenstraat, Jan van
Eyckstraat, Meierijstraat, Vliervlinderlaan, Kievit, Wilde Hoeven, Rijbroeken,
Koppenbergweg, Verlengde Kennedylaan.

4. Research evaluation and further development cmd./ Paul van Liempd
In response to the expected shortfalls in Youth Care and the Social Support Act (Wmo) identified in August 2019, the municipal executive decided to commission an external investigation. In addition to the shortfalls, other operational, procedural, and substantive problems at the cmd. were also identified. These were also included in the investigation. The investigation assignment was awarded to the K2 agency on November 19, 2019. On April 7, the council took note of the report and it was explained in a presentation. The report is now being submitted for decision-making.
The council decides:
1. to endorse the findings of the report "Towards a future-proof and sustainable cmd."
by K2;
2. to agree with the recommendations and, in anticipation of the council decision, to instruct
to further elaborate this into a concrete plan of action.
3. to agree with the attached council proposal, in which the council is requested to take note of the report, endorse the findings, and have the recommendations elaborated.
5. Reimbursement of parental contribution for toddler care and early childhood education in connection with coronavirus / Jos de Bruin
Due to the nationwide measures against the coronavirus, childcare facilities will be closed from March 16 to May 11, 2020. Parents will continue to pay childcare bills during this period to prevent childcare organizations from experiencing financial difficulties. Parents who are entitled to childcare allowance will be reimbursed by the government for their own contribution for this period. For parents who are not entitled to childcare allowance, the municipality subsidizes toddler care and preschool education. The government has asked municipalities to also reimburse these parents for their own contribution paid during the period from March 16 to May 11.
The council decides:
1. to fully compensate parents for the income-related parental contribution for toddler care and preschool education,
paid over the period from March 16, 2020, to May 11, 2020,

2. Cover the costs of this from the regular Childcare budget and register them separately,
in order to be eligible for compensation from the State to municipalities, which will be further elaborated
.
6. Covenant Alliance of municipal and provincial authorities against
undermining in Brabant - Zeeland. / Hans Gaillard
The regional approach to undermining has been tackled for some time now by an intensively cooperating government (
). The complexity of preventing and successfully tackling serious crime and the associated undermining requires long-term and more structural embedding and the associated resources. By signing this covenant, the municipality of Son en Breugel is taking responsibility for the financial contribution to the structural approach and embedding of the regional approach to undermining.
The council decides:
1. To agree to the covenant "Alliance of municipal and provincial authorities against subversion in Brabant and Zeeland"
2. To sign the covenant.

7. Administrative planning for the second quarter of 2020 and beyond / Hans Gaillard
The Municipal Executive periodically establishes the administrative planning. This indicates
which topics and proposals will be discussed in the council committees and the
municipal council in the coming quarters. Once established, the overviews will be placed on the agenda for the committee meetings in May 2020.
The council decides:
1. to adopt the administrative planning for the second quarter of 2020 and beyond;
2. to submit these plans to the council committees for information.
8. IJssellaan development site; additional advice on contribution. / John Frenken
The development of the homes at the IJssellaan development site has also been affected by the PFAS issue.
There is excess soil that needs to be removed.
Because the PFAS values are exceeded, this must be done at additional cost. The
involves a budgeted amount of (rounded) €38,200.
The council has decided not to provide Vastgoedregisseur B.V. with a contribution for the
additional costs of processing excess soil with elevated PFAS values.
9. Report on the investigation into ODZOB by audit committees. / John Frenken
Nine audit committees in the region, including that of Son en Breugel, conducted an investigation into the objectives, tasks, costs, and efficiency and effectiveness of the ODZOB as an implementing body in response to questions from council members in the various municipalities. The report "Turning the knobs of ODZOB (investigation into the Southeast Brabant Environmental Service)" was sent to the council for information on March 17. The ODZOB has indicated that it agrees with the findings of the investigation and will start working on the conclusions and recommendations. Both the participants (municipalities and province) and the ODZOB have concluded that the report contains useful points for improving mutual cooperation and, consequently, efficiency and effectiveness. The report will be discussed in the AZ committee on May 20, where a representative of the audit committee will provide further explanation of the report. The council decides to propose to the council that it take note of the report of the audit committee and endorse the conclusions and recommendations.
10. Weekly market setup as of May 7, 2020 / Jan Boersma
Based on the national coronavirus guidelines, the council has decided to open the weekly market for food and non-food stalls from May 7, designating Raadhuisplein Kerkplein as locations for this purpose. The layout will be such that the health and traffic safety of visitors is guaranteed.
