1. Non-public decision list and public decision list b&w meeting dated April 28, 2020 / Hans Gaillard

The college adopts the decision list and the public decision list according to the
drafts.


2. Committee agenda and list of commitments for General Affairs Committee dated May 13, 2020 / Hans Gaillard


The college discussed the agenda and list of commitments for the
General Affairs committee meetings on Wednesday, May 13, 2020.


3. Repeal 14 public spaces/streets and make them historical in the BAG (Basic Registration of Addresses and Buildings) / Hans Gaillard


With this revocation decision, fourteen public spaces/streets (see list) in the BAG
will lapse These street names have disappeared from the streetscape due to spatial developments,
have never been realized or have been included in the basic registration
buildings (BAG) of Son and Breugel due to an administrative error. The names and locations of the former streets originated
from a clean-up action of a coordinated approach "findability public space." 

The college decides:
1. to withdraw the following public spaces / street names: Eikenlaan,
Dr. Cuypersstraat, Raamdijk, Gerard Doustraat, Heerenweg, Jan Steenstraat, Jan van
Eyckstraat, Meierijstraat, Vliervlinderlaan, Kievit, Wilde Hoeven, Rijbroeken,
Koppenbergweg, Verlengde Kennedylaan.

4. Research evaluation and further development cmd./ Paul van Liempd


In response to the expected deficits on Youth Aid and Wmo identified in August 2019, the college decided to conduct an external study. In addition to the deficits, other business, process and content problems at cmd. identified. These were also included in the investigation. The research contract was awarded to firm K2 on Nov. 19, 2019. On April 7, the college took note of the report and explained it through a presentation. Now the report is presented for decision-making.
The college decides:
1. to endorse the findings of the report "Towards a future-proof and sustainable cmd."
from K2;
2. to agree with the recommendations and, in anticipation of the council decision, commissions
to elaborate this further in a concrete plan of action.
3. to agree to the attached council proposal, in which the council is requested to
take note of the report, endorse the findings and have the recommendations
elaborated.

5. Parental contribution to preschool and VVE due to coronavirus / Jos de Bruin


Due to nationwide measures against the corona virus, child care is closed from March 16 to May 11, 2020. Parents will continue to pay childcare bills during this period to prevent childcare providers from running into financial difficulties. Parents entitled to childcare allowance will get their own contribution for this period back from the state. For parents without entitlement to childcare benefits, the municipality subsidizes toddler care and preschool education. The State has asked municipalities to refund for these parents the own contribution paid in the period from March 16 to May 11 as well.


The college decides:
1. to fully compensate the income-dependent parental contribution for preschool and pre-school education,
paid over the period March 16, 2020 to May 11, 2020, to
parents;
2. to cover the cost of this from the regular budget for Child Care and register it separately,
in order to be eligible for compensation from the State to municipalities, which will be further
developed.

6. Covenant Alliance of municipal- and provincial governments against
undermining in Brabant - Zeeland. / Hans Gaillard


The regional approach to tackling undermining has been taken up from an intensive
collaborative government for some time. The complexity of preventing, but also successfully tackling serious crime and related undermining, requires a long-term and more structural embedding and related resources. By signing this covenant, the municipality of Son and Breugel takes responsibility for the financial contribution to the structural approach and embedding of the regional approach to undermining.


The college decides:
1. to approve the covenant "Alliance of municipal and provincial governments against undermining in Brabant and Zeeland"
2. to sign the covenant.

7. Administrative planning 2nd quarter 2020 et seq. / Hans Gaillard 


Periodically, the College of B&W adopts the administrative schedule. This identifies
which topics and proposals will be considered by the council committees and the
City Council in the coming quarters. Once adopted, the summaries are placed on the agenda for the May 2020 committee meetings.


The college decides:
1. to adopt the administrative planning for the second quarter 2020 and beyond;
2. to submit this planning to the council committees for information.

8. IJssellaan development site; additional opinion contribution. / John Frenken


The development of housing at the IJssellaan development site has also
faced the pfas issue. There is excess soil to be disposed of.
Because the pfas values are exceeded, this must be done at additional cost. The
involves a budgeted amount of (rounded) €38,200.
The college decides not to provide a contribution to Vastgoedregisseur B.V. for the
additional costs of processing surplus soil with increased pfas values.

9. Report on investigation of ODZOB by audit committees. / John Frenken


In response to questions from council members in the various municipalities, nine committees of auditors in the region, including that of Son en Breugel, have investigated the goals, tasks, costs and efficiency and effectiveness of ODZOB as an implementing agency. The report "Turning the knobs of ODZOB (research Omgevingdienst Zuidoost Brabant) was sent to the council for information on March 17. ODZOB has indicated that it agrees with the research conducted and is working on the conclusions and recommendations. Both the participants (municipalities and province) and ODZOB note that the report contains good starting points to improve the mutual cooperation and thus the efficiency and effectiveness. The report will be discussed in the AZ Committee on May 20, where a representative of the Audit Committee will provide further explanation of the report. The college decides to propose to the council to take note of the report of the Court of Audit Commission with endorsement of the conclusions and recommendations.

10. Setup weekly market as of May 7, 2020 / Jan Boersma


Based on the national corona guidelines, the college decides to open the weekly market for food and non-food stalls from May 7 and designates the Church Square in addition to the Raadhuisplein for this purpose. The arrangement is such as to ensure the safety of visitors in terms of health and traffic.
