1. Internal (not public) decision list and public decision list dated April 25, 2023 - Suzanne Otters
The college adopts the decision lists.
2. Decision Woo Request Risk Assessment Tool - Suzanne Otters
On March 29, 2023, the college receives a request under the Open Government Act (Woo) from the applicant. Information is requested regarding the deployment of the Risk Assessment Tool at the Ekkersrijt Industrial Park. It has been assessed that part of the requested information cannot be disclosed on the basis of article 5.1 paragraph 2 under c of the
Woo (the interest of detection and prosecution of criminal offenses), article 5.1 paragraph 2 under d of the Woo (the interest of inspection, control and supervision by administrative bodies) and article 5.1 paragraph 2 under e of the Woo (respect for personal privacy).
College Decision:
- Issue a decision on the applicant's Woo request dated March 29, 2023;
- that the Woo does not cover information that is already in the public domain;
- disclose the documents listed in the inventory list with order numbers 1, 2, 3, 8 to 14 and 16 to 28, with the exception of personal data under Article 5.1(2)(e) of the Woo;
- refuse disclosure of the documents mentioned in the inventory list with order numbers 3, 13 and 14 in their entirety on the grounds of Article 5.1 paragraph 2 under c of the Woo (the interest of detection and prosecution of criminal offenses), Article 5.1 paragraph 2 under d of the Woo (the interest of insight, control and supervision by administrative bodies).
3. Annual report on undermining 2022 - Suzanne Otters
The annual report accounts for the implementation of the Program on Undermining Dommelstroom and reports on the results achieved. Within this program, municipalities, Son en Breugel, Cranendonck, Geldrop-Mierlo, Heeze-Leende, Nuenen, Valkenswaard, The Public Prosecutor's Office, police and the tax authorities have worked together to prevent and combat undermining crime. Pillars of 2022 are "administrative resilience," "social resilience" and "action orientation." We inform the college and council of regionally achieved results.
College Decision:
- To take note of the Annual Report on Undermining 2022 Base Team Dommelstroom;
- agree to the RIB text.
4. Policy on removing objects on the roadside - Suzanne Otters
In the municipality of Son en Breugel, bollards, concrete blocks or other objects are found in various places on the verges. It is likely that this is done to prevent parking in the verges. These objects can lead to the cluttering of the public space, cause nuisance or danger and reduce or destroy the usability of the road. Given the problem, it is desirable that a policy be drawn up setting out how the municipality acts in such cases. There are now 2 cases pending. The college is advised to agree to this.
College Decision:
- To adopt the "Policy Rules for Removal of Objects on Roadsides";
- Inform the council via the council information letter.
5. Policy on removing objects in public spaces - Suzanne Otters
In the municipality of Son en Breugel caravans, trailers, vehicle wrecks, defective vehicles, boats and other objects are found in various places in public spaces other than roads. These objects can lead to cluttering of the public space, cause nuisance and reduce or destroy the usability of the location where the objects are found. The Towing Ordinance cannot be used for this purpose. Given the issues involved, it is desirable that a policy be drafted setting out how the municipality deals with such cases.
College Decision:
- To adopt the policy on removing objects in public spaces;
- To inform the council of this with the text of the council information letter.
6. Administrative planning - Suzanne Otters
The administrative schedule provides an overview of topics to be included in the program of a Political Evening or the agenda of a council meeting at any given time in an advisory, informative, opinion-forming, judgmental or decision-making capacity. It is a dynamic document that is updated periodically. Administrative planning is a regular item on the agenda of the Presidium and the frequency of its meetings is therefore guiding the update rounds. The next meeting of the presidium will be on May 25. The administrative planning was created with input from the official organization, whether or not coordinated in a consultation with the portfolio holder. The planning is presented at the quarterly level. At the request of the Presidium, a more detailed schedule has also been presented; this includes the concrete dates of informative, advisory, opinion-forming, judgment-forming and/or decision-making sessions for all subjects that are expected to be put on the agenda for a political evening between now and the next meeting of the Presidium (July 13). The Administrative Planning is now before the college for notification, after which it will be shared with council and citizen members.
The college decides to take note of the updated administrative schedule.
7. RIB process youth and youth policy - Jelle de Jong
The council has included in the administrative agreement 2022 - 2026 to draw up a separate youth policy, with a special focus on a varied offer in our municipality for young people aged 12 to 18. The current policy ((growing up) in a positive educational climate,adopted in 2019) is hereby updated. The council will be informed about the
process and planning.
The college decides to include the council information text "process for youth and youth policy" in the next council information letter.
8. St Genovevastraat intended new plan layout March April 2023 for information meeting - Jelle de Jong
In 2017, your college decided to cooperate in principle with the (re)development of the St. Genovevastraat site into a housing site and to offer and sell the municipal land for this purpose. On May 24, 2022, the final plan (including residual land offer) was adopted by you. A changed land position created the situation to work on a different layout of the area. The new plan outline will be presented to local residents during the walk-in meeting on May 09, 2023 to collect, among other things, reactions. Your college is asked to take note of this new plan outline so that the process of arriving at the desired housing development can continue.
The college takes note of the new plan outline "project St. Genovevastraat-Veerstraat-Breugel d.d. 07-04-2023" (variant B1) for the (re)development site St. Genovevastraat that will be explained and presented at the 3rd residents' meeting on May 09, 2023.
