The college adopts the decision lists.

2. Opinions Committee on General Affairs Feb. 24, 2021 / Hans Gaillard

On February 24, 2021, the General Affairs Committee met. The college is informed of the opinions given by this committee.

The College notes the opinions and commitments of the General Affairs Committee of February 24, 2021.

3. Opinions land area committee March 1, 2021 / Hans Gaillard

On March 1, the continued Land Area Affairs Committee meeting was held. The college is informed of the opinions given by this committee.

The college takes note of the opinions and commitments of the March 1, 2021 Territory Affairs Continuing Committee.

4. Request permission rate change Wolfswinkel Cemetery and Funeral Home Foundation / Jan Boersma

Every year, the Wolfswinkel Cemetery and Funeral Home Foundation asks the college for permission to set the fee for the new year. This year an increase is proposed (structural 5% for the duration of 3 years on top of the annual CBS index) to improve the financial position of the foundation and to be more in line with cemeteries in the area. The proposal is to agree to the rate increase as of 2021.

The college decides to approve the requested 2021 rate increase for the Wolfswinkel Cemetery and Funeral Home.

5. Decision on objection (5x) environmental permit felling / Jan Boersma

On December 21, 2020, the college decides to grant an environmental permit to cut down trees in connection with the redevelopment of the ditch (waterway) in the Gentian neighborhood. On January 24, 25, 26 and 27, 2021, respectively, the college receives objections to the above decision. The Objections Committee recommends that the objections be declared partially inadmissible and partially unfounded and that the contested decision be upheld.

College Decision:

  1. Declare the objections partially inadmissible and partially unfounded;
  2. uphold the contested decision;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

6. General authorization / Hans Gaillard

The General Authorization designates officials authorized to act on behalf of the College, Mayor or City Council in objection and appeal proceedings. The current general authorization is dated November 12, 2019 and is outdated. Therefore, the general authorization needs to be updated.

College Decision:

  1. Adopt the general authorization dated March 9, 2021;
  2. To revoke the general authorization dated November 12, 2019.

7. Opinion on defense appeal / Hans Gaillard

A notice of appeal was filed against the college's decision of October 6, 2020, declaring inadmissible the appeal against the denial of a request for enforcement. The appeal alleges bias, conflict of interest and arbitrariness. The submitted statement of defense addresses these issues. The statement of defense was agreed to so that it can be brought into the appeal process.

College Decision:

  1. to agree to the statement of defense;
  2. Introduce the defense statement into the appeal process by sending it to the court.

8. Request in principle Rooijseweg 61 / John Frenken

College Decision:

  1. To cooperate in principle and under Requirements with an amendment plan for Rooijseweg 61, converting the agricultural zoning to a residential zoning;
  2. request the initiator to further develop the plan into a (draft) amendment plan on this basis;
  3. enter into an antecedent agreement to be drawn up with the promoter for this purpose.

On February 22, the accession proposal to the GR Blink was discussed in the Territory Affairs Committee. The college would like to answer the main questions from the committee in detail, to remove the last doubts. With the aim that on March 18, 2021, the committee can make a decision on possible accession Blink.

The college decides to inform the council about the outstanding questions regarding Blink through a memo.
