1. Non-public decision list and public decision list b&w meeting dated June 2, 2020 / Hans Gaillard

The college adopts the decision list and the public decision list according to the drafts.

2. Administrative response audit committee report Information security and privacy / Hans Gaillard

On May 15, 2020, the Son en Breugel Audit Commission delivered the report "Information Security and Privacy" with the request for an administrative response. This response will be included in the final version of the report presented to the City Council on June 9.

The college decides:

  1. To take note of the administrative version of the Audit Committee report "Information Security and Privacy";
  2. Agree to the administrative response to the report.

3. Extend residential house Rhone Avenue / John Frenken

A concept application for an extension to the house at 66 Rhônelaan has been submitted. The extension will be built on the side yard in the "garden" zoning and this requires an off-plan variance procedure.

The College decides:

  1. To grant cooperation for the realization of the extension of the house on the side yard of parcel Rhônelaan 66, subject to the signature of a planning compensation agreement;
  2. Authorize the City Clerk to sign and further process the final environmental permit.

4. Building 4th floor New Street 34 / John Frenken

On December 14, 2019, an application for an environmental permit was submitted for the construction of a fourth floor on property Nieuwstraat 34 (above free-range butcher Royackers).
This fourth storey is intended to add a 3rd apartment.


The college decides:

  1. To grant the requested environmental permit for the placement of the fourth storey on the Nieuwstraat 34 property, subject to the signing of a planning compensation agreement a for deviating from the maximum permitted building height and to grant the requested environmental permit for this as well;
  2. Authorize the City Clerk to sign and further process the environmental permit.

5. Answering questions Dorpsbelang on sale of residual strips De Klerkstraat / Jan Boersma

On behalf of Dorpsbelang, Mr. Van Turnhout asked questions on May 16 about the May 12 college decision regarding the sale of remnant strips to the owners of
De Klerkstraat 1. In a letter, the college answers these questions.

College Decision:

  1. agree to the response;
  2. forward the letter to the City Council.

6. SGE: poho Economy dated June 12, 2020 / Jan Boersma

On June 12, 2020, the next portfolio holder consultation Economy of the Urban Area Eindhoven will take place. With this advice, the agenda and underlying documents are submitted to your college for information.

The college decides to take note of the agenda and underlying documents for the portfolio holder consultation Economy of the Urban Area Eindhoven dated June 12, 2020.

7. Council meeting dated June 11, 2020 / Hans Gaillard

The college will discuss the items scheduled for the June 11, 2020 council meeting.

8. Choice of council chamber furniture and Audiovisuals / Hans Gaillard

We are well underway with the renovation work and now want to take the steps to develop the council chamber. To do this, two choices are necessary, namely:
1. choice of interior (furniture);
2. choice of audio-visual equipment.
In a memo we summarize the options and want to involve the council in making the choices.

College Decision:

  1. To take note of the memo explaining the choices to be made for the council chamber;
  2. Agree to the proposed choices;
  3. Agree to send the memo to council members.

9. Committee agenda for additional General Affairs Committee June 17, 2020 / Hans Gaillard

The college discussed the agenda for the June 17, 2020 committee meeting.

10. Advisory council meeting dated June 17, 2020 / Hans Gaillard

The college will discuss the items scheduled for the June 17, 2020 council meeting.

11. Money for extracting oak processionary caterpillars / Jan Boersma

We have been spraying preventively to control the oak processionary caterpillar with various agents. There are a lot of oaks in the municipality that we cannot treat all of them. The expectation was that by investing a lot in the preventive control we would need less suction. But it now turns out that in the untreated oaks there are many more nests than expected and, given the public health situation, we cannot leave them there. We now budget an additional € 25,000 for suction.

The college decides to make an amount of €25,000 available for 2020 from the free-spending reserve, this is included in the 1st berap 2020.

12. Budget holder regulation Son and Breugel / Jan Boersma

The current budget holder regulation dates from 2015. In connection with the organizational renewal (working with self-organizing teams) it is necessary to adapt the budget holder regulation accordingly. Also, some articles are dated due to developments in the field of ICT.

College Decision:

  1. not to amend the financial regulation at this time;
  2. Increase the limit for a 2nd signature from €10,000 to €50,000;
  3. have the so-called repeat invoices handled by the financial administration;
  4. adopt the budget holder regulations.

13. Council memo impact RES large-scale power generation / Paul van Liempd

There have been requests from the municipal council to clarify the impact of the Concept RES for the municipality of Son en Breugel. With a memo we inform the council about the impact of large-scale energy generation.

The college decides to take note of the memo "Large-scale energy generation under the Draft RES" and release it to the city council.

14. Development approach to organizational development KWIEK / Paul van Liempd

The umbrella document "movement toward self-organization" (KWIEK) forms the connection and steppingstone for the development approach that is elaborated in the documents "developing self-organization" and "structuring self-organization." These documents describe the ways in which the movement toward self-organization is supported from the perspective of culture and structure. In addition, the roles with responsibilities between the Steering and Coaching team (StuCo) and the other teams are detailed and are part of the document relating to the structure as appendices. The StuCo team will begin discussions with the individual teams in mid-June regarding these roles, collaboration and alignment. After adoption by the college as a proposed decision, the three documents will be submitted to the works council for its opinion.

College Decision:

  1. Adopt the following documents and submit them to the Works Council as a proposed resolution:
  • movement toward self-organization (KWIEK)
  • self-organizing development
  • self-organizing structures, with the appendices "Team "Steering and Coaching" and "Team Roles" to be adopted
  1. Take note of the internal communication documents for the rollout of the development approach and inform the works council.

15. Handling damage closure of De Landing sports hall / Jos de Bruin

At the end of 2018, sports hall de Landing was closed due to ceiling and wall panels coming loose and people held the municipality liable. On November 27, 2018, it was determined by the college that 80% of the estimated damage amount would be paid out as an advance to prevent the sports hall manager from facing liquidity problems. Meanwhile, the actual costs have been specified and the remainder of 20% can be paid (as previously agreed).

College Decision:

  1. To distribute an amount of € 6,404.67 to Sporthalbeheer Son, in addition to the previous 80% of costs incurred due to damages suffered in 2018 around the forced closure of Sporthal de Landing;
  2. charge the cost to the De Landing maintenance line item, as this will exceed it, the sporting activities line item will be cancelled by the same amount.

16. Work on sports hall De Landing / Jos de Bruin

College Decision:

  1. To have the measures proposed in the Report on Modifications to De Landing Sports Hall implemented with priority high and medium;
  2. To commission the firm Strukton Worksphere for a consultancy for gaslessing and solar panel installation;
  3. include the cost of the low priority measures listed in the reportgage in the 2021 budget;
  4. Cover the measures listed in point 1 from:
  • the transfer in the 2019 financial statements to 2020 of the already available De Landing maintenance reserve of €54,990;
  • The use of already estimated capital expenses for accessibility of €2,000 to cover an investment of €11,200;
  • withdraw the balance of €5010 from the maintenance provision via a budget amendment at the 2nd stroke.
