The college adopts the decision lists.
2. 'Boslaan 63' development site; status of development of new final plan January 2021 / John Frenken
On June 23, 2020, the college took note of the further development of the housing initiative at the Boslaan 63 site. On July 8, 2020, the Land Use Committee advised and provided suggestions based on a presentation. With this input, the initiator continued to work on the further elaboration and design of the housing initiative. In addition, from July 9, 2020, several conversations have taken place with local residents or a delegation of local residents (sounding board group). The signals from the local residents have been included and considered in the further elaboration of the housing initiative. The initiative has now progressed to such an extent that a decision by the municipality is desired. As a first step by asking the council's Land Affairs Committee for an opinion on the new plan outline January 2021.
College Decision:
- To request an opinion from the council's Land Use Committee regarding the final developed plan for the "Avenue of the Woods 63" development site;
- To present the committee proposal for this purpose to the council's Land Use Committee;
- Following the advice of the council's Land Use Committee, adopt the final final plan.
3. Development site 'H. Veenemanstraat 48'; status of elaboration new final plan January 2021 / John Frenken
With the adoption of the "Frameworks as Heading" memorandum, in addition to the housing programming for the development sites included therein, new process agreements have been made with the council's Land Use Committee. The committee will be informed in the interim about the intermediate steps to arrive at the final fulfillment of these development sites. On July 13, 2020, the land area committee advised on the then current plan outline for the site 'H. Veeneman Street 48'. Attention was again drawn to the volume of the plan layout in combination with greenery, building lines and the like. This has prompted the developer to further study these aspects. This has led to the "planopzet January 2021" as a fulfillment of the task of the "Kaders als Koers". It is proposed to ask the council's Land Affairs Committee for advice on the 'planopzet January 2021'. With this opinion, the college will be asked to make further decisions.
College Decision:
- Requesting an opinion from the council's Land Use Committee on the 'January 2021 plan outline' regarding the development site 'H. Veeneman Street 48';
- To present the committee proposal for this purpose to the council's Land Use Committee;
- Following the advice of the council's Land Use Committee, adopt the final final plan.
4. Answering Territory Affairs LED signage zebra New Street 2-2021 / Jan Boersma
Several requests were made in the 2020 Land Affairs Committee for an explanation regarding the failure of the signal lights for the pedestrian crossings on New Street. Alderman Boersma agreed to provide a response.
The college decides to adopt the content of the memo with number 128973 and forward the reply to the Territory Affairs Committee.
5. Replace gas springs event wells / Jan Boersma
The downtown event wells were constructed in 2004 and little maintenance has been performed since that time. The gas springs of the wells need to be replaced. When replaced, they will be adjusted for the weight of the lids. Wellbox.com has prepared a quote for this purpose (single private contract). Currently, the use of the facilities no longer meets the Arbo technical guidelines. An inventory must also be made of what additional mechanical maintenance is needed to bring the manholes up to the necessary safety level.
College Decision:
- order to Putkast.nl;
- Agree to the financial impact of €7,150 (excl. VAT), cover it from the "unforeseen" item and include it in the first berap 2021.
6. Report GGD survey of need for informal care support / Paul van Liempd
A needs survey among family caregivers was conducted by the GGD. The results have been recorded in a report. The GGD will present and explain this to the Citizens' Affairs Committee. The committee will have the opportunity to discuss the results of the survey in an opinion-based manner. The Stichting Belangenbehartiging Mantelzorg Son en Breugel and the Advisory Council Social Domain will also be invited.
College Decision:
- accept the report for notification;
- To submit the report to the Citizens' Affairs Committee via the committee proposal for opinion.
7. Questions D66, CDA and DorpsVISIE on assistance / Paul van Liempd
D66, CDA and DorpsVISIE asked questions to Alderman Paul van Liempd about the assistance following the publication ED of January 26. Presented is the letter with questions and a draft answer. If the college agrees with this letter, it will be sent to council members.
College Decision:
- To take note of the letter answering the questions;
- To agree to answer the questions;
- Agree to send the letter to council members.
8. Subsidy handball club Apollo 2021 and beyond / Jos de Bruin
Starting in 2020, the new subsidy policy will be active. The new policy intends to replace the old policy and the associated individual agreements between the municipality and subsidy recipients. This has succeeded on a large scale, however, it appears that in the case of Handball Club Apollo we have to return to this, because of agreements from the past that are still in force.
The College decides:
1. to continue the compensation started in 2009 to Handball Association Apollo, for not having its own outdoor field;
2. decides to cover the costs, € 4,574.42, in 2021 from the transition budget from old to new subsidy policy and to include the costs for 2022 and beyond in the upcoming framework memorandum.
7. Music education grant scheme 2021 / Jos de Bruin
The current music education subsidy ordinance is from 2001 and is in need of renewal. A number of articles are outdated and therefore out of date. The regulation offers few/no possibilities for grip and steering and does not offer the possibility to subsidize group lessons. In the subsidy regulation, adjustments have been made so that there is more grip and steering and the possibility to subsidize group lessons.
College Decision:
- Under Requirements of repeal of the ordinance by the council, adopt the 2021 Music Education Grant Program;
- To approve the submitted council proposal to repeal the 2001 Music Education Grant Ordinance.
8. Information policy plan 2020 progress report / Hans Gaillard
On December 17, 2015, the council took note of the Dommelvallei Information Policy Plan 2016-2020. In doing so, it was agreed with the council to report annually in the General Affairs Committee on the progress of the Information Policy Plan (IBP for short). Presented is the fifth and final progress report, regarding 2020.
The college takes note of the 2020 IBP Progress Report and decides to forward the report to the General Affairs Committee on February 24, 2021, for information.
9. Reply to e-mail Mr. Van der Heijden and received council questions on this e-mail from Group For You! / Hans Gaillard
On Jan. 31, we received an e-mail from Mr. Van der Heijden about the contact he had with the municipality on Jan. 26. The Voor U! posed council questions to the college.
The college decides to agree to send submitted letters in response to Mr. Van der Heijden and the Group For You!
10. Process to draft RES 1.0 / Paul van Liempd
On Jan. 19, the college adopted the follow-up process for the RES 1.0. On January 27, 2021, the poho RES decided to adjust the decision-making process for the RES 1.0. Colleges and councils will first have the opportunity to comment on the draft RES 1.0. Therefore, the college will consult the Land Affairs Committee on this on February 22, 2021 so that a supported response can be sent to the RES MRE in April/May 2021.
College Decision:
- Inform and consult with the Land Use Committee on the follow-up to the Land Use Committee's previously adopted response to the draft RES;
- Not to ask the Land Use Committee for a response to RES 1.0 at this time.
11. Clean Air Agreement / Paul van Liempd
The collaborating parties in the Clean Air Agreement are committed to a decreasing trend in emissions to air in all relevant sectors, with the goal of achieving a 50% health gain in 2030 compared to 2016, for health effects originating from Dutch sources. A derived intermediate target for 2025 is a 35% health gain. This will work towards the WHO advisory values for particulate matter in 2030. The goal on the horizon is that by 2050 the air in the Randstad should be just as clean as on the Wadden Islands. The proposal is to participate in the Clean Air Agreement and to anchor its principles in the environmental vision.
College Decision:
- Agree to participate in the Clean Air Agreement;
- anchor the principles of the Clean Air Agreement in the environmental vision.
The Mayor decided to mandate the signature to the Alderman Mr. P. van Liempd.
12. Participation GROZzerdam / Jos de Bruin
A request was made by the Cooperative Slimmer Leven to join GROZzerdam Vital in Brainport. GROZzerdam focuses on the health promotion of all inhabitants. This is a national project with 4 regional initiatives. The project can count on a lot of support from local parties, including the Advisory Council Social Domain, the Seniors Council, the Chronically Sick, SonenBreugelVerbindt and Disability Platform and the general practitioners in Son en Breugel. For participation a one-time contribution of € 50,000 is requested from the project organization. This under Requirements that the State also co-finances.
College Decision:
- under Requirements to join the GROZzerdam Vital in Brainport;
- to make a contribution of €50,000 available for this for 2021 and to include this in the first berap 2021;
- To inform the council through the next RIB and for that purpose adopts the RIB text attached to this proposal.
The mayor instructed Alderman Jos de Bruin to sign the cooperation agreement to join the partner council.
