3. Political Evening Program December 11, 2025

The council decides to take note of the program for the Political Evening on December 11, 2025.

4. DIT Covenant 2026-2029

Since 2019, the municipalities in the Dommelstroom core team (Cranendonck, Heeze-Leende, Geldrop-Mierlo, Nuenen, Son en Breugel, and Valkenswaard) have been working together under the name of the Dommelstroom Intervention Team (hereinafter: DIT). The aim of this collaboration is to address complex administrative enforcement issues. At the time, the DIT covenant 2019 was established and signed to formalize the collaboration. The DIT covenant 2019 has now expired and is no longer legally valid. With this proposal, we are establishing the DIT covenant 2026-2029 so that data can once again be exchanged between the covenant partners on a legal basis.

The council decides to adopt the DIT covenant 2026-2029 and to sign the accompanying signature sheet of the DIT covenant during the DIT administrative consultation on December 15, 2025.

5. Commuting travel expense reimbursement scheme

As of January 1, 2026, in accordance with the CAO municipalities and CAO Cooperating Municipal Organizations (SGO), it will be mandatory for employers to have a commuting allowance scheme. A joint scheme has been drawn up for the Dommelvallei organizations. Agreement on the scheme has been reached in local consultations with the trade unions and representatives from the organizations. This scheme will be submitted to the boards and councils of the individual Dommelvallei organizations for approval.

The council decides:

  1. to establish the commuting allowance scheme for Dommelvallei organizations, effective January 1, 2026;
  2. to evaluate the scheme in November 2026 with regard to the private motor vehicle component, in accordance with the agreement reached in the Local Consultation.

6. Fee Regulations 2026, section on driver's licenses

The government recently set the fees for driver's licenses for 2026. Based on Article 10 of the Fees Regulation, the municipal executive may still set these fees independently (without a council decision) for the coming year.

The council decides to approve the adjustment of the fee schedule for the 2026 fee regulations for driver's licenses.

7. Update of treasury charter 2026

The current treasury charter, which dates from 2010, is no longer up to date. That is why this update of the charter has been carried out, both in terms of content and layout. The existing processes will remain largely unchanged as a result of the update of the treasury charter.

The council decides:

  1. to establish the treasury charter;
  2. to send the updated treasury charter in accordance with Article 17(3) of the Financial Regulation to the Council for information.

8. Rates for VVE preschool, SMI, and PM-er 2026

For a number of years, the municipality of Son en Breugel has provided a subsidized offer for toddlers with (a risk of) a (language) delay and an offer for toddlers whose parents cannot make use of the childcare allowance (the non-working parents). For this subsidized offer, the college annually sets the (subsidy) rates for these childcare places. In addition, as of January 1, 2022, municipalities are obliged to provide a contribution to childcare organizations, which offer pre-school education (VE), for the pedagogical policy officer in VE.

The college decides:

  1. to set the subsidy rate for VE toddler care for 2026;
  2. to set the subsidy rate for the educational staff member in VE 2026;
  3. to set the rates for SMI for 2026.

9. Board meeting of the Dommel Valley Service 10-12-25

Four times a year, the board of Dienst Dommelvallei holds a regular board meeting. Here, decisions are made about the operational management of Dienst Dommelvallei itself and about the tasks that Son en Breugel (as well as Nuenen and Geldrop-Mierlo) has assigned to Dienst Dommelvallei in areas such as finance, personnel, and information provision. The documents for the board meeting on December 10, 2025, are submitted to the council with this memorandum.

The council decides to take note of the agenda, the accompanying documents, and the annotation for the Dienst Dommelvallei board meeting on December 10, 2025.

10. Renovation of De Landing sports hall 2025

Following the renovation of De Landing sports hall, we would like to inform the council about the current status of the work.

The council decides to adopt the text on the status of the De Landing renovation in December 2025 and to include it in the next council information letter.

11. Policy rules for multigenerational housing

The council establishes the policy rules for enabling multi-generational living in a family context on a single plot of land. This responds to the social need for flexible forms of housing for family members without medical indications. The policy rules provide a clear framework for the Requirements, application procedure, and temporary nature of multi-generational housing.

The council decides:

  1. to adopt the ‘Policy Rules for Generational Housing in the Municipality of Son en Breugel 2025’;
  2. propose to the municipal council that intergenerational housing be incorporated into the planning process during the next update of the environmental plan;
  3. to adopt the text for the council information letter 'Policy rules for intergenerational housing in the municipality of Son en Breugel 2025' and to include it in the next council information letter.

12. Parking spaces on Leeuwstraat

The environmental permit granted on July 7, 2025, for the construction of eight parking spaces on Leeuwstraat and the change of the function of Leeuwstraat from "Green" to "Traffic" is revoked.

13. Adoption of Procurement Policy, SROI, Procurement Conditions

The current municipal procurement policy was established in 2016. This procurement policy is periodically updated on the basis of a regionally uniform memorandum. Local decisions can be made with regard to the level of ambition. The regionally uniform memorandum was drawn up by Bizob. The general procurement conditions have also been updated.
When procuring works and services, in addition to the substantive side of the service or work, we also take into account other ambitions such as sustainability, climate, circularity, and social return on investment (SROI). The SROI policy is coordinated within the labor market region and will be updated in 2025. This updated SROI policy is contained in the document "Social Return Policy 2026." In order for the updated SROI policy to take effect on January 1, 2026, it must be adopted by the municipal executives of all regional municipalities.
It is proposed that the updated procurement policy, the updated general procurement conditions, and the updated SROI policy be adopted.

Themunicipal executive decides: 

  1. to adopt the 2026 Procurement Policy for the municipality of Son en Breugel;
  2. to withdraw the 2016 procurement policy of the municipality of Son en Breugel;
  3. to adopt the Social Return Policy 2026;
  4. to adopt the general purchasing conditions 2024 for supplies and services + addendum;
  5. to withdraw the general purchasing conditions 2013 for supplies and services + addendum.

Vision Living with Health

The vision for living with Health ready in concept. This vision builds on the Son en Breugel municipal public housing program: Building communities. The vision has been supplemented with a number of national and regional developments in the field of Health It is proposed that the draft vision be submitted to the Social Domain Advisory Council.

The council decides Health the draft vision Health living with Health for a request for advice from the Social Domain Advisory Council and to send the letter.
