  4. Requests and Concerns Regarding Participation in the KCR2 Foundation

    In recent years, the importance of supraregional and national cooperation in crisis management has continued to grow. Recent crises have shown that issues increasingly transcend the regional level. Safety regions are therefore collaborating with the national government on the Regional-National Coordination Hub (KCR2), a national center for operational information exchange and crisis coordination. The council will have the opportunity to express its wishes and concerns.

    The Executive Committee has decided to propose to the City Council:
    1. to take note of the draft decision by the Brabant-Zuidoost Safety Region (VRBZO) to participate in the “Knooppunt Coördinatie Regio’s-Rijk” foundation;
    2. to raise no objections or concerns.

  6. Neighborhood-GGD Agreement 2026–2027

    In March 2024, we launched the “Early Detection and Follow-up in the Neighborhood” (Wijk-GGD) pilot program in collaboration with the municipality of Nuenen. This is a neighborhood-based approach designed to reach out to residents exhibiting behavior that is difficult to understand, as well as to local residents. The goal is to guide these residents toward support services to ensure safety in the neighborhood. Positive results have been achieved in recent years, and the pilot program has been extended. This municipal council resolution is required to extend the pilot program until March 1, 2027.

    The council resolves:
    1. to approve the extension of the “Early Detection and Follow-up in the Neighborhood” (Wijk-GGD) pilot program for the period from March 1, 2026, to March 1, 2027;
    2. to extend the agreement with the GGD Brabant-Zuidoost for the appointment and funding of a Wijk-GGD staff member for the period from March 1, 2026, to March 1, 2027.

  7. Results of the 2026 Tree Safety Inspection of Municipal Forests

    The 2026 tree safety inspection shows that measures are needed for a large number of trees in the Sonse Bergen, ’t Harde Ven, and ’t Zand. We are also seeing tree loss outside the inspected areas. The municipal executive intends to inform the city council, via a council information letter, about the results of the inspection, broader developments in the forests, and how the municipality is addressing these issues.

    The Executive Board has decided to adopt the council information letter titled “Results of the 2026 Tree Safety Inspection of Municipal Forests” and to send it to the City Council.

  8. Entering into a Cooperation Agreement on a Joint Sequencing List for Transport Capacity

    The municipality has established policy guidelines regarding the “Early Application in the Planning Process” procedure (from Enexis). These guidelines stipulate that we must draw up a Joint Sequencing List together with the municipalities of Best and Oirschot. To ensure that the Joint Sequencing List is drawn up in a transparent manner, a cooperation agreement has been drawn up between our municipalities.

    The Municipal Executive resolves:
    1. to enter into the cooperation agreement between the municipalities of Best, Oirschot, and Son en Breugel for the preparation of the Joint Priority List for housing projects and educational facilities in these municipalities;
    2. to grant a mandate to the portfolio holder for sustainability of the municipality of Best to address any objections that may be filed regarding the Joint Priority List for Housing Projects and Educational Facilities;
    3. to grant a mandate to the portfolio holder for energy transition to adopt an amended version of the Joint Priority List for Housing Projects and Educational Facilities, to the extent that the handling of the objections warrants such a change.

    The mayor resolves:
    1. to grant the council member responsible for energy transition the authority to sign, on behalf of the municipality of Son en Breugel, the cooperation agreement between the municipalities of Best, Oirschot, and Son en Breugel for the preparation of the Joint Priority List for housing projects and educational facilities in these municipalities, available at
