3 Memo working method of budget changes 

The Deurne City Council decides on budget movements on a monthly basis. The audit committee has asked whether a derived variant could be feasible for the municipality of Son and Breugel. Conclusion is to maintain the current working method via 2 annual management reports.

4 Decision on objection parking Ekkersrijt 

On April 26, 2024 the college decides to establish a parking prohibition zone containing the streets Ekkersrijt 3000, Ekkersrijt 3100, Ekkersrijt 3200 and Ekkersrijt 3300 in Son en Breugel. Between May 21, 2024 and June 1, 2024, the college received five notices of objection against the above decision. The Objections Committee recommends that the objections be declared unfounded and that the contested decision, including the positive advice from the police dated April 10, 2024, be upheld.

College Decision:

  1. declare the objections unfounded; 
  2. uphold the contested decision, including the positive police opinion of April 10, 2024; 
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

5 Land exchange for the purpose of Dommel Pass bridge 

The bridge over the Dommel Pass is in need of replacement. Extra land is needed for the new bridge, this land is owned by Beniers Holding from Sint-Oedenrode. Beniers Holding would like an extra piece of land to give the overall plot a better shape. To this end, a land exchange has been agreed upon.

College Decision:

  1. To cooperate in the sale of a partial plot of land amounting to approximately 250 m2 of the cadastral plot known as Son en Breugel, Section D number 3566 to Beniers Holding of Sint-Oedenrode for a land price of € 2,500 for its business operations;
  2. To cooperate in the purchase of a partial parcel of approximately 250 m2 of the cadastral plot known as Son en Breugel, Section D number 3567 from Beniers Holding of Sint-Oedenrode for a land price of € 2,500 for the embankment and maintenance strip of the new bridge over the Dommel Pass; 
  3. Agree to the exchange agreement; 
  4. To text mandate Alderman Boersma to make any changes to the exchange agreement.

6 2nd administrative report 2024

The management report is an interim financial account from the college to the council. Only financial deviations (advantages and disadvantages) are explained in the management report. The alternative use of resources is also explained in the management report. This booklet does not explain delays or deviations in policy.

College Decision:

  • Agree to the contents of the present second administrative report 2024 and submit it to the City Council for decision;
  • To agree to the council proposal.

7 Designation of local public broadcaster 

The Media Authority appoints one broadcaster in each municipality as a local public media institution. In Son en Breugel, this is currently the Stichting Lokale Omroep Son en Breugel. This designation expires on February 17, 2025. Stichting Lokale Omroep Son en Breugel has informed the Commissariaat that it wishes to extend this period for another five years. The municipal council has an advisory role in this. The Commissariat bases its decision on the advice of the council on the question of whether Stichting Lokale Omroep Son en Breugel meets the requirements set by the 2008 Media Act (Article 2.61, third paragraph).

The Municipal Executive decides to propose to the Municipal Council to advise the Media Authority to reappoint Stichting Lokale Omroep Son en Breugel as the public media institution for the municipality of Son en Breugel for a period of five years now that it meets all the requirements of Article 2.61, second paragraph, of the Media Act 2008. 

8 Strong Teens and Resilient Minds (STORM).

In recent years, we have seen a deterioration in the mental state among young people throughout the region; among other things, loneliness and depression are becoming more common. We are addressing this regionally with the prevention program STORM (Strong Teens and Resilient Minds). The STORM approach is a joint (prevention) program that promotes the development of a positive self-image, resilience and resilience among young people. On April 16, 2024, the college decided to implement STORM by establishing a collaboration between the participating parties and the 113 Suicide Prevention Foundation. Through a council information letter, the council will be informed about the progress of STORM.

The college decides to adopt the council information letter STORM and include it in the next council information letter.

10 Program Political Evening Oct. 10 and list of commitments 

The college decides to take note of the program of the Political Evening of October 10, 2024 and the list of commitments to the council of September 12, 2024. 

11 Convert Dommelvallei Service into business management organization

To strengthen the Dommelvallei Service (DDV), the DDV Executive Board has decided to simplify the governance structure into a business management organization. This will allow the organization to operate more decisively. To this end, the DDV joint arrangement (GR) must be amended. The board of the DDV has therefore released a draft regulation GR business operation organization DDV. The council may submit an opinion on this.

The college decides to propose to the city council not to submit an opinion to the college on the draft regulation "Joint regulation business operation organization Dienst Dommelvallei".

12 Taxes, fees and charges ordinances 2025

Every year a proposal on the rates of municipal taxes, fees and charges is made to the City Council. The corresponding ordinances must be adopted by the council. 

College Decision:

  • To approve Ordinances 2025 and associated fee tables;
  • To submit the council proposal to the council for decision. 

13 Mobility package (Concept KTM 2 and MMMP). 

The Multi-Year Multimodal Mobility Package (MMMP) is an elaboration of the Regional Mobility Vision. It programs regional mobility measures until 2040. Measures decided upon earlier are included in the MMMP under the Short-Term Measures (KTM) 1. Measures resulting from the Brainportdeal and the Beethovendeal are included in KTM2. The principles from the first
draft KTM2 will be discussed during the Poho Mobility MRE on September 5.

The college notes the draft KTM2 and MMMP.

14 Multi-year budget 2025-2028

The multi-year budget 2025-2028 including the first budget amendment 2025 is ready and can be submitted to the City Council for consideration.

The College:

  • Approves the 2025-2028 multi-year budget;
  • submits the 2025-2028 multi-year budget including the first 2025 budget amendment to the City Council for decision. 

15 Memorandum on Mantel Care Policy

On June 18 last year, the college adopted the concept note Mantelzorgbeleid 2024 and released it for advice by the Advisory Council Social Domain. This advice was received on September 17 and incorporated into the proposals. The attached letter informs the Social Domain Advisory Council of how this advice was handled. The advice of the ASD has led to one adjustment in the proposals. With regard to day care, it has now been explicitly included that we will work more intensively with care providers for requests for day care in order to speed up processing. Otherwise, the memorandum is unchanged.

College Decision:

  • To adopt the draft letter responding to the opinion of the Social Domain Advisory Council.
  • To propose to the City Council the adoption of the Notice of Informal Care Policy 2024.

16 Agreement Insulating the Green Zone 

On December 22, 2022, the City Council decided to participate in the regional project "Isolate the Green Zone" (DGZ-I). Then, on April 25, 2023, the college adopted the procurement strategy for the European tender of the implementing party "service provider." "Profit from Your Home" was selected as the service provider from the tender. For this, an agreement and processor agreement should be established.

College Decision:

  1. Award the contract for the "Insulate the Green Zone" project to Profit from Your Home and adopt the agreement;
  2. Adopt the "Implementing the Green Zone Isolation" processor agreement;
  3. To request the Mayor to instruct Alderman Steven Grevink to sign the agreements pursuant to Article 171 (2) of the Municipal Law;
  4. Adopt the text on "Start of Green Zone Isolation" and include it in the council information letter.
