1. Internal (not public) decision list and public decision list dated November 1, 2022 - Hans Gaillard
The college adopts the decision lists.
2. Appointment deputy secretary appeals committee - Hans Gaillard
On September 1, 2022, Ms. Irene Dirks started as legal assistant VTH at the municipality of Son en Breugel. It is desirable that she can act as deputy secretary of the Objections Committee. The appointment of an additional deputy secretary guarantees the filling of the role of secretary of the Objections Committee.
The college decides to appoint Ms. I.J.J. Dirks as deputy secretary of the Objections Committee.
3. Program Political Evening November 10, 2022 - Hans Gaillard
The college discusses the program format for the November 10, 2022 Political Evening.
4. Grant Christmas gift campaign - Jelle de Jong
The Christmas hampers action in Son and Breugel has existed for about 25 years. Last year, the municipality received a subsidy request for the first time because the number of families using the Christmas hampers action was growing. A one-time subsidy was provided then. This year, the congregation is receiving another application. We are deviating from the grant policy to award the grant.
The college decides to approve the provision of a project grant of € 1,000 for the Christmas hampers action in Son and Breugel in 2022.
5. Local coalition Promising Start - Steven Grevink
In September 2018, the Rijksoverheid government's Kansrijke Start action program was presented, a program focused on the first 1,000 days of a child's development. A child's health before, during and after birth appears to be an important predictor of problems - both physical and mental - later in life. By forming a local coalition Kansrijke Start, municipalities and healthcare professionals in different domains can take preventive and early action to prevent these problems. In this program, the municipality of Son and Breugel works together with the municipality of Nuenen and the GGD. In 2022 preparations will be made to start implementing Kansrijke Start in 2023.
The college notes:
- the intention to form a local Kansrijke Start coalition and start preparation for the Kansrijke Start action program;
- the budget-neutral transfer of funds for this purpose á € 4,451.00 from Youth Implementation Costs (FCL 6672011) to the Youth Policy Budget (FCL 6672016);
- the intention to place the project coordination on behalf of the local coalition Kansrijke Start with the GGD Zuidoost-Brabant.
6. Adjustment indexing 2023 youth care procurement - Steven Grevink
In mid-June 2022, as a purchasing organization "A 10 for Youth" in accordance with our contract, we set the indexation for 2023 based on the 5-year average of the OVA indexation. Recently, the Ministry of Health has increased the provisional OVA percentage for the year 2023 due to the increase in personnel costs. Therefore, the purchasing organization's advice is to still adjust the indexation percentage for 2023 (contrary to our contract agreement). Because we use a 5-year average, the increase has a limited impact on the actual indexation rate.
College Decision:
- Agree to adjust the 2023 indexation from 3.37% to 3.57%;
- submit this decision to the Administrative Platform.
7. Human trafficking policy and implementation note - Hans Gaillard
In the Intergovernmental Program 2018-2022, it has been agreed that by 2022, all municipalities in the Netherlands will have policies in place to safeguard the approach to human trafficking. In order to give substance to this, the "Policy Plan for tackling human trafficking and exploitation" was drawn up for the East Brabant region in 2020. In addition to the policy plan, the "Implementation memorandum Human Trafficking Son and Breugel" has been drawn up. This memorandum describes the frameworks that form the basis for the local approach to human trafficking. On the basis of these frameworks, the approach to human trafficking is secured locally.
College Decision:
- Adopt the "Policy Plan for Addressing Human Trafficking and Exploitation.
- To adopt the Implementation Memorandum on Human Trafficking Son and Breugel;
- To inform the council about the policy on tackling human trafficking and exploitation region East Brabant and the implementation memorandum on human trafficking Son en Breugel with the council information letter.
8. Supplement to Development Vision New Heath & Old Lake - Steven Grevink
The New Heath & Old Lake Development Vision is before the council for decision on Nov. 24. During the image-forming and opinion-forming process, a number of points were submitted to the college. This advice note between opinion forming and decision-making serves to have the college decide on these points so that the council can take them into account in its decision-making.
College Decision:
- To adopt the Addendum Development Vision New Heath & Old Lake and submit it to the council;
- Prepare a Public Version of Development Vision New Heath & Old Lake based on the draft Public Version;
- for Son Bergen, before 2026, to have a separate vision prepared;
- prior to implementation of the next thinning in theonse Bos east of the A50 (forests adjacent to neighborhoods 't Harde Ven, 't Zand and Gentiaan) - not beingonse Bergen - ,to evaluate the forest development and feed back to the council.
