1. Internal (non-public) list of decisions and public list of decisions dated November 1, 2022 - Hans Gaillard

The college adopts the decision lists.

2. Appointment of deputy secretary to the appeals committee - Hans Gaillard

On September 1, 2022, Ms. Irene Dirks started as a legal assistant VTH at the municipality of Son en Breugel. It is desirable that she be able to act as deputy secretary of the appeals committee. Appointing an additional deputy secretary guarantees that the role of secretary of the appeals committee will be filled.

The board decides to appoint Ms. I.J.J. Dirks as deputy secretary of the appeals committee.

3. Political Evening Program November 10, 2022 - Hans Gaillard

The council discusses the program schedule for the Political Evening on November 10, 2022.

4. Subsidy for Christmas hamper campaign - Jelle de Jong

The Christmas hamper campaign in Son en Breugel has been running for around 25 years. Last year, the municipality received a subsidy application for the first time, because the number of families making use of the Christmas hamper campaign is growing. A one-off subsidy was then granted. This year, the municipality has received another application. We are deviating from the subsidy policy rules in order to grant the subsidy.

The council has decided to approve a project subsidy of €1,000 for the Christmas hamper campaign in Son en Breugel in 2022.

5. Local coalition Promising Start - Steven Grevink

In September 2018, the Rijksoverheid its Promising Start action program, which focuses on the first 1,000 days of a child's development. A child's health before, during, and after birth appears to be an important predictor of problems—both physical and mental—later in life. By forming a local Kansrijke Start coalition, municipalities and healthcare professionals in various fields can take preventive and early action to avoid these problems. In this program, the municipality of Son en Breugel is collaborating with the municipality of Nuenen and the Municipal Health Service (GGD). Preparations will be made in 2022 to start implementing Kansrijke Start in 2023.

The board takes note of:

  1. the intention to form a local Promising Start coalition and to start preparations for the Promising Start action program;
  2. the budget-neutral transfer of funds for this purpose in the amount of €4,451.00 from youth implementation costs (FCL 6672011) to the Youth Policy budget (FCL 6672016);
  3. the intention to assign the project coordination for the local Kansrijke Start coalition to the Zuidoost-Brabant Municipal Health Service (GGD Zuidoost-Brabant).

6. Adjustment of indexation for 2023 youth care procurement - Steven Grevink

In mid-June 2022, as the purchasing organization 'Een 10 voor de jeugd' (A 10 for Youth), we set the indexation for 2023 in accordance with our contract, based on the 5-year average of the OVA indexation. Recently, the Ministry of Health, Welfare and Sport increased the provisional OVA percentage for 2023 due to the rise in personnel costs. The purchasing organization therefore recommends adjusting the indexation percentage for 2023 (in deviation from our contractual agreement). Because we use a 5-year average, the increase has a limited impact on the actual indexation percentage.

College Decision:

  1. to agree to adjust the 2023 indexation from 3.37% to 3.57%;
  2. submit this decision to the administrative platform.

7. Policy and implementation memorandum on human trafficking - Hans Gaillard

In the Intergovernmental Program 2018-2022, it was agreed that all municipalities in the Netherlands would have policies in place by 2022 to combat human trafficking. To implement this, the "Policy Plan for Combating Human Trafficking and Exploitation" was drawn up for the East Brabant region in 2020. In addition to the policy plan, the 'Son en Breugel Human Trafficking Implementation Memorandum' was drawn up. This memorandum describes the frameworks that form the basis for the local approach to human trafficking. Based on these frameworks, the approach to human trafficking is secured locally.

College Decision:

  1. adopt the 'Policy Plan for Tackling Human Trafficking and Exploitation';
  2. to adopt the Son en Breugel Human Trafficking Implementation Memorandum;
  3. inform the council about the policy on human trafficking and exploitation in the East Brabant region and the implementation memorandum on human trafficking in Son en Breugel with the council information letter.

8. Addendum to Development Vision for Nieuwe Heide & Oud Meer - Steven Grevink

The Development Vision for Nieuwe Heide & Oud Meer will be presented to the council for decision-making on November 24. During the image-building and opinion-forming process, a number of points were submitted to the municipal executive. This advisory memorandum, which falls between the opinion-forming and decision-making stages, serves to enable the municipal executive to decide on these points so that the council can take them into account in its decision-making. 

College Decision:

  1. to adopt the Addendum to the Development Vision for Nieuwe Heide & Oud Meer and submit it to the council;
  2. to draw up a Public Version of the Development Vision for Nieuwe Heide & Oud Meer based on the draft Public Version;
  3. to have a separate vision drawn up for Sonse Bergen before 2026;
  4. Prior to carrying out the next thinning in the Sonse Bos east of the A50 (forests adjacent to the neighborhoods of 't Harde Ven, 't Zand, and Gentiaan) — not to be confused with Sonse Bergen — evaluate the forest development and report back to the council.
