The college adopts the decision lists.

2. Opinions combined Civil and Territory Affairs Committee December 1, 2020 / Hans Gaillard

On December 1, the Joint Committee on Civil and Land Affairs met. The college is informed of the opinions given by this committee.

The college takes note of the opinions of the combined Civil and Territory Affairs Committee of December 1, 2020.

3. Opinions continued land area committee Nov. 30, 2020 / Hans Gaillard


The college takes note of the opinions of the continued Land Area Committee of November 30, 2020.

4. Amend APV 2019 with carbide ban / Hans Gaillard

On November 13, 2020, the national government decided on a one-time fireworks ban during the upcoming 2020-2021 turn of the year. This was decided, to avoid additional pressure on the already heavily burdened Health and Public Order enforcement. Carbide shooting does not fall under this fireworks ban. Regionally, it is advised not to allow carbide shooting and to include this in the General Municipal Regulation.It is proposed to the City Council to include a carbide ban in the General Municipal Regulation 2019 municipality of Son and Breugel.

The college decides to submit the council proposal "Amendment to APV 2019 with carbide ban" to the city council.

5. Work plan 21fortheYouth 2021 / Paul van Liempd

The college agrees to the agreements, budget and distribution of resources according to the "Work Plan 21 for Youth 2021.

6. Adjustment product Vaktherapie PDC Jeugd / Paul van Liempd

One of the youth care products in the Products Services Catalog (PDC) Youth is Occupational Therapy. This is a form of treatment that uses play, drama and creative activities to work on problems. The Federation of Professional Therapists charges a lower rate than is currently used in our PDC. In addition, the number of sessions can be reduced. It is proposed to adjust the rate and reduce the maximum number of sessions.

The college decides to approve:
1. the reduction of the current rate for Vaktherapie from €79.20 to €73.53 (price level 2021) per session, as of January 1, 2021;
2. a reduction in the number of Occupational Therapy sessions from 20 plus a maximum of 20 extensions to 20 plus a maximum of 10 extensions, effective January 1, 2021;
3. the application of a mortuary construction for current orders of Occupational Therapy.

7. Postponement of Integration Act and increased tasking / Paul van Liempd

The Minister of Social Affairs and Employment W. Koolmees has announced that the Civic Integration Act will again be postponed by six months to January 1, 2022. Moreover, information has been given about the task assignment for the municipality in 2021. For the first six months of 2021 it amounts to 14 permit holders. Last six months it was 8.

The College decides:
1. to take note of the postponement of the Integration Act and the increased assignment for 2021 regarding the housing of permit holders in the municipality;
2. agree to the text for the council information letter and include it in the next issue.

8. Principle request for zoning change Airborneweg 51 / John Frenken

The request from Driewegadvies in Keldonk, on behalf of their client, concerns the amendment of the Buitengebied zoning plan for Airborneweg 51. The amendment concerns the conversion of a poultry farm to horse keeping and secondary retail with static storage. The college has the authority to decide on this.


The college decides to grant cooperation in principle (subject to Requirements) to the zoning change for the conversion of a poultry farm to horse husbandry with secondary retail.

9. Vision CMD / Paul van Liempd

The college received the initiative proposal "Vision CMD" from the council working group. The college was given the opportunity to indicate any wishes and objections to the proposal. These are included in the views on the initiative proposal.

The college decides:
1. to take note of the council working group's initiative proposal 'vision CMD';
2. to approve the vision on the initiative proposal;
3. to take the necessary (hiring) measures to ensure continuity of services and stability for the CMD staff in the coming period and to be further informed about this in January;
4. instruct team Stuco to draw up a profile for the temporary position of Change Manager CMD, and to open the vacancy on the condition that the council agrees with the initiative proposal.
