1. Procurement strategy Social Medical Advice (SMA) / Paul van Liempd

With a number of regional municipalities (Dommelvallei +, BOV and Kempen municipalities), the municipality of Maashorst and the cooperating municipalities in the Land of Cuijk, a procurement process has been initiated for Social Medical Advice. A procurement strategy has been prepared by the procurement team and will be submitted to all participating municipalities for adoption. The procurement strategy describes the preconditions and the procurement process to be followed.

College Decision:

  1. To agree to the decision points as contained in the Procurement Strategy Social Medical Consulting 2022 et seq;
  2. mandate to:
  • the procurement team to review and determine all procurement documents, including memo(s) of information and award recommendation;
  • the city clerk to sign the award recommendation;
  • the corporate buyer Bizob to sign regular correspondence and rejection and award letters.

The college adopts the decision lists.

3. Update on 1999 regulation on handling objections and appeals / Hans Gaillard

The current 1999 Objections and Appeals Ordinance was adopted by the City Council on December 15, 1999. The ordinance is now outdated and in need of updating.

The College decides to present the update of the 1999 Regulation on Handling Objections and Appeals to the City Council through an image-forming meeting.

4. Program Political Evening Sept. 9, 2021 / Hans Gaillard

The college takes notice of the program for the Program Political Evening on September 9.

5. Response to notice of default on failure to make traffic decision in time / Hans Gaillard

The college has received a notice of default from Stichting Platform Keelbos for not making a decision in a timely manner. Platform Keelbos Foundation claims that the college did not make a timely traffic decision to close the parking lot on Hoberglaan. However, the college did not receive an application to make such a traffic decision. Therefore, no penalty is due.

College Decision:

  1. issuing a decision on the notice of default from Platform Keelbos Foundation;
  2. That no penalty is due for failure to make a decision in a timely manner.

6. Educational housing for elementary school Rainbow/Crown Corner and Space/Blok Temple including Korein childcare / Jos de Bruin

  1. Elementary schools the Rainbow/Crowns Corner
  • In September 2020, the Council decided to provide credit for the new Rainbow/Crommen's Corner building. On December 10, 2020, a College decision adjusted the 2020 standard amounts to those of 2021. However, an additional adjustment was made by VNG in the 2021 indexation. This means an additional credit of €227,576.
  • The Krommen Hoek is to be demolished. It was initially planned that the demolition supervision would take place from our own staff. Due to illness, the demolition supervision must still be outsourced. This involves an amount of €7,752.
  • On June 15, 2021, it was decided by the college, in anticipation of the council decision, to agree to the necessary additional credit of €146,434 for the temporary housing of elementary school the Rainbow and the Krommen Hoek. The previously envisaged emergency classrooms turned out to be insufficiently equipped for primary education. However, the Council will still have to give its approval on this.
  1. De Ruimte/Bloktempel elementary school.
    In September 2020, the Council also decided to provide credit for a joint expansion at 1 location of 600m2 for elementary school De Ruimte and elementary school De Bloktempel. The request for 1 location was at the request of the college. This location was to serve as an overflow for both schools. The attempt of both school boards to act jointly in this has not been successful. The reasons are:
  • The expansion need with 7 classrooms is insufficient with 600m2 in a "stand alone" building. The corresponding GFA is 1015m2 because of the required secondary spaces. Collaboration is also hindered by the fact that both schools work with different school systems (project-based vs. classroom teaching).
  • Basisschool de Ruimte prefers, for efficiency reasons, to realize the desired expansion within the existing building, by relocating the child care center to a newly constructed neighboring building.
  • Opposition to a sub-location from the MR and parents of the Bloktempel students Due to a schedule delay, the school boards request that the deadline for the appropriation be extended and that the annual indexing be applied at the time of procurement. The amount belonging to the indexation will then follow over time. In the calculation of the previous credit request, an omission was noted that needs to be corrected. This relates to the calculation system for new construction and/or expansion. The omission and the desire for expansion at two locations together mean that an additional credit of € 590,340.80 is required.

Childcare/ BSO

Additional housing has been requested for expansion at both locations for the purpose of childcare. In total it concerns an expansion of 252m2 + 70m2 of outdoor space for the child day care. This involves an investment of €647,613 to realize the additional expansion for the child day care. In addition, additional housing has been requested for a multifunctional space for expansion at both locations for double use of education and BSO. In total, the expansion for the multifunctional space is an expansion of 205m2. This involves an investment of €519,456.

The investments in childcare and BSO will be repaid 100% and 50%, respectively, from the rental income.

For the purpose of the replacement new building, the existing school building of the Krommen Hoek needs to be demolished. An amount of €7,752 is required to outsource the demolition supervision. In September 2020, the Council also decided to provide credit for a joint 600m2 expansion on 1 site for elementary school de Ruimte and elementary school de Bloktempel. Due to a schedule delay, the school boards request to extend the deadline for the credit. In addition, it has been requested to apply the annual indexation at the time of procurement. College Decision:

  1. To implement the newly indexed 2021 standard amounts and the financial impact on Rainbow/Curve Corner;
  2. To approve the additional required credit of €227,576 for the Rainbow/Crommen's Corner, to cover the capital costs from the budget balance. and to incorporate it into the 2022-2025 multi-year budget;
  3. Approve the additional required credit of €7,752 for the demolition support of the Rainbow/Crommen's Corner, cover the capital cost from the budget balance. and incorporate it into the 2022-2025 multi-year budget;
  4. Granting the request to extend the deadline for funding the expansion Space/Block Temple
  5. To honor the request to apply the annual indexing of the expansion Space/Block Temple at the time of procurement;
  6. correct the omission regarding the calculation of facilities for educational housing for Space/Blok Temple
  7. Agree to build expansion for educational housing on the site of the Bloktempel Elementary School as well as on the site of De Ruimte Elementary School;
  8. To approve the additional required credit of €590,340,-80 for the expansion of the Space Block Temple, to cover the capital costs from the budget balance. and to incorporate it in the budget 2022-2025;
  9. to approve the investment in the expansion of the child day care at the Bloktempel and the Ruimte, to provide a credit of €647,613 for the realization, to cover the capital costs of the credit from the budget balance. and to include it in the multi-year budget 2022-2025. These capital costs will be returned in full to the municipality through rental income;
  10. to approve the investment in the construction of an additional multipurpose room for double use of education and BSO at the Bloktempel and the Ruimte, to make a credit available for this purpose of €519,456,- for the realization and, to cover the capital costs for it from the budget balance. and to incorporate it in the multi-year budget 2022-2025. At least 50% of the capital costs will come back to the municipality through rental income;
  11. the proposal for the image-forming meeting of the political evening concerns the appropriation decided in June for the temporary housing of elementary schools the Rainbow and the Krommen Hoek and decision points 7,9 and 10 from this college proposal, the aforementioned points from this college proposal, to submit to the City Council;
  12. adopt the 14th budget amendment.

7. Supervisory assessment housing permit holders 1st half 2021 / Paul van Liempd

In the first half of 2021, the municipality of Son and Breugel did not meet the target for the number of permit holders to be housed. This is partly excusable.

College Decision:

  1. To agree to the text for the council information letter;
  2. to include the text in the next council information letter.

8. Development of poverty director motion / Paul van Liempd

The Poverty Policy Memorandum proposes the appointment of a poverty director.
The groups CDA, D66, FOR YOU!, PvdA/GreenLeft, DorpsVISIE, Dorpsbelang also submitted a motion poverty director. Budget has been made available in the framework memorandum.
We inform the Council through the council information letter about the effect of the motion.
