3. Decision Woo requests Houtens 3, Houtens 19 and Butterfly Avenue.

On August 14 and 18, 2025, the college receives two requests under the Open Government Act (Woo). Information is requested regarding the Houtens 3, Houtens 19 and Butterfly Avenue projects.

The college decides to make a decision on the Woo requests, as per the letters;

  1. disclose the documents corresponding in the inventory numbers 2 to 4, 5a, 34, 35, 61a, 64, 69 to 71, 74a, 77a, 89a, 121a, 130b, 135a, 141, 143, 153a to 153e, 153h, 154a, 160a and 160b;
  2. The documents corresponding in the inventory numbers 1, 5, 6 to 10, 12 to 15, 17, 19 to 29, 30 to 33, 36 to 45, 46 to 61, 62 to 63a, 65, 72 to 74, 75, 76, 76b, 77, 80 to 87, 95 to 98, 101 to 103, 105 to 108, 110 to 121, 122 to 126, 127 to 130a, 131 to 135, 136 to 140, 142, 144 to 148, 150 to 153, 153f, 153g, 154, 154b to 157, 159, 160, 161 and 163 to be disclosed with the exception of personal data pursuant to Article 5.1 paragraph 2 under e of the Woo and the economic and financial data under Article 5.1 paragraph 2 under b of the Woo;

4. 2nd Board Report 2025

The management report is an interim financial account from the college to the council. Only financial deviations (advantages and disadvantages) are explained in the management report. The alternative use of resources is also explained in the management report. This booklet does not explain delays or deviations in policy.

The college decides:

  1. To agree to the contents of the present Second Administrative Report 2025 and submit it to the City Council for decision;
  2. To agree to the council proposal.

5. Tender new operating contract public charging infrastructure passenger cars

In January 2027, the operating contract of a number of public charging stations in the municipality expires. Without action, these charging stations will no longer be able to supply power after that date. The province of North Brabant is organizing a new tender for a new operating contract. Municipalities should mandate the province to jointly put the contract back on the market. This will ensure a reliable, affordable, accessible and future-proof charging network. Six charging stations are involved.

The college decides:

  1. To participate in the tender for a new operating contract (at no cost to the municipality) for existing public charging infrastructure led by the Province of North Brabant;
  2. To grant a mandate to the General Director of the Province of North Brabant to take the necessary decisions in the context of the tender mentioned in 1;
  3. To request the Mayor to grant power of attorney to the General Manager of the Province of North Brabant to represent the Municipality of Son and Breugel in the tender mentioned under 1 and to sign and administer the agreement resulting from the tender.

6. Establish and Mandate Decisions Joint Arrangement Youth Region A 10 for Youth

Since 2018, 11 municipalities have been working together in the One 10 for Youth region on the procurement of specialized youth care. As part of the Youth Reform Agenda and the Improving Availability of Youth Care Act, municipalities are required to formalize their cooperation in a joint arrangement (GR). After an opinion procedure and obtaining the consent of the city council, it is now up to the college to take the decision to actually enter into the GR and establish municipal representation in the GR's General Board. In addition, the college is requested to adopt the mandate and authorization decision to prepare the GR and the Mandate Decision Youth Region A 10 for Youth 2026 for the GR.

The college decides:

  1. To establish the GR Youth Region A 10 for Youth;
  2. cancel the Cooperation Agreement A 10 for Youth 2.0;
  3. To appoint Alderman Steven Grevink as a member of the General Board of the GR Youth Region A 10 for Youth;
  4. Alderman to appoint Jelle de Jong as his deputy on the General Board of the GR Youth Region A 10 for Youth;
  5. Adopt the mandate, power of attorney and authorization decision for the purpose of establishing the GR Youth Region One 10 de Jeugd;
  6. To adopt the mandate decision Youth Region One 10 for Youth 2026.

7. Answering written questions closing time Winter Event

Written questions were asked by the VVD and For U! groups about the closing times of the Winter Event. The questions have been provided with a response. The college decides to send the responses to the members of the City Council.

8. Political Evening Oct. 9, 2026

The college notes the program of the October 9 Political Evening and offers the list of commitments and the list of outstanding motions to the council.

The college decides:

  1. To take note of the program of the Political Evening on October 9, 2025;
  2. Present the list of commitments dated September 11, 2025 to the council;
  3. Present the list of open motions dated October 9, 2025 to the council.

9. Amendment environmental plan Son en Breugel; Breeakker - northern part

On April 20, 2023, the City Council established the right of first refusal on parcels in Breeakker -northern part-. This preferential right expires on April 19, 2026. Currently, the municipality is in talks with Woonbedrijf about the possibilities of purchasing the property of Woonbedrijf in this preferential right area. There is no outcome of these talks yet. In order to allow the preferential right to expire in time (after April 19, 2026), so that the Municipality can maintain control with regard to future developments in this area, it is necessary that the Municipal Council takes a decision of adoption no later than April 19, 2026, for the 'amendment of the Son en Breugel environmental plan; Breeakker -northern part-'. If this decision is not made or not made in time, the preferential right (with a 1st option to buy) will be cancelled by the municipality.

The college decides:

  1. To take note of the draft "amendment environmental plan Son en Breugel; Breeakker -northern part-";
  2. To release the draft "amendment environmental plan Son en Breugel; Breeakker -northern part-" as of Oct. 10, for the period of views;
  3. Inform the council and residents of the procedure via a letter (to be delivered door-to-door);
  4. text mandate for 'Residents' letter' and 'Explanation' for Alderman De Jong

10. Ordinances taxes, fees and dues 2026

Every year a proposal is made to the City Council on the rates of municipal taxes, fees and charges. The corresponding regulations must be adopted by the council.

The college decides;

  1. To approve Ordinances 2026 and associated fee tables;
  2. To submit the council proposal to the council for decision.

11. Multi-year budget 2026-2029 Son and Breugel

The Budget 2026 and multi-year estimate 2027-2029 and the first budget amendment 2026 are ready and can be submitted to the City Council for consideration.

The College decides:

  1. the college approves the Budget 2026 and multi-year estimate 2027-2029;
  2. To propose to the City Council: a. Adopt the 2026 budget and take note of the 2027-2029 multi-year forecast; b. Adopt the first 2026 budget amendment.

12. Council information letter Ethos census 2025

In the 1st half of this year, an Ethos census was conducted in the Eindhoven-De Kempen region. This census aims to get a picture of the number of homeless people, both on a municipal and regional level. The data from this census will be made public simultaneously on October 8. This is also the time to inform the municipal council on the basis of a Council Information Letter prepared by the central municipality of Eindhoven.

The college decides:

  1. Inform the council about the Ethos count via an additional council information letter;
  2. Alderman Grevink text mandate.

13. Start statement NV Risk Management Fund.

The Dutch Municipalities Risk Management Fund is a collective initiative of municipalities and VNG to strengthen the risk management of municipal buildings and provide an affordable and stable insurance solution. The starting point for the collective indemnity insurance is the establishment of a limited liability company (NV) owned 50% by the participating municipalities and 50% by VNG. In order to establish the interest of the municipalities, a start-up statement has been prepared. Provided a sufficient number of municipalities issue this declaration to VNG, subsequent steps toward the actual establishment can be taken. The start declaration is not binding.

The college decides:

  1. To sign the Commencement Statement for establishment of and participation in the Risk Management Fund in accordance with the Annex;
  2. To adopt the Draft Council Information Letter Risk Management Fund and include it in the next council information letter.

14. RIB Specialist After School Care.

The Youth Reform Agenda asks municipalities to limit the scope of the Youth Act. The Youth Act is designed for vulnerable youth. The wide use of the law has caused costs to rise sharply and waiting lists to develop. So we need to make choices about what is still covered by youth care and what is not. Specialist After School Care (SNO) is a form of care, not a youth aid. It helps parents to be able to work, but no youth aid goals are pursued. The attached council information letter informs the city council about discontinuing SNO.

The college decides to adopt the council information text "RIB Discontinuing Specialist After-School Care" and include it in the next council information letter.
