1. Joining GGD Brabant Zuidoost Cooperation covenant Health and Safety House Brabant Zuidoost / Hans Gaillard

On January 26, 2021, the cooperation covenant Health and Safety House Brabant Southeast was signed. This covenant contains agreements around the cooperation between different partners. The covenant clearly shows who, with what goal and with what commitment participates in the Health and Safety House Brabant Southeast, as well as who directs what, at what level, and how decision-making takes place. The GGD Brabant Zuidoost wants to join the covenant as a new partner.

The college decides to approve the accession of GGD Brabant Zuidoost to the cooperation covenant Health and Safety House Brabant Zuidoost.

2. General designation decree APV municipality of Son and Breugel 2022 / Hans Gaillard

The General Designation Decree APV is based on the General Local Ordinance Municipality of Son and Breugel 2022. The designation decree designates billboards for displaying expressions of opinion and announcements. In addition, dog walking areas are designated and periods are designated when it is prohibited to peddle.

The college decides to adopt the General Designation Decree APV Municipality of Son en Breugel 2022.

3. Council proposal to adopt amended zoning plan Breugel, Akkerpad / John Frenken

The procedure, the purpose of which is the adoption by the City Council of the zoning plan "Breugel, Akkerpad", has been completed. Because of submitted views and also ex officio the zoning plan must be adopted amended.

College Decision:

  • To agree to the draft council proposal and decision for the amended adoption of the zoning plan "Breugel, Akkerpad";
  • To approve the Notice of Views Draft Zoning Plan Breugel, Akkerpad.

4. Financial Statements 2021 / Jan Boersma

The college prepares annual financial statements (consisting of the annual report and financial statements) each year. These are made available to the auditor for review in mid-April. The auditor presents its findings in a report and any amended version of the financial statements then goes to the council for adoption. The auditor gives an unqualified opinion for fairness but not for legality. The council proposal also includes a proposal for profit appropriation.

  • The college agrees and submits to the council for adoption:
  1. the 2021 annual report and financial statements;
  2. the council proposal;
  3. response college to audit report.
  • The college takes notice:
  1. the draft auditor's report of findings;
  2. the college requests that the audit committee discuss the audit report in a non-public portion of the meeting.

5. Framework Memorandum 2022 / Jan Boersma

Every year, within the P&C cycle, the framework memorandum is drawn up as a prelude to the budget. With the framework memorandum we establish the financial starting points. 

The college decides to approve the 2022 Framework Memorandum and submits it to the council for decision.

6. First administrative report 2022 / Jan Boersma

The management report is an interim financial account from the college to the council. Only financial deviations (advantages and disadvantages) are explained in the management report. The alternative use of resources is also explained in the management report. This booklet does not explain delays or deviations in policy.

College Decision:

  1. To agree to the contents of the present First Administrative Report 2022 and submit it to the City Council for decision;
  2. To propose to the council that the unfavorable balance of €53,000 be charged to the result;
  3. To include the structural consequences of the first administrative report 2022 in the consideration of the Framework Memorandum 2022;
  4. To approve the various deposits and withdrawals to reserves and provisions, as proposed in this first administrative report 2022;
  5. To agree to the list of investments and projects, including, an additional credit of €160,000 for expansion Block Temple/Room and an additional credit of €247,000 for new building Rainbow/Corner;
  6. To agree to the council proposal.

7. Evaluation page municipal news / Paul van Liempd

At the beginning of 2023 the agreement with the Mooi Son en Breugelkrant for publishing the weekly municipal news ends by operation of law. In preparation for the tender we conducted research among residents on the appreciation and reading intensity of the municipal news. The research shows that publishing the municipal news page in the door-to-door newspaper is of added value to residents.

College Decision:

  1. To note the results of the survey on the rating and reading intensity of page Municipal News in the door-to-door newspaper;
  2. Inform the council of the results of the study through an interim RIB;
  3. Agree to share report via website.

8. Internal (not public) decision list and public decision list dated May 31, 2022 / Hans Gaillard

The college adopts the decision lists.

9. BMC and organizational development process / Paul van Liempd

As part of the organizational development within our organization, a study was conducted in the form of a quantitative benchmark with similar municipalities. In addition, a qualitative consideration was given around the question of whether our organization is capable of handling current and future tasks. Next, this proposal includes the process that will be followed in the coming months to get the organizational development
restart.

College Decision:

  1. To note the contents of the BMC report "Building a Fit Organization.
  2. To take note of the proposed process in terms of organizational development;
  3. Inform the City Council of this in a Council Information Letter.

10. Street waste collection sites 't Harde Ven / Paul van Liempd

Some streets in 't Harde Ven are too narrow for collection vehicles to pass, when cars are parked. This creates undesirable situations in the neighborhood. We will make a plan with residents to organize street collection locations. This will allow us to keep the green structure intact, avoid the undesirable situations and conduct neighborhood collection more efficiently.

The college decides to start a pilot of street collection locations for waste collection in 't Harde Ven.

11. Implementation plan 04werkt 2022 / Paul van Liempd

As of January 1, 2021, the Suwi Decree (structure implementing organization for work and income) has been amended. From that date it is mandatory for the colleges of B&W and the UWV in the labor market region to annually adopt one joint implementation plan for the implementation of employer services in the werkgeversservicepunt (04werkt). The college is asked to adopt the developed implementation plan 2022 of 04werkt.

The college adopts the 04Werkt Implementation Plan Suwi 2022.
