1. Non-public decision list and public decision list b&w meeting dated June 30, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts.
2. Reports Project Group Exit Strategy Coronacrisis / Hans Gaillard
Since the "intelligent lockdown" of Brabant and later of the Netherlands, a Municipal Policy Team was also active in Son en Breugel, providing local guidance for the Corona crisis. This local policy team switched to a project group structure at the end of May. With this, the reports of this project group are shared with your college. By the way, the project group has since found that it is no longer necessary to meet. This is because as of July 1, the relaxations have come into effect, the Regional Policy Team has been "put to sleep" and everything in Son and Breugel is handled "down the line.
The college decides to take note of the reports of the General Project Group Exit Strategy Corona Crisis.
3. Decision on notice of default / John Frenken
On May 27, 2020, the college was served with a written notice of default for failing to make a timely decision on an objection to an environmental permit. The college should have made a decision within two weeks of receiving the notice of default without forfeiting a penalty. On June 24, the college issued a decision on the objection. A penalty of €322 was forfeited.
College Decision:
- That a penalty payment was forfeited for failing to make a timely decision on an objection to an environmental permit;
- Set the amount of the penalty payment at €322.
4. New distribution key backstop WSW / John Frenken
The VNG has sent a letter with a proposal - through a member consultation - to adjust the allocation key for loans that serve as a backstop for the Social Housing Guarantee Fund (WSW). This includes replacing the previously used WOZ value with the market value. This college proposal explains this UNG proposal and is submitted to the college for decision.
The college decides to agree with the UNG proposal to use the market value of the SGEB - property as the allocation key as of January 1, 2021 for:
- the bond loan;
- new loans (including refinances);
- existing loans.
5. Quote development vision CMD / Hans Gaillard
In the June 11 council meeting, the amendment "Research evaluation and further development of CMD" was adopted. This amendment includes the establishment of a Council working group to draft a new vision and policy framework for the CMD, with the understanding that external expertise will be hired to draft and write this new vision. The Council Working Group has now started and has spent the past period searching for a suitable external party to write the vision.
The college notes the quote "development vision CMD" from Arena Consulting.
6. Redevelopment development site Ruysdaelstraat 2; preconditions and principles / John Frenken
On December 19, 2019, the City Council adopted the memorandum "Development Locations; Frameworks as Heading. The location Ruysdaelstraat 2 is included in this as a development location with a housing program of at least 30 social housing units. Afirst exploratory discussion has taken place with Woonstichting 'thuis, where it was indicated that they would provide the 'preconditions and starting points' for a further elaboration of the housing construction at this location. The preconditions and principles have been outlined on the basis of existing policy. The board is requested to agree with these preconditions and principles and to invite Woonstichting 'thuis to present a detailed plan based on these preconditions and principles.
College Decision:
- To agree to the preconditions and principles for the redevelopment of the Ruysdaelstraat 2 development site;
- housing foundation 'home to inform in writing about the "preconditions and starting points" and to ask them to come up with a detailed plan that fulfills them.
7. Decision on notice of default / John Frenken
The college was served with a written notice of default on April 28, 2020, for failing to make a timely decision on a request for relief for planning damages suffered. The college should have made a decision within two weeks of receiving the notice of default without forfeiting a penalty. To date, the college has not made a decision on the request. Pursuant to the General Administrative Law Act, a penalty of
€ 1442,-.
College Decision:
- That a penalty payment has been forfeited for failing to make a timely decision on the request for compensation for planning damage suffered;
- Set the amount of the penalty payment at €1442.
8. Financial letters from state, VNG and province / Jan Boersma
In recent weeks, three letters have been received from the VNG, the province of North Brabant and the Ministry of the Interior. The college is informed about the ongoing process in the recalibration distribution of the municipal fund, the guidelines of the province for the 2021 budget and the communication about the amount of the Corona compensation. For the period up to June 1, 2020, an amount of € 128,056 will be received as compensation. This is an initial allocation. This amount as well as expenses will be involved in the 2nd berap in the fall.
The college takes notice:
- The member letter VNG Status of additional studies reassessing distribution of municipal funds dated June 23, 2020;
- The 2020 Budget Circular of the Province of North Brabant;
- The letter from the Ministry of Interior regarding the Compensation Package coronacrisis co-governments: distribution among municipalities.
9. Submitting views on plan EIA to draft 2020-2050 aviation memorandum / Paul van Liempd
The college appreciates the course that the government is following for the future of aviation in the Netherlands: focusing on economic and social interests, limiting nuisance and harmonizing space requirements. It asks the municipality of Eindhoven to submit an opinion, also on behalf of the municipality of Son and Breugel, on the MER plan that accompanies the draft Aviation Policy Memorandum in order to further sharpen the elaboration, especially on the assessment of health effects.
College Decision:
- To request the Municipality of Eindhoven to submit an opinion also on behalf of the Municipality of Son and Breugel on the plan MER associated with the draft Aviation Memorandum 2020-2050 in accordance with the attached concept letter;
- To inform the council of the view on the plan EIA associated with the draft
aviation memorandum 2020-2050.
10 .Presentation draft RES / Paul van Liempd
On July 8, 2020 there is an official presentation in the Cie GZ about the draft RES and its impact in Son and Breugel. The college takes note of this presentation.
