The college adopts the decision lists.
2. Rate increase for the Wolfswinkel Cemetery and Funeral Center Foundation / Jan Boersma
Every year, the Wolfswinkel Cemetery and Funeral Center Foundation asks the municipal executive for permission to set the rates for the new year. This year, the increase for 2022 is 5% (decision of March 9, 2021) + CBS index. The proposal is to approve the rate increase as of 2022.
The council decides to approve the requested rate increase for 2022 for the Wolfswinkel Cemetery and Funeral Center.
3. Recalibration of the municipal fund / Jan Boersma
The request from three finance councilors is to express our substantive objections on behalf of the three councils in a letter.
The council decides to approve the letter submitted, which will be sent on behalf of three councils.
4. Cyber Incident Management / Hans Gaillard
The number of cyber incidents is increasing worldwide and in the Netherlands. At present, we do not have a cyber incident response organization in place in the event of a medium, high, or critical priority cyber incident. In March 2021, we also experienced such a cyber incident, and the evaluation of this incident showed that a cyber incident management organization needs to be described, implemented, and trained.
The council approves the Cyber Incident Management Policy and the associated organization.
5. Program schedule for Political Evening, December 9, 2021 / Hans Gaillard
The council discusses the items on the agenda for the political evening of December 9.
6. Informative council meeting December 16, 2021; necessary council decisions / John Frenken
In the coming months, the municipal council will have to make decisions in relation to and within the framework of the Omgevingswet the environmental plan. In order to prepare the municipal council properly for this, the council will be provided with further information about these decisions during the informative meeting. The informational meeting on December 16, 2021, will include sharing further background information (in addition to what the council has already received about the Omgevingswet) about the significance of the Omgevingswet. On the other hand, it will provide an overview of the activities we will be undertaking with the municipal council in order to reach a number of necessary decisions before July 1, 2022. The council will not yet be asked to make any choices.
The council decides to invite the council members to an informative meeting on December 16, 2021, to discuss the aspects of the Omgevingswet the council must take decisions in 2022, in accordance with the informative document and accompanying appendices that have been submitted.
7. LED screen Optisigns / Jan Boersma
The current agreement between the municipality of Son en Breugel and Optisigns B.V. for the operation of an LED screen on Ekkersrijt will be terminated by operation of law on December 31, 2021. The planned tender for an advertising mast and LED screens on Ekkersrijt has been postponed due to the COVID-19 crisis and is expected to be carried out in mid-2022. Optisigns has asked the municipality if it may continue to operate the existing LED screen at Ekkersrijt 10,000 in the interim period (six months) until this tender has taken place.
The council decides to approve the agreement with Optisigns B.V. for the operation of the LED screen at Ekkersrijt 10,000 until June 30, 2022.
8. Determination of subsidies for 2020 / Jos de Bruin
Every year, the municipality of Son en Breugel receives accountability documents from some of its subsidy partners for the subsidies granted in the previous year (2020 in this case). These accountability documents have now all been submitted to the municipality of Son en Breugel. It is now up to the municipal executive to definitively determine the subsidies granted in 2020.
College Decision:
- take note of the analysis of the subsidies granted in 2020 under 'what are we going to do about it';
- the costs for the additional payment to Stichting MeeDoen Werkt, €29,425, to be paid from the budget earmarked for this purpose.
- to definitively set the subsidies for 2020 as follows:
- To set the subsidy to LEVgroep at €606,464.30.
- Set the subsidy to Lumens at €379,219.89.
- To set the subsidy for Dommeldal Library at €325,374.22.
- Set the subsidy to GGzE at €69,917.37.
- To set the subsidy to MEE de Meentgroep at €181,383.74.
- To set the subsidy to Stichting het Vestzaktheater at €165,106.
- To set the subsidy to Stichting MeeDoen Werkt at €64,425 and to pay €29,425 in arrears.
- To set the subsidy to Stichting Leergeld at €54,432.
- To set the subsidy to JC Oase at €17,470.
- To set the subsidy to Harmonie at €10,500.
- Set the subsidy to IVN at €9,909.47.
- To set the subsidy to Carrousel at €18,832.
9. Temporary subsidy scheme to support compliance with coronavirus entry passes / Jos de Bruin
Since September 22, various locations have been required to admit only members of the public with a valid coronavirus entry pass (CTB) and valid identification. For a number of organizations and businesses, this means that CTBs and identification must be checked before admission to the location. The national government has decided to provide a specific subsidy through the Safety Regions to support compliance with the obligation to check the corona admission ticket at locations where this is necessary. This subsidy scheme provides for the distribution of this subsidy in the municipality of Son en Breugel.
The council decides to adopt the Temporary Subsidy Scheme for Support for Compliance with Coronavirus Access Pass Checks in the Municipality of Son en Breugel 2021.
