4. Regulations on Taxes, Levies, and Fees 2027
Every year, a proposal regarding the rates for municipal taxes, fees, and administrative charges is submitted to the city council. The ordinances must be adopted by the council.
The Executive Committee has decided to propose to the City Council that it adopt the following ordinances:
1. Market Fees Ordinance 2027;
2. Precario Fees Ordinance 2027;
3. Cleaning Fees Ordinance 2027;
4. Sewerage Charges Ordinance;
5. Property Tax Ordinance 2027.
5. Filing an Appeal
In its ruling of September 3, 2026, the Oost-Brabant District Court upheld the appeal against the decision on the objection dated June 3, 2025, overturned the decision on the objection, and ordered the municipal executive to issue a new decision on the objection within six weeks, in accordance with the ruling. The municipal executive disagrees with this ruling and is filing a (pro forma) appeal against it.
The council resolves:
1. to take note of the ruling of the District Court of East Brabant dated September 3, 2026;
2. to reimburse the plaintiff for the court filing fee of €194 and litigation costs of €1,868;
3. to file a pro forma appeal against the judgment of the District Court of East Brabant dated September 3, 2026.
6. Omgevingswet; report on comments and amendments to the environmental plan
On March 24, 2026, your council decided to release the draft of the “Son en Breugel Municipal Environmental Plan” for public comment. The public comment period yielded 10 comments. The “Report on Public Comments” includes not only a summary of the comments but also the council’s response to them.
In addition, certain changes deemed necessary by the authorities have been identified. Proposals to amend the draft “Son en Breugel Municipal Environmental Plan” are outlined in the “Statement of Views.” These amendments have been incorporated into the draft of the “Amendment to the Son en Breugel Municipal Environmental Plan—Transition to a Municipality-Wide Environmental Plan—Municipality-Wide.” In addition, the provisions that were included in the draft “Son en Breugel Municipal Environmental Plan” due to uncompleted procedures for draft zoning plans under the Spatial Planning Act are no longer included in the amendment currently before the council for adoption.
To conclude the process, the “Statement of Views” and the “Amendment to the Son en Breugel Municipal Environmental Plan—Transition to a Municipality-Wide Environmental Plan—Municipality-Wide” must be submitted to the municipal council for adoption. Once the council has adopted the plan, the appeals process will begin.
The Executive Committee resolves:
1. to propose to the council that the unfinished procedures regarding the draft zoning plans under the Spatial Planning Act not be pursued further;
2. to take note of the “Memorandum of Opinions on the Draft Environmental Plan for the Municipality of Son en Breugel”;
3. to take note of the “Amendment to the Son en Breugel Municipal Environmental Plan—Transition to a Municipality-Wide Environmental Plan—Municipality-Wide”; 4. to propose to the council that it adopt the “Statement of Views on the Draft Environmental Plan for the Municipality of Son en Breugel” and the “Amendment to the Environmental Plan for the Municipality of Son en Breugel—Transition to a Municipality-Wide Environmental Plan—Municipality-Wide”;
4. to propose to the council that all applicable zoning plans for the municipal territory of Son en Breugel, as referred to in Article 22.6, paragraph 1, of the Spatial Planning Act ( Omgevingswet), be repealed, in accordance with the punch marked [location punch-gio];
5. to propose to the council that the “1992 Ordinance on the Use of Campsites and Trailer Parks,” the “Ordinance on Odor Nuisance and Livestock Farming,” and the “1992 Building Ordinance, 13th Amendment” be repealed.
7. Second Interim Report 2026
The second interim report is an interim financial report from the executive board to the council. The report explains only financial deviations (both positive and negative) from the budgets and investments. The report also explains any changes in the allocation of resources; it does not address delays or deviations in policy.
The Executive Committee has decided to propose to the City Council:
1. to adopt the second interim report for 2026, which shows a surplus of €117,955;
2. to transfer the surplus of €117,955 from the second interim report for 2026 to the unrestricted reserve;
3. to approve the various transfers to and withdrawals from the reserves and provisions as proposed in this second interim report for 2026, including the withdrawal from the unrestricted reserve of the budget balance after the first amendment, amounting to €307,431.
4. to approve the finalization or adjustment of the investments as included in the report.
5. to adopt the 7th budget amendment for 2026.
8. 2027 Budget and 2028–2030 Multi-Year Estimate for Son en Breugel
The 2027 Budget and the 2028–2030 Multi-Year Estimate, including the first 2027 budget amendment, are complete and can be submitted to the City Council for consideration.
The Executive Committee has decided to propose to the City Council:
1. to adopt the 2027 budget and take note of the 2028–2030 multi-year forecast;
2. to adopt the first 2027 budget amendment.
9. Change in AB MRE Member and Alternate Member
On June 4, Aldermen Mireille Bonnier and Jelle de Jong were appointed by the council as a member and an alternate member, respectively, of the General Board of the Eindhoven Metropolitan Region Joint Arrangement. This proposal suggests a change in the appointed member and alternate member, respectively, with a view to achieving a more balanced representation of city council members in the region. The appointment of members to the General Board of the Eindhoven Metropolitan Region is within the authority of the city council.
The Executive Committee has decided to propose the following to the City Council:
1. To appoint Mayor Suzanne Otters-Bruijnen as a member of the General Board of the Eindhoven Metropolitan Region;
2. To appoint Alderman Mireille Bonnier as an alternate member of the General Board of the Eindhoven Metropolitan Region.
10. Application for the Brainport Approach to Network Congestion
As of July 1, 2026, a moratorium on new connections to the electricity grid is in effect in several municipalities¹ in the Eindhoven Metropolitan Region. The available transmission capacity at the substations in these municipalities has been fully allocated, which means that all applications submitted on or after July 1, 2026, will be placed directly on a waiting list. To prevent this grid congestion from hindering Brainport’s scale-up, it was agreed upon during the Brainport Administrative Consultation on May 27, 2026, to develop a joint crisis response plan. The national government, the region, and the grid operators TenneT and Enexis are collaborating on a package of measures with potential solutions, structured into four tracks that focus, among other things, on gaining better insight into grid capacity, accelerating infrastructure expansion, and making better use of existing space. On August 27, 2026, the mayors of the 21 MRE municipalities were informed about the proposed agreements with the national government, after which it was decided to submit the Brainport Approach to Grid Congestion to the municipal executive boards for approval.
The council has decided to adopt the Brainport Approach to Network Congestion as a joint framework for the regional strategy to address network congestion.
11. Reintegration Regulation under the Participation Act of 2027
The Reintegration Ordinance is being revised due to changes in national legislation. It is proposed that the Executive Board approve the draft ordinance and submit it to the Social Domain Advisory Council for advice. Once the advice has been incorporated, a proposal will be made for the municipal council to adopt the ordinance.
The council has decided to submit the draft ordinance, the “current-to-be” table, and the explanatory memo to the Social Domain Advisory Council for its advice.
12. Regulation on Measures Under the Participation Act, the Ioaw, the Ioaz, and the Integration Act of 2021
Effective January 1, 2027, the new (amended) Social Security Enforcement Act and the amended Social Security Acts Measures Decree will take effect. One of the consequences is that the types of conduct, categories, and percentages of measures to be imposed under the Participation Act (P-Act), the IOAW, and the IOAZ will be regulated centrally. This centralized system already existed for other laws (such as the WW). Effective January 1, 2027, the Participation Act (and IOAW/Z) will become part of the national Social Security Laws Measures Decree.
Some of the necessary legislative amendments to the Participation Act were also implemented through the “P-wet in Balans” process. Effective January 1, 2027, the remaining (and fairly limited) municipal discretion regarding measures will be addressed through a new municipal ordinance. It is proposed that you adopt the new draft “Regulation on Measures under the Participation Act, IOAW, IOAZ, and the Civic Integration Act for the Municipality of Son en Breugel 2027” and submit it to the Social Domain Advisory Council for advice.
