1. Internal (not public) decision list and public decision list dated May 30, 2023 - Suzanne Otters
The college adopts the decision lists.
2. Program Political Evening June 8, 2023 - Suzanne Otters
The college discusses the program format for the June 8, 2023 Political Evening.
3. Sale of land Enexis - Jan Boersma
Enexis wants to place a station near the Rhonelaan to increase the weight of the electricity network. Enexis has requested to buy 33.3m2 of cadastral parcel Son en Breugel, Sectie A, number 5619. It is municipal policy to cooperate with such requests. The land will be sold in accordance with the land price policy.
The college decides to:
- To sell a part of cadastral parcel Son en Breugel, Sectie A, number 5619 of 33.3 m2 located near the Rhonelaan in Son en Breugel, toEnexis B.V. for a land price of €215 p/m2 for the purpose of a (type of station);
- To adopt the agreement "land acquisition Son en Breugel Rhonelaan'' as drafted;
- Publish the proposed land sale under Didam.
4. First administrative report 2023 - Jan Boersma
The management report is an interim financial account from the college to the council. Only financial deviations (advantages and disadvantages) are explained in the management report. The alternative use of resources is also explained in the management report. This booklet does not explain delays or deviations in policy.
The college decides to:
- To agree to the contents of the present First Administrative Report 2023 and submit it to the City Council for decision;
- To propose to the council that the unfavorable balance of €369,743 be charged to the free-spending reserve;
- To include the structural consequences of the first administrative report 2023 in the consideration of the framework memorandum 2024-2027;
- To approve the various deposits and withdrawals to reserves and provisions, as proposed in this first administrative report 2023;
- Agree to the overview of investments and projects;
- An additional appropriation of €20,000 for pumptrack;
- To provide the credit for bicycle parking facility Bloktempel/De Ruimte in 2023;
- To agree to the council proposal.
5. Child care annual accountability SB 2022 - Steven Grevink
The municipality is responsible for supervising and enforcing the quality of child and host parent care. Every year the municipality accounts for these tasks to the Ministry (Inspectorate of Education). The GGD Brabant Zuidoost performs the supervision commissioned by the municipality.
The College:
- adopts and authorizes submission of the 2022 Child Care Annual Report to the Education Inspectorate;
- submits the 2022 Child Care Annual Report to the City Council for information by including it in the next council information letter.
6. Juralaan 27 - Jan Boersma
Juralaan 27 was offered for sale on funda at the turn of the year. After viewing the photos and an on-site inspection, it can be concluded that the owners are using municipal land without permission. The property was initially withdrawn from sale. However, the property is currently on sale again on funda. With this decision we want to solve the improper use of municipal land.
The college decision to:
- To sell a plot of land of approximately 93m2 of cadastral plot Son en Breugel, Section A, number 5619 for the residual strip price of €161,- p/m2 to the owners of Juralaan 27;
- Publish the proposed sale in accordance with Didam.
7. Financial regulation and control regulation update - Jan Boersma
The financial regulation and the audit regulation based on articles 212 and 213 of the Municipal Law need to be updated. This is particularly necessary due to the shift of the lawfulness responsibility from the auditor to the municipal executive. For further explanation, please refer to the council proposal. About the further process of the conduction of this regulation to the Council, the college has made prior arrangements.
College Decision:
- To approve the updated financial regulation and forward it to the City Council through the Audit Committee;
- To approve the updated audit regulation and forward it to the City Council through the Audit Committee.
8. Fair 2023 performance - Jan Boersma
Bureau De Kermisgids submitted an application on behalf of the municipality of Son en Breugel to organize the fair in the center of Son. The permit has now been granted. The fair will be held from Friday, June 16 to Tuesday, June 20, 2023. In the Portfolio Holder consultation of January 16, 2023 it was discussed to award the stands for the fair in accordance with the lease proposal. The line-up of attractions is before us for approval.
The College:
- Agrees to set up the fairgrounds;
- decides for the purpose of safe power supply, to have all power connections pre-inspected by an independent, approved agency.
9. Framework note 2024-2027 -Jan Boersma
Every year, within the P&C cycle, the framework memorandum is drawn up as a prelude to the budget. With the framework memorandum we establish the financial starting points.
The college decides to approve the 2024-2027 framework memo and submits it to the council for decision.
10. Financial Statements 2022 - Jan Boersma
The college prepares annual financial statements (consisting of the annual report and financial statements) each year. These are made available to the auditor for review in mid-April. The auditor presents his findings in a report and any amended version of the financial statements then goes to the council for adoption. The auditor gives an unqualified opinion for both legality and fidelity. The council proposal also includes a proposal for profit appropriation.
The college agrees and submits to the council for adoption:
- the 2022 annual report and financial statements;
- the council proposal;
- college response to audit report. The college accepts for notification;
- the draft auditor's report of findings;
- the sample legitimacy report and put this sample on the agenda for the audit committee, as discussed in the audit committee.
11. Eating team Son en Breugel - Steven Grevink
Within Son and Breugel there is a widely supported need for an eating team. This eating team consists of an integral core team that aims to identify and address eating problems in young people (0-18 years)
in an early stage to identify and address. Youth and parents can be helped quickly with eating problems, thus preventing worse. With the eating team
we strengthen our local offer for the youth in Son en Breugel. The college will be informed about the pilot phase of the 'Eetteam Son en Breugel'.
