3 Request for a ruling on principle Wolfswinkel 6
On October 20, 2022, a request in principle was submitted for the conversion to a private residence and the development of one additional space-for-space (RvR) residence at Wolfswinkel 6. The request in principle also includes the creation of a bed and breakfast (B&B), an informal care home, and the preservation of (part of) the former commercial buildings for the purpose of keeping horses as a hobby. The request with the various initiatives/wishes was discussed at the neighborhood meeting. It is recommended that the initiator be advised to further develop the initiative, taking into account the preconditions and principles set out.
The college decides
- to Requirements in principle and under Requirements stipulated Requirements with the proposal for conversion to a private residence, the development of a space-for-space residence, the realization of a bed and breakfast, and the realization of an informal care residence;
- agree to the preconditions and principles;
- to request the initiator, taking into account the preconditions and principles, to further elaborate the plan and carry out the necessary studies, so that it becomes clear whether the plan is definitively feasible.
4 Do not disclose subsidy scheme for UV-C equipment in schools and childcare facilities
On October 31, 2023, the council adopted the subsidy scheme for UV-C equipment in schools and childcare facilities. The council is authorized to set a subsidy ceiling.
Considering that the reserve for government compensation for the coronavirus crisis must remain available for (un)foreseen expenses, the council has decided to set the subsidy ceiling at zero euros. The subsidy scheme cannot be implemented. By not publishing the subsidy scheme, it will not come into effect.
The council decides not to publish the subsidy scheme for UV-C equipment in schools and childcare facilities, so that the subsidy scheme does not come into effect.
5 Appointment of chair and four members of the Appeals Committee
The term of office of the chair and members of the appeals committee expires on March 29, 2024. It is proposed to the council that the current chair and members be reappointed for a period of four years and that an additional member be appointed for a period of four years as well.
The council decides to submit the council proposal 'Appointment of chair and four members of the Appeals Committee' to the municipal council.
6 Administrative planning (council meeting February 22)
The administrative planning provides an overview of topics that are included in the program of a Political Evening or the agenda of a council meeting at any given time for the purposes of providing advice, information, forming an opinion, or making decisions. It is a dynamic document that is updated periodically. The administrative planning is discussed three times a year in a public council meeting: in February, June, and October/November. The next public discussion will take place on February 22. The attached administrative planning is the result of an update round carried out in the second half of January. It is up to the contact persons to seek coordination with the portfolio holders. The planning is on a quarterly basis and the topics are organized by budget program. The Administrative Planning is now before the council for information. The planning will then be added to the meeting documents for the council meeting on February 22.

- submit the administrative plan to the municipal council for discussion.
7 Wvg area Breeakker; information February 2024 progress to residents and council
The Action Plan "Drawing up a development plan for the Breeakker Wvg area" states that the
council and residents will be informed periodically.
The council decides to:
1. Approve the information letters for residents and then send them to them;
2. Take note of the flyer;
3. Give the portfolio holder for spatial development a text mandate and a mandate to send a RIB to the Council.
8 Opinion NRD National Program Space for Defense
On December 15, 2023, the Ministry of Defense published the Scope and Level of Detail Memorandum (NRD) for the National Program for Defense Space (NPRD). The Ministry of Defense is looking for space within the Netherlands. Physical space such as barracks and training areas. But also (environmental) space for sailing, flying, and driving, for example. Together with municipalities in the region, we are taking the opportunity to submit our views on the NRD.
The college decides
- Agree with the NRD Ruimte voor Defensie (NRD Space for Defense) opinion
- To authorize the municipal secretary of the municipality of Eindhoven to sign the opinion on behalf of the Municipal Executive of the municipality of Son en Breugel.
