1 Public list of decisions Municipality of Son en Breugel October 29, 2024
The council approves the list of decisions.
Addition to the public list of decisions:
Status of workshops for the VNG conference: Son en Breugel has submitted ideas for workshops to be held in the afternoon of the first day of the conference. The organization (VNG committee) is considering which ideas will be further developed in which municipalities. The VNG conference steering group will make a decision on this.

3 Cooperation agreement on population care
In order to professionalize disaster response and crisis management, the municipalities participating in the Brabant-Zuidoost Safety Region (VRBZO) entered into a cooperation agreement in 2011. The agreements made in this agreement were updated in 2023 and laid down in a covenant. A Uniform Quality Level was also added. Municipalities are asked to approve the cooperation covenant and to establish the Local Uniform Quality Level for their own municipality.
The council decides to adopt the Brabant-Zuidoost 2024 Population Care Cooperation Agreement and the accompanying local uniform quality level for Population Care for Son en Breugel.
4 Working agreements and rates for towing regulations
The towing regulation was updated in 2023. We work together with Logicx B.V. to implement the towing regulation. Working agreements have been drawn up to continue the services, enable faster action, and make agreements on prices. These working agreements also include the rates. The rates are indexed relative to 2023 and need to be re-established.
The board decides to establish the working agreements with Logicx B.V. and the indexed rates.
5 Housing Regulation; progress report to the council
The council is informed via a RIB about the progress of a new housing regulation for the period 2025-2028.
The council decides to adopt the text for the council information letter 'Progress on the 2025-2028 Housing Regulation' and to send it to the council.
6 Rates for Wolfswinkel Cemetery 2025
Every year, the Cemetery Foundation requests permission from the municipal executive to set the cemetery rates for the coming year. The proposal is to approve a 3% rate increase as of 2025. Because Respectrum Son en Breugel B.V. is taking over the operation and management of the funeral home, cemetery, and the new crematorium to be built, the next rate increase will be submitted to your council by the B.V.
The council decides to approve the requested 3% rate increase for the cemetery as of 2025.
7 Privacy Policy and Definitions and Abbreviations GDPR WPG
The Privacy Policy is a strategic document that provides guidance on how the municipality of Son en Breugel will comply with the General Data Protection Regulation (GDPR), the General Data Protection Regulation Implementation Act (UAVG), and the Police Data Act (Wpg). The Privacy Policy replaces the current 'Privacy Regulation of the municipality of Son en Breugel 2016', which expired earlier, at the same time as the Personal Data Protection Act (Wbp) expired and the GDPR came into force.
College Decision:
- To establish the Privacy Policy and the associated definitions and abbreviations;
- To approve the text for the council information letter and forward it to the municipal council.
8 Evaluation of small-scale accommodation pilot project 2024 Son en Breugel
Nationwide, there is a widely shared desire and important task to transform the current (open and closed) residential facilities into more small-scale and family-oriented treatment and/or accommodation facilities. From April 1, 2023, to April 1, 2024, a pilot project was carried out for this purpose by the purchasing regions Een 10 voor de Jeugd (A 10 for Youth) and Samen voor Jeugd (Together for Youth) at the youth care provider Combinatie Jeugdzorg. Based on the evaluation of the pilot, it is proposed to continue it. In addition, it is proposed not to expand the pilot with a second youth care provider.
College Decision:
- to adopt the evaluation report on Small-Scale Residential Facilities 2023 and to continue the pilot with Combinatie Jeugdzorg in 2024
- to set the pilot rate price level for 2024 for Combinatie Jeugdzorg, as included in the confidential appendix to this advisory note, with the exception of the pilot rate price level for 2024 for Koraal;
- not to agree to the expansion of the Small-Scale Stay pilot program in 2024 at Koraalgroep.
