3. General Board MRE dated July 6, 2022 / Hans Gaillard
On July 6, 2022, the next meeting of the General Board of the Eindhoven Metropolitan Region will take place. The agenda and documents have been submitted to the college for notification.

4. Safety analysis 2019-2022, proposed priorities 2023 - 2026, results Safety Monitor 2021 / Hans Gaillard
The 2019 - 2022 safety policy is coming to an end. With a safety analysis, we look back at the past four years and see where we are now. Based on the analysis and trends/developments, we will propose safety priorities for 2023 - 2026. On July 21, 2022, the Safety Debate will be held. During this evening, the City Council will provide input to arrive at the final priorities.
The safety analysis also includes a summary of the results of the 2021 Safety Monitor: a survey of livability, safety and victimization.
College Decision:
- Agree with the security analysis for the years 2019 - 2022;
- To take note of the proposed priorities for the period 2023 - 2026 as input to the security debate;
- To take note of the results of the 2021 Safety Monitor.
5. Request in principle to add house Keske ong (next to Keske 14) / John Frenken
On March 5, 2021, the municipality received a request in principle from Van Santvoort Architects for the realization of one ground-level (Room for Space) dwelling on the location unnumbered, left next to Keske 14. At this moment the realization of a house on these grounds is not possible. For the further elaboration of the plan by the initiator, your college must make a decision whether in principle cooperation will be granted to this initiative.
The submitted request for cooperation in principle has been checked internally; the requested advice is all positive. It is proposed to grant cooperation to the initiative, provided the preconditions and starting points as mentioned in this decision are met.
College Decision:
- To cooperate in principle and under Requirements with the initiative to construct a ground-level dwelling at the Keske unnumbered site to the left of Keske 14;
- Initiator and residents of Keske 6 and Keske 14 to be notified in writing through the draft letters.
6. RIB development strategy southeastern Brabant / John Frenken
On June 14, 2022, the college decided to approve the "Development Strategy Southeast Brabant: a balanced leap of scale. This was discussed at the Southeast Brabant Environment Day on June 17, 2022. Here the directors unanimously approved the regional "Development Strategy Southeast Brabant: a balanced scale leap" and associated agreement framework. We are now informing the council about this through a Council Information Letter.

7. Decision on objection rejection of urgency decision / John Frenken
On March 7, 2022, sent March 10, 2022, the college decides to reject the application for an urgency decision. On April 7, 2022, the college receives a notice of objection from the objector to the above decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
8. Adjust end date for residential energy reduction grant scheme - RREW 2021 / Paul van Liempd
On July 27, 2021, the college approved the RREW approach. All tenants (later also resident-owners of owner-occupied houses and apartments) received a maximum of €80 to purchase (small-scale) energy-saving measures. The planned end date for the scheme was July 30, 2022. Minister of Housing and Spatial Planning announced on March 25, 2022 via RVO to extend the duration to December 31, 2022. Activities around the scheme have been delayed due to restrictive corona measures and supply problems of energy saving measures have been noted.
The college decides to adopt the amended grant program Reduction Energy Homes RREW - 2022.
9. Annual report on compulsory education/RMC school year 2020-2021 / Jos de Bruin
Annually, the City Council is informed about the implementation of the Compulsory Education Law. The City Council will be informed about school year 2020-2021 through a council information letter.
College Decision:
- To take note of the Regional Annual Report on Compulsory Education/RMC 2020-2021 Combating school absenteeism and ESL;
- Inform the City Council by including the attachment in the next Council Information Letter.
10. Grant applications corona compensation civil society organizations 2021 / Jos de Bruin
The outbreak of the Covid19 virus and the corona measures imposed by the State have major social and financial consequences for organizations and associations in the social field in the municipality of Son en Breugel. By meeting the request for financial compensation to the Farm, the HoiHuis, SonSport and Kuipers Sporthalbeheer, we are giving these organizations a perspective towards the future.
College Decision:
- To award the Farm in Breugel a corona compensation grant of €14,000 for loss of income in 2020 and 2021;
- To award the HoiHuis in Son a corona compensation grant of €7,040 for loss of income for 2021;
- To award SonSport in Son a corona compensation grant of € 16,370.54 for rental expenses incurred for the first and second quarters 202;
- To award Kuipers Sports Hall Management a corona compensation grant of €42,479.37 for missed rental income for the period January 2021 through February 2022;
- To charge the compensation of the four grant applications totaling €79,890 to the state coronacrisis compensation reserve and include it in the 2nd administrative report 2022.

12. KPI report Information and archive management 2022 / Hans Gaillard
Every year, the College reports on archive and information management to the City Council and the Province. One KPI report and one improvement plan for archive and information management have been drawn up for the three Dommelvallei municipalities and the Dommelvallei agency. This shows that archive and information management is generally in order.
College Decision:
- Adopt the KPI report and improvement plan archival and information management 2021;
- Adopt the council information letter and send it to the City Council;
- To inform the province about the KPI report on archive and information management 2022.
13. SGE Administrative Platform dated July 8, 2022 / Hans Gaillard
The Administrative Platform of the Eindhoven Urban Area (SGE) is scheduled for July 8, 2022. The agenda and underlying documents have been submitted to the college for notification.

14. Son en Breugel waste disposal facility / Paul van Liempd
Blink took over management of the Son en Breugel environmental street as of Jan. 1, 2022. A number of inspection reports were missing from the transfer. Antea conducted further investigations for Blink and the municipality into the current state of the environmental street. This has led to a number of conclusions and points for improvement, which also affect the permit for the waste disposal site. This has been coordinated with the South East Brabant Environmental Service. The municipality will have to take a number of measures in the short term.
College Decision:
- To take note of the ODZOB letter and Antea's study on the Son en Breugel environmental street;
- Create a plan of action for the environmental street;
- Inform the City Council through the proposed RIB.
15. Meeting place youth / Jos de Bruin
There is a need in the municipality for an official meeting place for youth. This need has been expressed by implementing parties, such as police, youth work, enforcement, youth and safety policy staff and the youth themselves. Young people want a place where they can chill and not be turned away all the time. An official meeting place is suitable to refer young people to by supervision and enforcement. A condition is that good agreements are made with the youth and the environment.
The college decides to investigate the possibilities for the realization of a youth meeting place in the municipality of Son and Breugel.
