1. Adoption of the list of public decisions and the list of non-public decisions dated December 29, 2020 / Hans Gaillard
The college adopts the decision lists.
2. Youth protection Youth rehabilitation developments / Paul van Liempd
Youth protection and youth rehabilitation are carried out by certified institutions. Municipalities are the clients. The Inspectorate has found that the implementation by the certified institutions is not up to standard. As a result, various improvement measures are being taken. The municipalities of Eindhoven and Helmond are the contact persons for the certified institutions. They inform the other municipalities about current developments.
The council decides:
1. to take note of developments in Youth Protection and Youth Rehabilitation;
2. to approve the text for the next Council Information Letter.
3. Commission agendas and lists of commitments for January 2021 / Hans Gaillard
The council discusses the agendas and lists of commitments from the committee meetings in October 2020.
4. Participation in the Landscape Incentive Scheme / Paul van Liempd
The Landscape Incentive Scheme (Stila) is the successor to the Green-Blue Incentive Framework Subsidy Scheme (Stika). Every euro that a municipality or water board makes available for the scheme is doubled by the province. The scheme encourages activities/
initiatives in the field of nature and landscape in rural areas. Participation contributes to the sustainable development of the countryside in terms of landscape, ecology, hydrology, recreation, and socio-economics.
The council decides:
1. To agree to participate in the Landscape Incentive Scheme and to sign (or have signed) the cooperation agreement with the province digitally (by proxy if necessary);
2. To open up the themes in accordance with the advice/proposal;
3. To make €30,000 available for participation for a period of three years and to include this in the first management report for 2021.
5. Regional Program for an Integrated Approach to Low Literacy 2020-2024 / Jos de Bruin
In the Intergovernmental Program, the Rijksoverheid, municipalities, and other local authorities have agreed to work together in the coming years to improve the (language) skills of adults. One of the agreements is that a regional program for low literacy will be developed in every labor market region by the end of 2020 at the latest.
Under the direction of the contact municipality (Eindhoven) and within a network of municipalities and other parties involved, the Regional Program for an Integrated Approach to Low Literacy 2020-2024 has been established.
The council decides:
1. to take note of the Regional Program for an Integrated Approach to Low Literacy 2020-2024;
2. to inform the Council in the next council information letter.
6. Scenario selection for De Bongerd sports hall - Breugel / Jos de Bruin
Major steps are currently being taken in various areas of the Breugel Bruist project. Consultancy firm Synarchis has developed a number of scenarios for De Bongerd. The main issues concerning De Bongerd are: should we build a small sports hall or a large sports hall, and should we renovate the existing building or construct a new one? Based on the scenarios developed and the additional information in the council proposal, a choice will be presented to the municipal council.
The council decides:
1. to agree to the council proposal and the decision points mentioned in the council proposal;
2. to forward the council proposal with appendices to the Municipal Clerk’s Office the request to put it on the agenda for discussion in the Land Affairs and Civil Affairs committees.
