1.Adoption of public decision list and non-public decision list dated December 29, 2020 / Hans Gaillard
The college adopts the decision lists.
2. Youth Protection Juvenile probation developments / Paul van Liempd
Youth protection and juvenile probation are performed by certified institutions. Municipalities are clients. The Inspectorate has found that the implementation by the certified institutions is not in order. As a result, several actions for improvement are being taken. The municipalities of Eindhoven and Helmond are contact persons for the certified institutions. They inform the other municipalities about current developments.
The College decides:
1. to take note of the developments Youth Protection and Youth Probation;
2. to agree to the text for the next Council Information Letter.
3. Committee agendas and lists of commitments for January 2021 / Hans Gaillard
The college discusses the agendas and lists of commitments for the October 2020 committee meetings.
4. Landscape Incentive Scheme participation / Paul van Liempd
The Landscape Incentive Scheme (Stila) is the successor to the Green Blue Incentive Framework (Stika) subsidy scheme. Every euro a municipality or water board makes available for the scheme is doubled by the province. The scheme stimulates activities/
initiatives in the field of nature and landscape in the countryside. Participation contributes to a sustainable development of the countryside in landscape, ecological, hydrological, recreational and socio-economic terms.
The College decides:
1. To agree to participate in the Landscape Incentive Scheme and to digitally sign the cooperation agreement with the province (possibly by proxy);
2. to open up the themes in accordance with the recommendation/proposal;
3. to make an amount of € 30,000 available for this purpose for participation for a period of three years and to include this in the 1st administrative report 2021.
5. Regional Program Integral Approach to Low Literacy 2020-2024 / Jos de Bruin
In the Intergovernmental Program, the Rijksoverheid, municipalities and other decentralized authorities have agreed to work together in the coming years to improve the (language) proficiency of adults. One of the agreements is that each labor market region will have developed a regional program on low literacy by the end of 2020 at the latest.
Under the direction of the contact municipality (Eindhoven) and within a network of municipalities and other parties involved, the Regional Program Integral Approach to Low Literacy 2020-2024 has been created.
The College decides:
1. accept the Regional Program Integral Approach to Low Literacy 2020-2024 for notification;
2. to inform the Council in the next council information letter.
6. Scenario choice sports hall De Bongerd - Breugel / Jos de Bruin
In the Breugel Bruist project, major steps are currently being taken in several areas. Consultancy firm Synarchis has worked out a number of scenarios for De Bongerd. The biggest issues concerning De Bongerd are: do we realize a small sports hall or a large sports hall and do we assume renovation or new construction. Based on the elaborated scenarios plus the additional information in the council proposal, a choice will be presented to the city council.
The college decides:
1. agree with the council proposal and the decision points listed in the council proposal;
2. forward the council proposal with attachments to the Municipal Clerk’s Office with a request that it be placed on the agenda for consideration by the Territory and Civil Affairs Committees.
